Additional Description/Analysis
Issue Detail: The Watt Avenue Bridge over Arcade Creek (Bridge No. 24C-0177) was originally constructed in 1945 and currently lies within both the City and unincorporated area of Sacramento County. The bridge has been widened three times, in 1954, 1966, and 1971. California Department of Transportation (Caltrans) performs routine biennial bridge inspections of bridges throughout the state. Following an inspection, Caltrans identified minor deficiencies including scour issues at the Watt Avenue over Arcade Creek Bridge. In coordination with the County of Sacramento, the City contracted a consultant to assess the bridge and provide recommendations for additional investigations and repairs. Based on the preliminary assessment, remedial improvements are proposed to address scour issues and some minor structural deficiencies identified by Caltrans.

The total cost of delivering the Watt Avenue over Arcade Creek Bridge project (“Project”) is estimated to be $1,600,000, including construction, construction management, design, and staff oversight

costs. The County is responsible for half the Project costs.

Policy Considerations: The action requested supports the City’s General Plan goals of improving the transportation system, expanding public safety, achieving sustainability through reduced dependence on the private automobile, and enhancing livability and economic vitality. Per City Code Section 3.56.090, City Council approval is required for approval of agreements of $250,000 or more.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act: The approval of the agreement with the County of Sacramento is not considered a project as defined by Section 15378 of the California Environmental Quality Act guidelines. Appropriate environmental review will take place prior to commencement of construction.

Sustainability: This project is consistent with the General Plan goals of balancing community, social, environmental, and economic goals when modifying streets, roads, bridges, and other public rights-of-way and also by enhancing pedestrian facilities to encourage pedestrian trips with increased connectivity along Watt Avenue.

Commission/Committee Action: None.

Rationale for Recommendation: The County is responsible for half of the Project costs resulting in a contribution of $800,000 towards the total construction costs of $1,600,000. The City is managing the project delivery and a project agreement between the City and County is needed to share these costs. City Council approval is required to execute the agreement between the City and the County of Sacramento and complete the necessary budget adjustments.

Financial Considerations: The total estimated cost of the Project is $1,600,000. Upon execution of the agreement and budget adjustment in the amount of the $800,000 (CIP Reimbursable Fund, Fund 3702) the Bridge Maintenance Program will have sufficient funding to complete the Watt Avenue over Arcade Creek Bridge Project.

Under the Agreement, the County’s cost share is $800,000, compromising half the estimated total project costs. Upon execution of the Agreement, the County will pay the City an estimated 50% share of the engineering design costs. Upon completion of design and bidding, the County will pay the City an estimated share of construction and construction management costs less any funds received from the County in excess of the design costs. Upon completion of the Project, the City and County will reconcile any over or underpayment of the cost sharing agreement at 50% share per agency.
