1-Description/Analysis
2-Fiscal Year 2023 Citywide Transportation Development Impact Fee Annual Report 3-Fiscal Year 2024 Citywide Transportation Development Impact Fee Annual Report Description/Analysis
Issue Detail: The Mitigation Fee Act (California Government Code Section 66000 et. seq., hereafter the “Act”) and Sacramento City Code Section 18.56.150 require the preparation of an annual report regarding development impact fees charged by the City and made available to the public. The Citywide Transportation Development Impact Fee Annual Report for the Fiscal Year ending June 30, 2023 (attached with exhibits) and for Fiscal Year ending June 30, 2024 (attached with exhibits) fulfills the annual reporting requirement for the Citywide Transportation Development Impact Fee.

The reports present the following information as required by the Act and City Code:
· A brief description of the type of fee in the account or fund · The amount of the fee
· The beginning and ending balance of the account or fund

Page 1 of 4 ends

File ID: 2025-00685 4/22/2025 Item 2.
· The amount of the fees collected, and interest earned · An identification of each public improvement on which fees were expended and the amount of the expenditure on each improvement, including the total percentage of the cost of the public improvement that was funded by the fees
· An identification of an approximate date by which the construction of the public improvement will commence if the local agency determines that sufficient funds have been collected to complete financing on an incomplete public improvement · A description of each interfund transfer or loan made from the account or fund, including the public improvement on which the transferred or loaned fees will be expended, and, in the case of an interfund loan, the date on which the loan will be repaid, and the rate of interest that the account or fund will receive the loan · The amount of any refunds made once it has been determined that sufficient revenues have been collected to fund all projects
Due to staffing issues, there was a delay in preparing and submitting the annual report for FY 2022/23 and for FY2023/24. Pursuant to the Act and City Code, both annual reports, and the exhibits attached to each report, were made available to the public on April 8, 2025.

Policy Considerations: Filing the required annual reports will satisfy the requirements of the Mitigation Fee Act and Sacramento City Code. The Transportation Development Impact Fee (TDIF) provides funding to reduce some impacts from new development on specifically identified citywide facilities on the transportation network. Areas near transit stations, infill areas, and specific census tracts areas are given a 40 percent discount on the fees.

Economic Impacts: Not applicable.

Environmental Considerations: California Environmental Quality Act (CEQA): This report contains administrative activities that do not constitute a “project” as defined by the CEQA Guidelines Section 15378(b)(2) (Title 14 Cal Code Reg. §15000 et. seq.).

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: The Mitigation Fee Act and City Code Section 18.56.150 require an annual report filed with the City Council for all the City’s Transportation Development Impact Fees.

Financial Considerations:

Fiscal Year 2023:

For Fiscal Year 2023 (FY23) implementation, the City collected $3,111,633 in TDIF revenues.
