Description/Analysis
Issue Detail: Councilmembers may propose an item, ordinance, program, research, or initiative for council action by submitting a written request to the City Clerk. The process modulates the agenda requests of individual councilmembers by referring those requests to the relevant city council standing committee for review, as appropriate, and in so doing provides clear guidance to the council appointees that their work demands are serving the council as a whole. It also ensures councilmember requests are duly tracked and assigned, thus promoting transparency and accountability.

posal Summary/Recommendation (Provide a brief description of the proposal):

Our office is requesting a moratorium on the enforcement of Mobile home/RV Trailers under Sec. 15.140.020(B), which prohibits parking an RV in a front or side yard if there is not a large enough setback. There is currently no exception or permitting process to achieve this, even if it meets a certain aesthetic or functional level. We would like to pause all enforcement, as an entire neighborhood in our district was cited, and request City staff to develop a potential path for exceptions.

Rat
ionale for Recommendation (Identify the issue(s) that this proposal will address):

We recently had an entire neighborhood cited for this code violation, with some yards looking much better than others, while still all falling into this violation bucket. We hope to create a path that a homeowner can use to exempt this violation if their yard qualifies. Examples could include property wide enough to expand a driveway to park an RV on pavement without obstructing the garage, etc.
