Description/Analysis
Issue Detail: Florin Road between 24th Street and Munson Way was identified in the Vision Zero Action Plan as one of the City’s top five high injury corridors. Between 2009 and 2017, 16 crashes within the project’s limits resulted in a fatality or severe injury, eight of which involved a person walking or biking. The Florin Road Vision Zero Safety Project will address this collision history by slowing down automobile traffic, modernizing signal equipment, and improving bicycle and pedestrian facilities. The project will include continuous bike lane coverage, sidewalk improvements, additional visible marked crossings, upgrading existing unsignalized crossings to controlled crossings, modifying signals to provide protected left turns, installing advanced dilemma zone detection at intersections, and providing an asphalt overlay to bring pavement conditions up to a state of good repair.
The project was split into two phases of construction: an initial pavement rehabilitation phase (“Phase

1”) followed by a Vision Zero safety improvements phase (“Phase 2”). Phase 1 includes modification of five existing signals (24th Street, Woodbine Avenue, 29th Street, Luther Burbank High School, and Luther Drive) and underground conduit plans for three new signals that will be installed with Phase 2 (Loma Verde Drive, Union Pacific Railroad Crossing, and Munson Way).
Improvements of the Phase 2 project will include traffic signal modifications at four existing signals (Woodbine Avenue, 29th Street, Luther Burbank High School, and Franklin Boulevard) and installation of the three planned signals previously mentioned. Additionally, the Phase 2 project will include signal interconnect between 24th Street and Franklin Boulevard, right-of-way acquisition at seven privately owned parcels, and temporary construction easements at five privately owned parcels.
Phase 1 is currently finishing construction while design of Phase 2 is being completed. Phase 2 includes more significant modifications and right-of-way acquisition at existing intersections than originally assumed due to accessibility upgrades and driveway conforms. Additionally, the eastern project limit has been extended from Munson Way to Franklin Boulevard to extend the eastbound bike lane to the intersection. This additional scope of work necessitates City Council approval of a Supplemental Agreement with Mark Thomas and Company, Inc.
Policy Considerations: The Florin Road Vision Zero Safety Project is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The projects will help prioritize mobility, comfort, health, safety and convenience for those walking and bicycling (General Plan M-
1.2), and improve safety at intersections and crossings for all users (General Plan M-4.1).
The action is also consistent with the adopted Vision Zero goal to work collaboratively in a data- driven effort to eliminate traffic fatalities and serious injuries by 2027, including to develop designs and secure grant funding for the Top five priority corridors, with a focus on roadway designs for reduced speeds (2.2).
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): Under CEQA general rule 15061-B-3, CEQA applies only to actions which have the potential for causing a significant effect on the environment. These actions will have no effect on the environment and are therefore not subject to CEQA review. This project has federal transportation funding administered by Caltrans requiring National Environmental Policy Act (NEPA) reviews. The CEQA and National Environmental Policy Act (NEPA) reviews are part of the project development and are under review and will be completed prior to final design and construction activities. 15378(b)(4); 15060(c)(3). A CEQA Categorical Exemption was prepared for Phase 1 of the project. A separate CEQA Categorical Exemption and a NEPA Categorical Exclusion will be prepared for Phase 2 of the

project.
Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings. The project will reduce dependence on private automobiles, decrease the use of fossil fuels, and encourage active modes of transportation.
Commission/Committee Action: None.
Rationale for Recommendation: While preparing design plans for Phase 2 of the project, additional signal improvements were identified, and the limits of the project were extended to Franklin Boulevard. City Council approval of Supplemental Agreement No. 4 is needed to finish the project design for construction.
Financial Considerations: The total estimated cost for the design of Phase 2 of the Florin Road Vision Zero Safety Project (T15215800) is approximately $1.2 million. There is sufficient funding within the Florin Road Vision Zero Safety Project (T15215800, Fund 2039) to execute a Supplemental Agreement No. 4 for an amount not-to-exceed $185,783 with Mark Thomas and Company, Inc. for a new total contract amount of $807,471 and complete the preliminary engineering and final design phases.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): The Florin Road Vision Zero Safety Project will have federal funding for the construction phase and requires conformance with project participation guidelines for Disadvantaged Business Enterprise (DBE) program requirements. Therefore, the City’s LBE requirements are held in abeyance. The DBE goal for the project is 15%. Mark Thomas and Company, Inc. met the DBE goal by pledging 24%.
