Description/Analysis
Issue Detail: The Sacramento Area Council of Governments (SACOG) requires agencies to submit an annual “claim” to get reimbursement for state Transportation Development Act (TDA) funds that are administered by SACOG and allocated to individual agencies based on population. The City of Sacramento is allocated TDA funds for transit purposes. Of the annual total, 98% of the City’s
File ID: 2025-00720 4/22/2025 Item 3. allocation is provided to the Sacramento Regional Transit District. The remaining 2% can be used for bicycle and pedestrian facilities and maintenance; this allocation is provided to the City to administer funds and seek reimbursement.
TDA fund estimates are budgeted to specific projects annually as part of the Capital Improvement Program. For FY2024/25, the City budgeted $300,000 of TDA for the Active Transportation Program (T15180400) for capital improvements. This funding is then transferred to specific active transportation projects, often to leverage grant funds. Another $300,000 was budgeted in the Pedestrian and Bike Trail Repair and Maintenance Program (K15222100). This funding is used to provide maintenance and repair of existing bike trails.
In February 2025, SACOG revised its estimates to decrease the expected funds available. Based on updated revenue estimates for Fiscal Year (FY) 2024/25, a total of $586,374 versus $590,000 may be claimed for reimbursement, lower than the amount that was originally budgeted. Staff is not recommending any program changes; there is sufficient available fund balance within the Transportation Development Act (TDA) fund to support the revenue difference.
Policy Considerations: Providing bike and pedestrian facilities to promote alternative transportation needs is consistent with the City’s General Plan goals for an integrated, multi-modal transportation system that offers attractive choices among modes including pedestrian paths, public transportation, roadways, bikeways, rail, waterways, and aviation. This action is consistent with the City’s Bikeway Plan.
Economic Impacts: Not applicable.
Environmental Considerations: California Environmental Quality Act (CEQA): This action is an administrative activity and is not a project under CEQA Guidelines (Title 14 Cal. Code Reg. §15000 et seq.) § 15378 (b)(4). Appropriate CEQA review for projects funded with TDA funds will be performed before projects are implemented.
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: To receive the City’s allocation of TDA funds, SACOG requires a claim package to be submitted including a Resolution approved by the City Council authorizing the filing of a claim. To claim all available funds, staff recommends making the budgetary adjustment included in this report.
Financial Considerations: The following table shows the proposed budgetary changes:
FY2024/25 Approved Revenue Budget $590,000
Project TDA (Fund 2013) Fund Balance (Fund
2013)
Pedestrian and Bike Trail Repair and
Maintenance Program (K15222100)
$300,000
Active Transportation Program (T15180400)$290,000 $10,000 Total $600,000

FY2024/25 Approved Revenue Budget $590,000
Project TDA (Fund 2013) Fund Balance (Fund
2013)
Pedestrian and Bike Trail Repair and
Maintenance Program (K15222100)
$300,000
Active Transportation Program (T15180400)$290,000 $10,000 Total $600,000
SACOG’s Revised FY2024/25 Revenue Budget $586,374

Maintenance Program (K15222100)
$300,000
Active Transportation Program (T15180400)$286,374 $13,626 Total $600,000
SACOG’s revised FY2024/25 revenue budget does not require a Capital Improvement Program (CIP) budget change. There is sufficient funding within the Transportation Development Act (TDA) available fund balance to support the reduction in revenue.
The only budgetary adjustment required for SACOG’s revised revenue estimate is an adjustment to the FY2024/25 Department of Public Works revenue budget (TDA Fund, Fund 2013) to align with the revised reimbursement.
Local Business Enterprise (LBE): Not applicable.
