Additional Description/Analysis
Issue Detail: The Department of Utilities (DOU) operates two water treatment plants and various facilities for wastewater treatment. As part of the treatment process, multiple chemicals are used, including Quicklime. DOU has an ongoing need to maintain sufficient inventory of Quicklime to ensure uninterrupted service to customers. An increase in water production and treatment has required higher than anticipated use of Quicklime at water treatment facilities.
Policy Considerations: City Council approval is required for goods agreements of $250,000 or more per City Code 3.056.080.
Economic Impacts: None.
Environmental Considerations: The proposed activity is not a project pursuant to the California
File ID: 2025-00806 5/13/2025 Item 4.
Environmental Quality Act (CEQA) Guidelines Section 15378(b)(2). The activities described in this report including a Goods Agreement for the purchase of Quicklime are continuing administrative or maintenance activities, such as purchases for supplies. This activity is not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3).
Sustainability: The proposed contract is consistent with the 2040 General Plan under policy PFS3.1 as it is related to public facilities and safety, including providing reliable water, wastewater, and stormwater drainage service to the City of Sacramento. The proposed project is consistent with the 2040 General Plan under policy PFS-4.4 as it facilitates proper water treatment processes to ensure reliability and safety.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: An increase in water production and treatment has required higher than anticipated use of Quicklime at water treatment facilities.
Quicklime needs have exceeded the not-to-exceed amount of the existing agreement with Graymont Western US Inc.
Financial Considerations: Sufficient budget exists in the FY24/25 DOU Operating Budget to support the additional agreement expenses in the amount of $260,000. The recommended supplement increase amount of $260,000 brings the agreement’s total not-to-exceed amount to $500,000. Purchase orders encumbering funds under this agreement will not be created until needs and funding are identified in the applicable budget (operating, capital, multi-operating, or grants).
There are no impacts to the General Fund for this Agreement.
Local Business Enterprise (LBE): Graymont Western US Inc. is not an LBE.
