Issue Detail: The Downtown Sacramento Property and Business Improvement District (DSPBID) was originally approved in 1995 as the first in the state under DSPBID Area Law of 1994. The DSPBID has since been renewed three times with the last renewal approved by City Council on March 23, 2015, for a ten-year term, which expires on December 31, 2025. Property owners within the Downtown Sacramento area have proposed to renew it for a fourth time.
The Housing Authority of the City owns a total of four parcels located within the DSPBID boundary.
This report recommends that the Housing Authority, as a property owner of four parcels, participate in renewing the DSPBID by signing petitions and voting during the renewal process. Should the DSPBID be renewed, the report also recommends authorizing the Executive Director to allocate funds and pay the annual assessment fees from Housing Authority funds.

Policy Considerations: The proposed renewal of the Downtown Sacramento PBID is consistent with the Housing Authority’s Annual Plan as it supports the following Goals and Objectives: 1) increase the availability of decent, safe, and affordable housing, and 2) improve community quality of life and economic vitality.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The renewal of a DSPBID does not constitute a project under CEQA and is therefore exempt from review pursuant to Guidelines Section 15378(b).
National Environmental Policy Act (NEPA): As an administrative activity, this activity has been determined to be exempt under the National Environmental Policy Act (NEPA) Code of Federal Regulations sections 58.34(a)(1) and (a)(3).
Sustainability: There are no sustainability considerations applicable to the formation process and administration of a special district.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: In 1995, it was determined that formation of a DSPBID could enhance the viability of Downtown Sacramento. The DSPBID services benefit approximately 585 parcels. The approximate District boundaries are the Sacramento River in the west, with portions bound by E Street, F Street, H Street, and I Street in the north, 16th Street in the east, and portions of N Street, O Street, and P Street in the south. The proposed services for the DSPBID will continue to provide maintenance, guides, downtown resource coordinators, private security, events, streetscape improvement projects, community relations, business development, advocacy, and community engagement services and activities to promote the area as clean, safe, vibrant, and welcoming.
These services and activities will improve district cleanliness and safety, increase building occupancy and lease rates, and encourage new business development and services for properties. Overall, they support a safer and more economically vital Downtown area benefiting the community.
Sacramento Housing and Redevelopment Agency staff is thus recommending that the Housing Authority of the City owned parcels continue to be included as assessed parcels in the renewed DSPBID.
Financial Considerations: This report recommends authorizing the Housing Authority to allocate and utilize Housing Authority funds to annually pay approximately $24,288 for the Downtown Sacramento PBID assessment for the four Housing Authority of the City owned parcels within the DSPBID boundary. Upon approval of the attached resolution and renewal of the DSPBIDs, the

Housing Authority will be participating as a property owner with respect to the Housing Authority of the City parcels. Assessment rates may be subject to an increase of no more than five percent annually.
LBE - M/WBE and Section 3 requirements: Minority and Women’s Business Enterprise requirements will be applied to all activities to the extent required by federal funding to maintain that federal funding. Section 3 requirements will be applied to the extent as may be applicable.
