left turn lane at the Winding Way intersection.
The Plans and Specifications for the Auburn Boulevard at Arcade Creek Bridge Replacement Project have been completed.
The Project was advertised for construction, and a total of five bids were received on March 12, 2025.Ghilotti Construction Company Inc. was identified as the lowest responsive and responsible bidder. Staff recommends the City Council approve award of the construction contract to Ghilotti Construction Company Inc.
The Project received federal grant funds through the Highway Bridge Program administered by the California Department of Transportation (Caltrans). The Highway Bridge Program allows local agencies to seek updated funding based on actual eligible project costs. The budgetary adjustments proposed with this Council action will allow the project construction to move forward on schedule.
Staff will coordinate with Caltrans oversight staff to program additional federal funding based on the bid results, and eligibility determination from Caltrans, and will return to Council to budget any additional federal funding, if approved.
Policy Considerations: The actions requested herein are necessary for the construction of the Auburn Boulevard Bridge at Arcade Creek Bridge Replacement Project, which is consistent with the City’s goals of improving and expanding public safety and enhancing livability. These actions are consistent with the following goal as identified in the General Plan:
M-5.3- Bridges: The City shall maintain existing bridges and plan, and seek funding for, new bridges, when appropriate, to improve multimodal connectivity and provide for emergency evacuation routes.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on April 17, 2025, in compliance with the City Code.
Economic Impacts: This new infrastructure is expected to create 38.83 total jobs (22.33 direct jobs and 16.50 jobs through indirect and induced activities) and create $5,994,013 in total economic output ($3,778,072 of direct output and another $2,215,941 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual

impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations: California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division has reviewed the Auburn Boulevard at Arcade Creek Bridge Replacement Project, which is a project subject to the California Environmental Quality Act (CEQA). In compliance with the CEQA the City prepared an Initial Study.
On December 8, 2020, City Council adopted the Mitigated Negative Declaration (MND) and adopted the Mitigation Monitoring Plan (MMP), (Resolution No. 2020-0394). None of the circumstances identified in CEQA Guidelines Section 15162 are present that would require supplemental or subsequent review and no re-circulation is required. The adopted MND evaluated the environmental effects associated with the replacement of the Auburn Bridge. No further environmental review is required for the subsequent action of the previously approved project.
National Environmental Policy Act (NEPA): Caltrans issued a Categorical Exclusion (CE) for the Auburn Boulevard at Arcade Creek Bridge Replacement Project on January 20, 2021, confirming conformance with the National Environmental Policy Act (NEPA).
Sustainability: This project will provide improved pedestrian and bicycle facilities to encourage bicycle and pedestrian trips with increased connectivity along Auburn Boulevard to the trails along Arcade Creek.
Commission/Committee Action: None.
Rationale for Recommendation: The Project was advertised for construction, and a total of five bids were received on March 12, 2025. The results of the bids are summarized below:
Contractor Bid DBE % (22%

File ID: 2025-00779 4/29/2025 Item 10.
Financial Considerations: The estimated total cost to complete the Auburn Boulevard at Arcade Creek Project (T15145300) is approximately $15.3 million. With the transfer of $850,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match program (T15007200), there will be sufficient funding to award the construction contract to Ghilotti Construction Company Inc. for an amount not to exceed $9,707,925 and cover remaining construction management costs.
There is sufficient funding in the State and Federal Grant Match program (T15007200) to support this transfer.
Local Business Enterprise (LBE): The contract with Ghilotti Construction Company Inc. is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The contract with Ghilotti Construction Company Inc. is subject to DBE participation requirements with a goal of 22%. Ghilotti Construction Company Inc. did not meet the DBE goals but met the Good Faith Effort requirements.
