Description/Analysis
Issue Detail: The applicant is requesting entitlements to allow for a 41-lot residential subdivision on a
4.87-acre site. House plans are not proposed with this request.
The following entitlements are requested:
1) Rezone:
Ordinance rezoning 4.87 acres from Office Business Low-Rise (OB-PUD) and Agriculture - Open Space (A-OS-PUD) zoning to Single Unit or Duplex Dwelling (R-1A- PUD) zoning and ParkeBridge Planned Unit Development.
2) Amendments to the ParkeBridge Planned Unit Development: Resolution amending the ParkeBridge PUD schematic plan to incorporate the site as a new residential village in the ParkeBridge PUD and the PUD guidelines to update residential development and lot size standards to allow for a new housing product.
3) Tentative Map:
a Tentative Subdivision Map to subdivide one 4.87-acre parcel into 41 residential lots and 5 lots for private streets; Tentative Subdivision Map Design Deviation for non-standard residential street sections.
4) Site Plan and Design Review:
Site Plan and Design Review for review of the Tentative Subdivision Map, layout, circulation, and proposed Village 5 development standards of the ParkeBridge PUD.
Rezones require approval from the City Council. In accordance with City Code section 17.808.310 all permits associated with a single development project are reviewed and decided at the highest level required for the project.
Public/Neighborhood Outreach and Comments: As part of the application review process, the proposed project was routed to the following neighborhood groups: Gardenland/Northgate Neighborhood Association, Natomas Community Association, Natomas Chamber of Commerce, South Natomas Improvement Association, South Natomas United, Preservation Sacramento, Civic

Thread, Sacramento Area Bicycle Advocates, and Region Builders.
Staff also mailed hearing notices to all property owners, residents, and neighborhood groups within 500 feet of the project site and posted the site 10 days prior to the public hearing. At the time of writing this report, staff has not received any additional comments, aside from those below. All comments received are included in Attachment 12 and are summarized below.
Staff received comments from a nearby resident of the ParkeBridge neighborhood that expressed the following questions and concerns:
1. Wall Construction Between ParkeBridge and Adjacent Vacant Land.
Staff Response: City Code (SCC 17.620.120.A) requires that a minimum 6-foot-tall solid wall be constructed along all property lines where commercial use abuts a residential zone or use.
There is a 200-foot-wide electrical transmission easement that separates the ParkeBridge development from the vacant lands to the east. This 200-foot-wide easement will act as a buffer to any proposed development to the east.
A sound wall is proposed along the northern boundary of the project where it abuts Interstate 80 to help with sound attenuation. The wall is expected to be a continuation of the existing soundwall between ParkeBridge Villages 1-4 and Interstate 80.
2. Street Connection to Northgate Boulevard and Traffic Impacts.
Staff Response: The proposed development provides a stubbed connection in the northeast corner of the proposed subdivision map to allow for future connection to the vacant lands to the east. Additionally, the existing Fong Ranch Road can also be extended further east.
Connectivity is a key component of a functional transportation network, and a future vehicle connection to Northgate Boulevard is consistent with the City's 2040 General Plan policies (LUP-2.5). Establishing this connection provides additional access for residents to local businesses and services reduces strain to existing roadways, such as San Juan Road, and improves overall circulation and access.
Concerns regarding potential cut-through traffic are noted. However, the City's traffic planning process considers a variety of factors when evaluating new roadway connections, including overall network efficiency, emergency access, and multimodal transportation needs. Traffic calming measures are utilized on an as needed basis should they be warranted by a recommendation of a traffic analysis. These analyses can also recommend existing roadways provide traffic calming measures, such as speed humps/undulations. The connection points to Northgate Boulevard will be determined at the time the vacant lands to the east are developed.
Policy Considerations:
File ID: 2025-00800 5/13/2025 Item 8.
2040 General Plan
The 2040 General Plan designation for the project site is Residential Mixed Use (RMU). The General Plan recognizes that Residential Mixed Use designation areas are intended to foster vibrant, walkable areas with a high intensity mix of residential, commercial, office, and public uses, where daily errands can be accomplished on foot, by bicycle, or by transit. The RMU designation applies principally to the Central City and the corridors.
Staff also finds that the project is consistent with the following General Plan goals and policies:
Goal LUP-2. Balanced and connected community with thriving neighborhoods and centers and development intensities linked to transit.
Policy LUP-2.5 Design for Connectivity. The City shall require that all new development maximizes existing and new connections with surroundings and with centers, corridors, parks, and neighborhoods to enhance efficient and direct pedestrian, bicycle, and vehicle movement.
When feasible, grid patterns should be utilized to facilitate multiple routes.
The proposed residential development will integrate with the existing ParkeBridge development to the west and south by connecting to the existing street network, extending Parkechannel Street to the north, and providing for a future east-west connection to connect to Northgate Boulevard.
Goal LUP-6. A city of healthy, livable, “complete neighborhoods” that provide for residents’ daily needs within easy walking or biking distance from home.
Policy LUP-6.3 Variety of Housing Types. The City shall promote the development of a greater variety of housing types and sizes in all existing and new growth communities to meet the needs of future demographics and changing household sizes, including the following:
- Single-unit homes on small lots,
- Accessory dwelling units,
- Tiny homes,
- Alley-facing units,
- Townhomes,
- Lofts,
- Live-work spaces,
- Duplexes,
File ID: 2025-00800 5/13/2025 Item 8.
- Triplexes,
- Fourplexes,
- Cottage/bungalow courts,
- Neighborhood-scale multi-unit buildings, and
- Senior and student housing.
Policy LUP-6.4 Neighborhood Form. The City shall recognize the patterns in existing neighborhoods by developing defined transitions between these neighborhoods and adjoining areas, and by requiring that new development, both private and public, consider the existing physical characteristics of buildings, streetscapes, open spaces, and urban form of the neighborhood in its design. Designs may be traditional or contemporary but should contribute to the livability of the neighborhood.
Policy LUP-6.5 Established Neighborhoods. The City should encourage new development to respect the pedestrian-scale, pre- automobile form, and lush urban forest that typifies established neighborhoods and contributes to their sense of place.
The project proposes new residential standards be added to the ParkeBridge PUD to accommodate residential development on the proposed lots. The applicant has demonstrated that the proposed lots can fit the requirements established in the PUD. The proposed standards are consistent and complementary to the existing ParkeBridge development and will provide an entry-level housing product with smaller lots.
Goal LUP-8. A unique and varied sense of place, defined by distinctive natural and urban elements that contribute to local quality of life and hometown pride.
Policy LUP-8.5 Development Adjacent to Freeways and Railroad Corridors. The City shall promote high-quality design of buildings along freeway and railway corridors, including promoting techniques such as the following:
- Requiring extensive landscaping and trees along the freeway fronting elevation in consultation with City staff, the Sacramento Metropolitan Air Quality Management District, and Caltrans;
- Establishing a consistent building line, articulating and modulating building elevations and heights, and varying the use of materials and color to create visual interest; and - Including design elements that reduce noise and provide for filtering, ventilation, and exhaust of vehicle air emissions.

File ID: 2025-00800 5/13/2025 Item 8.
This development proposes a landscape lot along the northern boundary of the project which abuts Interstate 80. A solid wall will separate the proposed development from the Interstate. Additionally, landscaping and a Class I Shared-Use Path will be built on this lot that can be extended to the vacant lands to the east providing a multi-modal connection to Northgate Blvd.
South Natomas Community Plan
The project site is located within the South Natomas Community Plan Area of the General Plan. The General Plan envisions the Community Plan Area as a lively, sustainable community where protection of the well-loved and well-connected American River Parkway and other natural areas goes hand-in-hand with sensitive infill development. The South Natomas Community Plan does not have any applicable goals or policies for the proposed use or subject site. 200-Year Flood Protection: State Law (SB 5) and Planning and Development Code chapter 17.810 require that the City must make specific findings prior to approving certain entitlements for projects within a flood hazard zone. The purpose is to ensure that new development will have protection from a 200-year flood event or will achieve that protection by 2025. The project site is within a flood hazard zone and is an area covered by SAFCA’s Improvements to the State Plan of Flood Control System, and specific findings related to the level of protection have been incorporated as part of this project.
Even though the project site is within a flood hazard zone, the local flood management agency, SAFCA, has made adequate progress on the construction of a flood protection system that will ensure protection from a 200-year flood event or will achieve that protection by 2025. This is based on the SAFCA Urban level of flood protection plan, adequate progress baseline report, and adequate progress toward an urban level of flood protection engineer’s report that were accepted by City Council Resolution No. 2016-0226 on June 21, 2016, and the SAFCA 2024 Adequate Progress Annual Report accepted by City Council Resolution No. 2024-0311 on October 22, 2024.
No Net Loss (Government Code § 65863): This project is located on a site listed in the 2021-2029 RHNA Housing Element Sites Inventory, which anticipates 30 total units of lower income housing.
The project does not include a reduction of residential capacity within the meaning of Government Code § 65863 (housing element no net loss) or Government Code § 66300 (housing crisis act no net loss).
Economic Impacts: Not applicable.
Environmental Considerations: On February 27, 2024, the City of Sacramento adopted the 2040 General Plan, which became effective on March 28, 2024. The City of Sacramento also certified a Master Environmental Impact Report (MEIR) associated with the 2040 General Plan on February 27, 2024. The General Plan MEIR is a master EIR, prepared pursuant to Section 15169 of the CEQA Guidelines (Title 14, California Code of Regulations, §15000 et seq.). The General Plan MEIR analyzed full implementation of the General Plan and identified measures to mitigate the significant
File ID: 2025-00800 5/13/2025 Item 8.
adverse impacts associated with the General Plan to the maximum extent feasible.
Under Section 15183 of the CEQA Guidelines, where a project is consistent with the development density established for a property under an existing general plan or zoning ordinance for which the City already certified an EIR, additional environmental review is not required “except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site.”
The City prepared a Modified Initial Study/15183 Checklist that supports the conclusion that the proposed project would not result in any significant impacts that: 1) were peculiar to the project or the project site; 2) were not identified as a significant effect in the General Plan MEIR; or 3) were previously identified significant effects, and which as a result of substantial new information that was not known at the time that the General Plan MEIR was certified, were determined to have a more severe adverse impact than discussed in the General Plan MEIR.
The Environmental Services Manager has, based upon the analysis and conclusions of the Modified Initial Study/15183 Checklist, the project does not require further review. The Initial Study/15183 Checklist is available on the City’s EIR webpage at:
<https://www.cityofsacramento.gov/community-development/planning/environmental/impact-reports> Sustainability: Not applicable
Commission/Committee Action: On March 27, 2025, the Planning and Design Commission voted unanimously to forward a motion to approve the proposed project.
Rationale for Recommendation: Staff recommends the City Council approve the requested entitlements based on the findings of fact and subject to conditions of approval listed within Attachments 3-11. The proposal complies with the goals and policies of the 2040 General Plan in that this residential development will make use of a vacant parcel and provide much needed housing. The creation of additional for-sale housing opportunities furthers the city’s goal of encouraging additional housing choices, while also designing an interconnected neighborhood with pedestrian and bicycle amenities for a family-friendly neighborhood.
Financial Considerations: Not applicable.
Local Business Enterprise (LBE): No goods or services are being purchased under this report.
Figure 1: Vicinity Map
Background
The project site consists of a 4.87-acre vacant parcel located in the Sutter West Planned Unit Development (PUD). The Sutter West PUD is undeveloped, and all parcels located within the PUD are vacant. Records indicate that the Sutter West PUD was replaced with the adoption of the ParkeBridge PUD in 2006; however, the name remains on the official zoning map and the ParkeBridge guidelines and schematic plan that were adopted did not cover the entire Sutter West PUD area. The area surrounding the site is comprised of the existing ParkeBridge residential subdivision to the south and west, Interstate 80 and unincorporated Sacramento County (the “Pan”) to the north, and vacant land to the east. There is a future light rail station which will serve the extension of the Green Line proposed to the southwest of the project site at San Juan Road and Truxel Road. The project site is split zoned Office Business Low Rise (OB-PUD) and Agriculture – Open Space (A-OS-PUD). As part of this project, the site will be rezoned to the R-1A-PUD zone and will become part of the ParkeBridge PUD as a new residential village.
Table 1: Site and Project Information
General Plan Designation: Residential Mixed Use (RMU)
Community Plan Area: South Natomas
Design Review District: Citywide
Planned Unit Development (PUD): Sutter West (Existing); ParkeBridge (Proposed)
Existing Zoning of Site: Office Business Low-Rise (OB-PUD); Agriculture – Open Space (A-OS-PUD)
Proposed Zoning of Site: Single-Unit or Duplex Dwelling (R-1A-PUD) Parking District: Traditional
Existing Use of Site: Vacant
Total Parcel Area: 4.87 gross acres; 3.42 net acres
Density: Min. Required: 7 du/na1; Proposed 11.98 du/na
1 Net acreage means the total area of a site excluding land dedicated to a public agency for parks, public buildings, schools, street right-of-way, and utility facilities; private park and recreation facilities that receive parkland dedication credit under the city code; and private street right-of-way when built to city street standards.
Entitlement Review
The applicant is requesting entitlements to subdivide a vacant lot into 41 residential lots, and five lots for private streets and existing SMUD and Western Area Power Administration (WAPA) easements within the ParkeBridge PUD.
Rezone
The applicant requests to rezone one parcel totaling 4.87 acres in the Office Business Low-Rise (OB-PUD) and Agriculture – Open Space (A-OS-PUD) within the Sutter West Planned Unit Development to the Single Unit or Duplex Dwelling (R-1A-PUD) zone within the ParkeBridge Planned Unit Development. The requested rezone would allow the development of the proposed subdivision, as the Office Business Low-Rise zone does not allow single-unit residential development. SCC section 17.808.230.C.1.d requires the following findings be made to approve a rezone: 1) the rezone is consistent with the applicable general plan designation, use, and development standards; the goals, policies, or other provisions of the general plan; and any applicable specific plan; 2) the amendment promotes the public health, safety, and convenience, and welfare of the city.
The proposed rezone is consistent with the 2040 General Plan land use designation of Residential Mixed Use which encourages vibrant, walkable areas with a high intensity mix of residential, commercial, office, and public uses, where daily errands can be accomplished on foot, by bicycle, or by transit. The proposed subdivision is allowed in this zone and fits within this General Plan designation by providing new residential ownership opportunities within the South Natomas Community Plan area.
Planned Unit Development Amendment
Schematic Plan Amendment
The project site is located within the Sutter West PUD per the City’s official zoning map.
The applicant requests that the property be removed from the Sutter West PUD and incorporated into the ParkeBridge PUD as a new residential village to maintain continuity with the existing ParkeBridge community.
An amendment to the Schematic Plan is required to recognize this property as part of the ParkeBridge PUD. The Schematic Plan amendment, as shown in Attachment 7 (and below), redesignates the parcel as Village 5 of the ParkeBridge PUD. Village 5 includes its own development standards for building setbacks and lot sizes which are characteristic of the proposed subdivision layout and consistent with development standards for other villages in the PUD.
Guidelines Amendment
The applicant is proposing a guidelines amendment to incorporate development standards for Village 5. Accordingly, the applicant proposes amending Table 2-2 of the PUD document to add the Village 5 standards. The standards include minimum lot size, depth, and width, as well as setback requirements, maximum building coverage, and maximum building height. The proposed development standards are compatible with the other villages. The full development standards table is included as Attachment 8 to this report.
Tentative Subdivision Map
The applicant is proposing to subdivide 4.87 gross acres into 41 residential parcels. The proposed residential parcels range in size from 2,400 square feet to a maximum size of 6,205 square feet. In addition to the residential lots, the map proposes five additional lots, including three lots for the proposed private streets, one landscape lot containing a Class I shared-use path, and a landscape lot to be left undeveloped (Lot E). The common lots will be maintained through covenants, conditions, and restrictions (CC&Rs), and by a Homeowners Association (HOA).
The applicant proposes amending Table 2-2 of the PUD document to include residential development standards for Village 5. The standards include minimum lot size, depth, and width for new parcels. The proposed project was evaluated using the proposed lot size development standards for Village 5 and therefore deviations to the lot size requirements in the R-1A zone is not required since new standards are being created within the PUD.
Tentative Map Design Deviations
This project requires Tentative Map Design Deviations for non-standard street sections for residential development (SCC Chapter 17.842). The first subdivision modification is for the proposed 24-foot-wide private streets (Street Section B). The proposed street section does not meet the City of Sacramento’s design criteria for the City’s 53-foot- wide local residential street section (see Plate 15-2, Design and Procedures Manual, Section 15 – Street Design Standards). The proposed road section for this project has been revised from City standards to remove the curb, gutter, sidewalk, and landscape planter. This section conforms with the recently constructed ParkeBridge Village 4 improvements.
The second subdivision modification is for the proposed Parkechannel Way (Street Section D). The proposed Parkechannel Way residential street section does not conform to the City standard Residential Street section (Plate 15-2). The section as proposed includes a wider sidewalk (8 feet wide versus 5 feet wide) and a wider planter (7.5 feet wide versus 6.5 feet wide) on one side and is based on the following direction provided by the City of Sacramento: conform to the recently constructed ParkeBridge Village 2 Parkechannel Way cross section, with modification to place the right-of-way line at back of widened sidewalk. Figures 3 and 4, below, show the proposed street sections in comparison to the street standard street section for a residential street (Plate 15-2).
Figure 3: Street Section B, Tentative Map vs. Plate 15-2, Local Residential Street
Figure 4: Street Section D vs. Plate 15-2, Residential Street (see Fig. 3, above)
The applicant has provided an engineer justification letter for the proposed deviations (see attachment 11). The deviation requests have been reviewed by the Transportation Division of the Department of Public Works. Public Works do not object to these deviations and recommend they be approved as they achieve the goals of the city for street circulation.
Site Plan and Design Review
Site Plan and Design Review was used for review of the overall subdivision layout and proposed PUD guidelines amendment relative to residential development standards, including lot size. All standards that are not listed in the PUD guidelines are regulated by the Single-Unit or Duplex Dwelling (R-1A) zone in the Planning and Development Code.
There is no home construction proposed with this request. At the time house designs are proposed, they will be evaluated for conformance with the applicable development standards for Village 5 established in the ParkeBridge PUD and other applicable portions of the Planning and Development Code.
Per the guidelines amendment for Village 5 in the ParkeBridge PUD, the subdivision complies with the applicable development standards.

Site Access, Circulation, and Parking
Access to the site will be provided through new connections to the existing Havenparke Circle and Terraview Street to the west, and the proposed Parkechannel Way extension to the east. The project includes three private internal streets, labeled Lots B, C, and D on the tentative subdivision map. Street section A (Lot B) includes a 24.7-foot-wide right-of-way (ROW) and would be bordered by gutter and curb improvements and Lot A which includes landscaping, a Class I Shared-Use Path, and sound wall. Street section B (Lots C, and D) includes a 24-foot-wide right-of-way. Street section B will connect to Terraview Street and the Parkechannel Way extension, while Street section A will connect to all adjacent streets including Havenparke Circle.
The proposed Parkechannel Way extension would include the construction of a 57-foot- wide ROW comprised of two 15-foot-wide travel lanes with a planter on either side, as well as an eight-foot-wide sidewalk on the eastern side of the roadway and a five-foot- wide sidewalk on the western side of the roadway. The on-site portion of Parkechannel Way will extend north within the eastern portion of the project site and is designed to be extended to the east with future development.

Amending the ParkeBridge Planned Unit Development (PUD) to Incorporate 4.87 Acres from the Sutter West PUD, to Designate the Site for Residential Uses, and to Add Development Standards for Residential Uses in Village 5 (P24-024) (APN:
250-0010-120-0000)
BACKGROUND
A. On March 27, 202 5, the Planning and Design Commission conducted a public hearing on and forwarded to the City Council a recommendation to approve with conditions the ParkeBridge East Rezone project (P2 4-024), which includes amending the schematic plan to incorporate the subject site as Village 5 into the PUD, designating the site for residential use, and to establish development standards for residential uses in Village 5.
B. On May 13, 2025, the City Council conducted a public hearing, for which notice was given pursuant to Sacramento City Code Section 17.812.010(2)(b).
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1.
Based on the verbal and documentary evidence received at the hearing on the ParkeBridge East Rezone project, the City Council approves the amendment s to the ParkeBridge Planned Unit Development, attached as Exhibit A-B, based on the following findings of fact:

RESOLUTION NO. 2025-
Adopted by the Sacramento City Council
May 13, 2025
Adopting Findings of Fact and Conditions of Approval to Approve the ParkeBridge East Rezone Project (P24-024) (APN: 250-0010-120-0000)
Background
A. On March 27, 2025, the City Planning and Design Commission conducted a public hearing on the ParkeBridge East Rezone project (P24-024) and forwarded a recommendation of approval to the City Council.
B. On May 13, 2025, the City Council conducted a public hearing, for which notice was given under Sacramento City Code Section 17.812.010(2)(b) and received and considered evidence concerning the ParkeBridge East Rezone project (P24-024).
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1.
Based on the verbal and documentary evidence received at the hearing on the Project, the City Council approves the Project entitlements based on the findings of fact and subject to the conditions of approval as set forth below.
SECTION 2.
The City Council approves the project entitlements based on the following findings of fact:
A. Tentative Subdivision Map to subdivide one 4.87-acre parcel into 41 residential lots is approved based on the following Findings of Fact:
1. None of the conditions described in Government Code section 66 474 exist with respect to the proposed subdivision as follows:
a. The proposed map is consistent with the General Plan, all applicable community and specific plans, Title 17 of the City Code, and all other applicable provisions of the City Code.
b. The design and improvement of the proposed subdivision is consistent with the General Plan, and all applicable community and specific plans, Title 17 of the City Code, and all other applicable provisions of the City Code. c. The site is physically suitable for the type of development.
d. The site is physically suitable for the proposed density of development. e. The design of the subdivision and the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidable injure fish or wildlife or their habitat.
f. The design of the subdivision and the type of improvements are not likely to cause serious public health problems.
g. The design of the subdivision and the type of improvements will not conflict with easements, acquired by the public at large, for access through or use of property within the proposed subdivision.
2. The proposed subdivision, together with the provisions for its design and improvement, is consistent with the General Plan, all applicable community and specific plans, Title 17 of the City Code, and all other applicable provisions of the City Code (Gov. Code §66473.5).
3. The discharge of waste from the proposed subdivision into the existing community sewer system will not result in a violation of the appli cable waste discharge requirements prescribed by the California Regional Water Quality Board, Central Valley Region, in that existing treatment plants have a design capacity adequate to service the proposed subdivision (Gov. Code §66474.6).
4. The design of t he proposed subdivision provides, to the extent feasible, for future passive or natural heating and cooling opportunities (Gov. Code §66473.1).
5. The City has considered the effect of the approval of this tentative subdivision map on the housing needs of the region and has balanced these needs against the public service needs of its residents and available fiscal and environmental resources (Gov. Code §66412.3).
B. Tentative Map Design Deviation for non -standard residential street sections is approved based on the following Findings of Fact:
1. The property to be divided is of such size or shape, or is affected by such topographic conditions, or that there are special circumstances or conditions affecting the property that it is impossible, impractical, or undesirab le in the particular case to conform to the strict application of these regulations. This project requires Tentative Map Design Deviations for non -standard street sections for residential development ( Plate 15-2; SCC Chapter 17.842). The deviation requests have been reviewed by the Transportation Division of the Department of Public Works. Public Works do not object to these deviations and recommend they be approved as they achieve the goals of the city for
street circulation.
2. The cost to the subdivider of strict or literal compliance with the regulation is not the sole reason for granting the deviation.
3. The deviation will not be detrimental to the public health, safety, or welfare or be injurious to other properties in the vicinity. The modified roadway segments do not impede movement through the site and are consistent with the roadways of the existing ParkeBridge immediately adjacent to the site.
4. That granting the deviation is in accord with the intent and purposes of these regulations and is consistent with the general plan and with all other applicable specific plans of the city.
C. Site Plan and Design Review for review of the Tentative Subdivision Map is approved based on the following Findings of Fact:
1. The design, layout, and physical characteristics of the proposed development are consistent with the general plan and any applicable specific plan or transit village plan. The project supports the goals of the Residential Mixed Use (RMU) designation which envisions vibrant, walkable areas with a high intensity mix of residential, commercial, office, and public uses, where daily errands can be accomplished on foot, by bicycle, or by transit . The proposed development provides needed housing in the South Natomas Community Plan Area.
2. The design, layout, and physical characteristics of proposed development are consistent with applicable design guidelines and with all applicable development standards . The proposed subdivision meets all development standards of the R-1A zone and the ParkeBridge PUD. No deviations from applicable standards are requested.
3. All streets and other public access ways and facilities, parking facilities, and utility infrastructure are adequate to serve the proposed development . The project provides connections to existing streets serving the ParkeBridge area and provides for the future extension of Parkechannel Way to the east of the project site.
4. The design, layout, and physical characteristics of the proposed development are visually and fu nctionally compatible with the surrounding neighborhood .
The subdivision is similar in design to the adjacent ParkeBridge development.
5. The design, layout, and physical characteristics of the proposed development ensure energy consumption is minimized, and use of renewable energy sources is encouraged in that the proposed project must comply with
CalGreen Building Code regulations.
6. The design, layout, and physical characteristics of the proposed development are not detrimental to the public health, safety, c onvenience, or welfare of persons residing, working, visiting, or recreating in the surrounding neighborhood and will not result in the creation of a nuisance in that natural surveillance is considered in the layout of the proposed subdivision and the addition of new homes on a vacant lot improves the surrounding area.
D. 200-Year Flood Protection Finding Consistent with State Law (SB 5) and Planning and Development Code Section 17.810:
The project site is within an area for which the local flood -management agency has made adequate progress (as defined in California Government Code section 65007) on the construction of a flood -protection system that, for the area intended to be protected by the system, will result in flood protection equal to or greater than the urban level of flood protection in urban areas for property located within a flood - hazard zone, as demonstrated by the SAFCA Urban Level of Flood Protection Plan and Adequate Progress Baseline Report and the SAFCA Adequate Progress Toward an Urban Leve l of Flood Protection Engineer’s Report, each accepted by the City Council on June 21, 2016 (Resolution No. 2016 -0226), and the SAFCA 202 4 Adequate Progress Annual Report accepted by the City Council on October 22, 2024 (Resolution No. 2024-0311).
E. No Net Loss (Government Code § 65863):
This project is located on a site listed in the 2021-2029 RHNA Housing Element Sites Inventory, which anticipates 30 total units of lower income housing. The project does not include a reduction of residential capacity withi n the meaning of Government Code § 65863 (housing element no net loss) or Government Code § 66300 (housing crisis act no net loss).

Any change in these factors will change the amount of the Quimby fee due. The final fee is calculated using factors at the time of payment. The fee is due at the time of the final map.
b. Community Facilities District 2002 -02, Neighborhood Park Maintenance CFD Annexation.
FINANCE
C62. The project site is located within the boundaries of the South Natomas Facilities Benefit Assessment District (FBA). Any future development or land use change on the site will be subject to applicable fees during the building

MEMORANDUM
To: City of Sacramento, Department of Transportation
F
rom: Cunningham Engineering Corporation (CEC)
Date: December 9, 2024
Subject: ParkeBridge East Subdivision - Subdivision Modifications
The purpose of this memo is to provide an explanation as to why subdivisions modifications are deemed necessary for this project.
1. Private Street – Subdivision Modification #1
The proposed Private Street section does not meet the City of Sacramento design criteria for a public Alley. The proposed road section for this project has been revised from City standards to accommodate City required back up space for the garages accessed from the alley. This section conforms with the recently constructed Parkebridge Village 4 improvements. Additional modification from City standards may include the use of asphalt pavement with a valley gutter instead of City standard concrete pavement.
2. Parkechannel Way Cross Section – Subdivision Modification #2
The proposed Parkechannel Way residential street section does not conform to the City standard Residential Street section. The section as proposed is based on the following direction provided by the City of Sacramento: conform to the recently constructed Parkebridge Village 2 Parkechannel Way cross section, with modification to place right of way line at back of widened sidewalk.

Hi Jose,
The concerns the neighbors had are:
-Will what CM Harris said about a wall being built between Parkebridge and the vacant land still be built per development agreements? I forwarded an email correspondence of a conversation which stated this to Eduardo. The wall should also match the existing height of the sound wall between Parkebridge and i-80, not like the partial height wall at Fong Ranch Park.
-There is already a ton of illegal dumping occuring in the overflow basin on Parkechannel. I imagine this will get worse if a connection to Northgate is built.
-We do not want a new street that connects to Northgate. Neighbors are already concerned about an increase in traffic. The neighborhood off Bridgedord already cuts through Harvest Glen. They will use the new street to get to Northgate/i-80 to bypass Natomas High School traffic. Parkebridge has an existing speed bump, so it'll cause issues if cut-through traffic happens because people will speed to make up for lost time or cut through the other "internal" streets within the neighborhood. I'm a licensed Traffic Engineer who works for a municipality, and I've experienced this many times.
-The proposed elbow already doesnt meet City design guidelines, why make an exception for it when the previous CM said there would be a wall with no connection to Northgate
Thank you for accepting my comments and please keep me updated on the developments. ---------- Forwarded message ---------

Thanks Eduardo. Would you happen to have any info about the parkebridge east development that just had an application submitted at the end of july? Or any plans you can share? Thank you.

Below is an email from CM Harris' officce regarding a wall between Parkebridge and the adjacent lot, in case that is where top golf goes/near future development. Thank you! ---------- Forwarded message ---------

Hi Jerome,
Here is what
I have so far:
Hello Parkbridge Neighbors,
Below are a few questions from our meeting recently. As you will notice, a couple of these are going to take a little longer to fully answer. I will follow up once I have more information.
Thank you,
David Gonsalves
City Councilmember Jeff Harris’ Office
1. Question: Can we get a double right turn from west bound San Juan to north bound Truxel. I
t is very slow during busy commute times. We have a double right from Fong Ranch Rd to westbound San Juan.
Answer: Traffic Engineering will investigate and report back.
2. Question: If the developer of the large vacant property between Parkbridge and Northgate Blvd builds commercial on that big property, will they have to put in a wall?
Answer: If they put in commercial, they would be required to erect a soundwall.
3. Question: There is a gap in sidewalk along the east side of Fong Ranch Road across from Discovery High School that runs all the way to San Juan. Can we get sidewalk added to complete the stretch there?
Answer: The property beyond the new sidewalk along Fong Ranch Road is not part of the Parkbridge project, so they are not required to developer the sidewalk from there. The City does not have plans to complete the sidewalk, as that property is owned by the Natomas Unified School District. Also, there is a sidewalk on other side of the street.
4 . Question: Can we plant trees along the soundwall?
Answer: there are trees along the Parkbridge side of the soundwall.
Staff is
researching with Cal Trans to see if we can plant trees on the freeway side of the soundwall.
5 . Question:
The lights along Bridgeway Circle adjacent to the soundwall appear to be dim.
Can we increase their power?
Answer:
City staff are scheduled to inspect the lights to determine if they are operating correctly.
There is currently a backlog for these requests and the lighting maintenance folks are short staffed.
Staff confirmed that the lights were installed
according to current lighting standards for illumination.

Jocelyn is back from her vacation and is copied on this email.
Question: during the meeting, a number of questions were asked and we are working on the answers.
How can we communicate back to folks who were in the meeting?
Can
we send the answers to you for distribution by the HOA to members?
Other ideas?
Thanks,
David/Jocelyn

Good morning David,
Thank you again to you, CM Harris and Cpt. Moore for organizing the meeting last night.
We really appreciate all of your efforts and time spent with this.
In regards to the school district division within our neighborhood, CM Harris stated that "the boundary line can be moved".
He also brought up a good point which got me
thinking that it would be nice if the neighborhood kids could go to school with their friends, especially since almost everyone here is a young family with kids.
Would you happen to have any direct connections with the SCOE or does CM Harris have anyone he can reach out to for improving the chances of this happening?

Hi David,
Thank you for that info.
Parkebridge is split into two HOA's.
Coincidentally, both
presidents are named Varun.
For my community (Parkebridge 1), it is Varun Arora.
For Parkbridge 2, it is Varun Desai.
I am not sure if our president will be attending.
For a lack of a better term, he has gone somewhat "rogue"...

Hi Jerome,
I hope you are well.
The maps bring up another dark time in the schools history for the greater area.
At
one time, there were several school districts (not just NUSD and TRUSD).
Many
of the districts were struggling.
An effort was made to combine them under one
district. That effort created the TRUSD. NUSD elected to stay independent.
I don’t know why the boundary line is down the middle of your neighborhood, and all of South Natomas.
This would be a good question for the Sac County Office of Education (SCOE).

Hi David,
I have another question to add:
Why is part of our neighborhood in the Natomas school district while the other part is in Twin Rivers? It makes sense for all of us to be in NUSD since the high school is right there on Fong Ranch
On Wed, Feb 23, 2022, 4:52 PM Jerome Pastor wrote:
Hi David,
I have a few questions that I was hoping to get some information on during the meeting:
1.) Why do the plans for Fong Ranch Park propose a 6ft wall adjacent to I-80? The existing sound wall for Parkebridge is taller than 6', so this would just look odd and not prevent sound mitigation for people enjoying the park. I spoke to the City's landscape architect and he said that the developer for the future apartments on Fong Ranch may go back in and modify the wall to make the heights match. This does not seem to make sense.
2.) Will any sort of barrier be built to separate the Parkebridge neighborhood from the future parcel to the east (between Northgate and the neighborhood)? Will there be any roads being punched through?
3.) What is the status regarding the safe parking lot for the homeless community that is proposed behind Ihop on Northgate?
4.) There is a lack of lighting along the city trail between I-80 and the neighborhood. Many residents have raised concerns due to dark areas that span 50'-100'. Can additional lights be installed?
Thank you!
