Description/Analysis
Issue Detail: The Cannon-Scollan Landfill owned by the City of Sacramento was originally two separate landfills used by the City as refuse disposal sites in the late 1950s. Disposal sites that are no longer receiving waste must be capped and closed in accordance with applicable statutes and regulations. The City is responsible for preparing the Cannon-Scollan Landfill and Dellar Slope property for postclosure maintenance by following an approved plan and construction schedule.

Hence, the need for an engineering consultant to carry out these services.

GHD is a global firm providing professional engineering work and was procured through RFQ No.

Q16014541001. GHD has prepared 100% drawings for the cap and closure of the Cannon-Scollan Landfill and Dellar Slope property that have been under review by State and local agencies. Progress on this project has been slow due to long periods of regulatory review.

Additionally, GHD will be assisting with addressing an old flare east of 28th Street. The old flare was built in the mid-1990s and became inoperable when the volume of methane gas decreased. With GHD, the City will explore options to properly address this flare. Options include removing the flare or repurposing it to beautify the gateway of Sutter’s Landing Regional Park.

Staff is requesting the approval of Supplemental No. 6 to Agreement No. 2018-1186 with GHD, Inc. to increase the not-to-exceed amount by $60,000 to support a revised cover design for the Cannon- Scollan Landfill, revisions to the Construction Management documentation, addressing the previous flare system that is no longer in use, and on-call engineering support.

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56 and Administrative Policy 4102 for Professional Services Agreements and City Code section 3.04.020 for contract amendments.

Economic Impacts: None.

Environmental Considerations: California Environmental Quality Act (CEQA): The supplemental contract for approval would support revised cover design for the Cannon-Scollan Landfill, revisions to the QC/QA Construction Management documentation, addressing the previous flare system that is no longer in use, and on-call engineering support.

Execution of the contract for general engineering and design is an administrative activity of the City and is not a project under the California Environmental Quality Act (CEQA) and is therefore not subject to CEQA review. CEQA Guidelines section 15378(b)2); 15060(c)(3).

Sustainability: The project is consistent with the 2040 General Plan, Goal EJ-1.5 Compatibility with Hazardous Materials Facilities.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: City Council approval of the Supplemental Agreement is necessary for continued engineering support to allow progress on regulatory activities related to landfill closure.

Financial Considerations: Supplemental Agreement No. 6 to City Agreement No. 2018-1186 will increase the not-to-exceed amount of $357,628 by $60,000 for a revised not-to-exceed total of $417,628. Sufficient funding exists in the Cannon-Scollan Landfill Closure Program capital improvement project (Solid Waste Fund, Fund 6007 and General Fund, Fund 1001) and Legacy Disposal Site Abatement grant program (Recycling and Solid Waste Grant Fund, Fund 6207) as follows:
