Description/Analysis
Issue Detail: In October 2024, the Fire Department received approval from council to accept grant funding from the State of California Employment Development Department (EDD) for an amount up to $1.27 million to establish an Emergency Medical Services (EMS) Corps in Sacramento and establish EMS Corps operating grant project (G12904100).
In February 2025, Fire Department staff posted the Request for Proposal (RFP) for the procurement of wraparound support services for SFD EMS Corps under RFP No. P25121531001. The RFP was posted on the City’s Planet Bid solicitation website for two weeks. The Fire Department received four proposals.
The Fire Department evaluated the proposals submitted based on the following criteria: experience and qualifications, project approach, project work plan and schedule, and cost proposal. Of the four proposals, Greater Sacramento Urban League was able to meet all criteria to the fullest and is a local business enterprise.
Staff recommends awarding Greater Sacramento Urban League a two-year contract with three additional one-year renewal options for a total not-to-exceed $660,000.

Policy Considerations: Per City of Sacramento Charter 3.56.090, all contracts for supplies or nonprofessional services involving an expenditure of $250,000 or more shall be awarded by the City Council. Such contracts shall be formal written agreements executed by the Interim City Manager on behalf of the City. The signature by the interimCity Manager constitutes his or her certification that there remains unexpended and unapplied balances of the appropriations or funds applicable to the contract sufficient to pay the estimated expense of executing the contract.
Economic Impacts: Not applicable.
Environmental Considerations: Ongoing administrative maintenance activities, such as purchases of supplies, equipment or materials which are not made for purposes of a public construction project, do not constitute a “project” and are exempt from the California Environmental Quality Act (CEQA) CEQA Guidelines, Section 15061(b) (3), 15378(b) (2).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rational for Recommendation: Staff recommends awarding a contract to the Greater Sacramento Urban League for EMS Corps Wraparound Services. A contract with GSUL will allow individuals within the Sacramento EMS Corps workforce development program for underrepresented young adults (ages 18-26) including bi-weekly case management, life coaching, and one-on-one counseling to support career readiness and long-term success.
Financial Considerations: The EMS Corps is funded solely through grants and donations. Being established as the designated lead agency in Sacramento to establish and oversee the EMS Corps opens the door to additional funds to keep this unique and beneficial workforce development program running. All expenses related to the grant, including FTE salaries for time in the program, will be reimbursed through the Emergency Medical Services (EMS) Corps operating grant project (G12904100) in the Operating Grant Fund (Fund 2702).
Local Business Enterprise (LBE): Greater Sacramento Urban League qualifies as a Local Business Enterprise (LBE) with the City of Sacramento.
