Description/Analysis
Issue Detail: The City has been designated to receive a bequest from the Estate of Edward L.
Prindle in the amount up to $2 million, which Mr. Prindle specifically bequeathed to be used for a City of Sacramento Animal Shelter.
The Community Development Department (CDD) is requesting to establish a new Capital Project Fund (Fund 3705), to accept future bequests and donations for future construction and/or rehabilitation of a City Animal Shelter. CDD is requesting this additional fund to be invested in the City

Pool A investment portfolio and to have the interest earned from said investments to be reinvested into the fund. Approving the new fund, providing direction to invest funds in Pool A, and allocating the earned interest annually will ensure that the bequest from Edward L. Prindle and any future bequests and/or donations will properly be allocated to the City of Sacramento’s Animal Shelter’s future needs.
City Council approval is required to accept the bequeathed funds, establish a new fund, and approve the new fund to be invested in Pool A.
Policy Considerations: The recommendation in this report is in accordance with City Charter, Article V, Section 61(h), which provides the City Manager, or City Managers Designee, the power and duty to execute, on behalf of the City, all contracts, franchises, leases, permits, or any other documents requiring the execution of which is required by an offer of the City, when authorized to do so by the provisions of the charter or by ordinance or resolution.
Economic Impacts: Not applicable.
Environmental Considerations: California Environmental Quality Act (CEQA): This action is not a project subject to CEQA because it involves only organizational or administrative activities that will not result in direct or indirect physical changes in the environment (CEQA Guidelines §15378(b)(5)).
Sustainability: None.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The CDD Animal Care Services Division has been notified that it is named as a beneficiary in the Estate of Edward L. Prindle. CDD is recommending approval to accept the bequeathed funds, finalize all necessary documentation of the transfer of funds, establish a new capital project fund, and approve the new fund to be invested in Pool A with any interest earned to be reinvested in the Fund for future construction and/or rehabilitation of a City animal shelter.
Financial Considerations: In order to meet the requirements of the bequest from the Estate of Edward L. Prindle in the amount up to $2 million, and any future donations received, a new fund (Fund 3705) is being requested. CDD is requesting the bequest also be the start of a capital campaign for the construction and/or rehabilitation of the Animal Care Shelter. In order to provide for the preservation and growth of the fund’s principal, staff requests that it be invested in Pool A and any earnings be reinvested in the fund.
Local Business Enterprise (LBE): Not applicable.
Background: In September 2023, the CDD Animal Care Services Division was notified that it would be receiving a bequest from the Estate of Edward L. Prindle. Mr. and Mrs. Prindle cared deeply for animals, and the estate executor, after meeting with Animal Care Services leadership, determined the

funds would be best used for a capital campaign to build a new shelter or enhance existing facilities.
In 2024, the Animal Care Services Division completed a Shelter Needs Assessment. The assessment concluded that the Front Street Animal Shelter does not currently meet the needs of the City of Sacramento, and a new shelter should be constructed. It estimated a new shelter could cost between $40 to $60 million dollars.
