Description/Analysis
Issue Detail: In partnership with the Public Works Alliance (PWA), the Sacramento Fire Department (SFD) is one of three agencies - selected from eleven EMS Corps expansion agencies statewide - to receive an additional $684,000 through the California Opportunity Youth Apprenticeship (COYA) Program Year (PY) 2024-2026 Grant, administered by the Department of Industrial Relations (DIR) Division of Apprenticeship Standards.

These funds supplement a $1.45 million grant previously awarded to SFD by the California Employment Development Department (EDD) for the EMS Corps Grant Program (PY 2022-2023).

The combined funding will support the expansion of the EMS Corps workforce development program in the Sacramento region, increasing and creating greater opportunities for young individuals to enter and pursue careers in Fire and Emergency Medical Services (EMS).

Additionally, the funding will provide training, preparation and testing through the Fire Candidate Testing Center (FCTC), equipping participants to successfully complete the firefighter written examination and the physical agility test required for inclusion on the California Firefighter Statewide Eligibility List.

Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Section 3.56.090, which requires Council approval to accept grants.

Economic Impacts: None.

Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment, or materials that are not made for purposes of a public construction project, do not constitute a "project" and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).

Sustainability: None.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The Sacramento Fire Department (SFD) was previously awarded a $1.45 million grant from the California Employment Development Department (EDD) to establish the Sacramento EMS Corps program, addressing the region’s critical shortage of EMTs and paramedics while creating career pathways for underrepresented youth. Sacramento County ranks 54th out of 58 counties in EMTs per capita, and approximately 26,000 young people (10.3%) are disconnected from work and school, making targeted workforce development essential.

Public Works Alliance (PWA) has awarded SFD an additional $684,000 from the California Opportunity Youth Apprenticeship (COYA) Program Year (PY) 2024-2026 Grant, administered by the Department of Industrial Relations (DIR) Division of Apprenticeship Standards, to expand and enhance the EMS Corps program. SFD is eligible for this COYA grant because SFD is a Fire Service recipient of the EDD EMS Corps Grant. There are no matching funds required.

This funding will support 60 WIOA-eligible young adults (ages 18-24), preparing them for EMT certification, the Firefighter Candidate Physical Agility Test (CPAT), and Firefighter written exams.

Use of Additional Funds:
· Educational Stipends: Up to $6,000 per participant

· EMT Training, Equipment & Uniforms: Up to $1,000 per participant · CPAT & Fire Exam Prep: Up to $1,400 per participant
· Case Management & Career Support: Up to $3,000 per participant The Sacramento EMS Corps program removes barriers to employment by providing participants with a wraparound support, mentorship, and financial stipends, ensuring their success in Fire and EMS careers. Accepting this additional funding will strengthen SFD’s recruitment efforts, expand workforce diversity, and directly support the City's Race and Gender Equity Action Plan (RGEAP).

Financial Considerations: The EMS Corps program is funded exclusively through grants and donations. As Sacramento's designated lead agency, the Sacramento Fire Department (SFD) is well- positioned to secure additional funding to sustain and expand this workforce development initiative.

The Public Works Alliance (PWA) obtained an additional $684,000 in grant funding from the California Opportunity Youth Apprenticeship (COYA) Program to support program expansion. PWA will continue pursuing funding opportunities to ensure the program’s long-term success.

Staff recommends establishing the PWA COYA operating grant project (G12904400) along with the revenue and expenditure budget of $684,000 in the Operating Grant Fund (Fund 2702).

Local Business Enterprise (LBE): Not applicable.
