Description/Analysis
Issue Detail: In 2022, the City of Sacramento successfully applied for a Transit and Intercity Rail Capital Program (TIRCP) grant, fifth cycle, for a suite of improvements to the Sacramento Valley Station (SVS) and its operations. To proceed with individual projects that were approved under the grant, the State requires the City and State to enter into Program Supplements to the Master Agreement between the City and Caltrans Department of Rail and Mass Transportation. recent budget adjustments to advance specific grant elements, previous staff reports and adopted resolutions erroneously used the incorrect fund designation and in one report, did not include the full budget amount. This report is intended to make the following corrections:
§ On October 8, 2024, among other things, Resolution No. 2024-0296 increased the revenue and expenditure budgets of the SVS Regional Bus Stops Project by $2,000,000 (CIP Reimbursable Fund, Fund 3702). Upon further review, staff determined that this should have been classified as Other Capital Grants, Fund 3704 so that the amended resolution will increase the revenue and expenditure budgets of the SVS Regional Bus Stops Project by $2,000,000 (Other Capital Grants, Fund 3704).
§ On January 14, 2025, among other things, Resolution No. 2025-0007 increased the revenue and expenditure budgets of the SVS Storm Drain Line Engineering and Internal Street Design Update project by $677,975 (CIP Reimbursable Fund, Fund 3702). Upon further review, this allocated amount should have been $952,000 and the fund classified as Other Capital Grants, Fund 3704 instead of CIP Reimbursable Fund, Fund 3702.
Both adopted Resolutions also authorized the City Manager or designee to execute agreements.
The authority to execute those agreements remains unchanged. Consequently, except as otherwise amended as outlined in this staff report, all other provisions of Resolution No. 2024- 0296 and Resolution No. 2025-0007 shall remain in full force and effect.
Policy Considerations: Not applicable.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): The action is an administrative activity that would not result in a direct or indirect significant effect on the environment and is exempt from CEQA review. CEQA Guidelines section 15378(b)(5); 15060(c)(3).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: City Council approval is needed for the acceptance of TIRCP grant funding and to correct the budgetary language.
Financial Considerations: This action would adjust budgeting in the Sacramento Valley Station Project (T15029000). It would change $2,000,000 that was budgeted to CIP Reimbursable Fund, Fund 3702 through Resolution 2024-0296 to Other Capital Grants, Fund 3704. This action would also increase the amount that was previously budgeted under Resolution 2025-0007 from $677,975 to

$952,000, and change it from CIP Reimbursable Fund, Fund 3702, to Other Capital Grants, Fund 3704.
Local Business Enterprise (LBE): Not applicable.
RESOLUTION NO.
Adopted by the Sacramento City Council
Budgetary Adjustments and Corrections for the Sacramento Valley Station Projects (T15029000)
BACKGROUND
A. In 2022, the City of Sacramento successfully applied for a Transit and Intercity Rail Capital Program (TIRCP) grant, fifth cycle, for a suite of improvements to the Sacramento Valley Station (SVS) and its operations.
B. On January 31, 2023, the City Council approved Resolution No. 2022-0025, authorizing the City Manager or City Manager’s designee to execute a Master Agreement between the City and Caltrans Department of Rail and Mass Transportation for the City’s share of TIRCP grant funding. Program supplements are issued for individual elements of grant funding.
C. On October 8, 2024, the City Council adopted Resolution No. 2024-0296 which authorized: 1) the City Manager or the City Manager’s designee to increase the revenue and expenditures budget of the Sacramento Valley Station (SVS) Regional Bus Stops Project (T15029000) by $2,000,000 (CIP Reimbursable Fund, Fund 3702); and 2) the City Manager or the City’s Manager’s designee to execute a professional services agreement with ARUP US, Inc. in an amount not to exceed $499,900 for preliminary engineering and environmental clearance.
D. Following adoption of Resolution 2024-0296, the City Manager signed City Agreement No. 2024-1308 with ARUP US, Inc. for preliminary engineering and environmental clearance in an amount not to exceed $499,900.
E. Resolution No. 2024-0296 should have authorized the City Manager or City Manager’s designee to increase the revenue and expenditures budget of the Sacramento Valley Station (SVS) Regional Bus Stops Project (T15029000) by $2,000,000 and classified it as the Other Capital Grants, Fund 3704 instead of the CIP Reimbursable Fund, Fund, 3702.
F. Section 1 of Resolution No. 2024-0296 is incorrect and needs to be repealed and replaced with the correct budget authorization.
G. On January 14, 2025, the City Council adopted Resolution No. 2025-0007 which authorized: 1) the City Manager or the City Manager’s designee to increase the revenue and expenditure budget of the Sacramento Valley Station (SVS) Storm Drain Line Engineering and Internal Street Design Update project (T15029000) by $677,975 (CIP Reimbursable Fund, Fund 3702); and 2) the City Manager or City Manager’s designee to execute a supplemental agreement to the professional services agreement with Perkins+Will, Inc., in an amount not to exceed $677,975 for preliminary engineering.
H. Following adoption of Resolution 2025-0007, the City Manager signed a supplemental agreement to City Agreement 2016-1397 with Perkins+ Will, Inc., in an amount not to exceed $677,975.
I. Section 1 of Resolution No. 2025-0007 authorizing the City Manager or the City Manager’s designee to increase the revenue and expenditure budget of the Sacramento Valley Station (SVS) Storm Drain Line Engineering and Internal Street Design Update project (T15029000) by $677,975 is incorrect and should have been for $952,000 and also been classified as Other Capital Grants, Fund 3704 instead of the CIP Reimbursable Fund, Fund 3702.
J. Due to the incorrect allocation, the City’s revenue and expenditure budget must be increased and the funds classified into the proper funding account. Section 1 of Resolution No. 2025-0007 needs to be repealed and replaced with the correct allocation and fund classification.
