Description/Analysis
Issue Detail: On February 16, 2021, the City Council adopted Resolution No. 2021-0042, establishing the Vision Zero School Safety Plan as the guiding plan surrounding 20 schools throughout the City. All public and charter elementary, middle and high schools were considered with the initial Vision Zero School Safety Study, with 20 chosen based on the number of collisions within 1/4 mile of the school site and consideration of geographic equity used to ensure that the safety assessments were accessible to families and schools across Sacramento.

The Vision Zero School Safety Study was a collaborative effort to document conditions for students walking, bicycling, taking transit or being dropped off and to identify potential infrastructure and

operational barriers to safe and equitable travel to school. As part of the study, walk audits were conducted at each of the 20 schools, discussions were facilitated among the participants to review observations and discuss possible improvements and engineering analysis was conducted by a consultant and reviewed by city staff. Recommendations for each site are identified in the Vision Zero School Safety Plan and are categorized by ease of implementation and implementation responsibility.

The Vision Zero School Safety Project was established March 28, 2023, with the goal of implementing recommendations from the Vision Zero School Safety Plan at nine of the twenty schools (Resolution No. 2023-0076). The nine schools include:
· Aspire Capitol Heights Academy
· Natomas High School
· Smythe Academy of Arts and Sciences
· The Met Sacramento High School
· William Land Elementary School
· St. Hope Public School PS7
· Father Keith B. Kenny Elementary School
· West Campus High School
· Oak Ridge Elementary School
After further evaluation, Aspire Capitol Heights Academy and Oak Ridge Elementary School were removed from the project due to improvements planned as part of future projects.

The Vision Zero School Safety Project - Phase 2 will implement the study’s recommendations at the remaining eleven schools not included in the first phase of the Vision Zero School Safety Project.

The eleven schools chosen include:
· Northwood Elementary School
· Miwok Middle School
· Garden Valley Elementary School
· Mustard Seed School
· H. Allen Hight Elementary School and Natomas Middle School · Washington Elementary School
· Sacramento Charter High School
· Bret Harte Elementary School
· Earl Warren Elementary School
· Las Flores and Rio Cazadero High Schools
· Capitol Collegiate Academy

The preliminary engineering phase of the project will be locally funded with Safety Streetscape Bicycle and Pedestrian funds through the Active Transportation Program.

The establishment of a Capital Improvement Project (CIP) and the transfer of funds from the Active Transportation Program are necessary to begin preliminary engineering for the Vision Zero School Safety Project - Phase 2.

Policy Considerations: The actions requested herein are consistent with the City General Plan goals and key policies that accommodate and promote safe and convenient travel for all users. The project prioritizes mobility, health, safety and convenience for those walking, bicycling and riding transit ahead of design and operations for those driving (M-1.2); prioritizes walkability (M-1.13); removes barriers to walking (M-1.16); improves bicycle safety (M-1.18) and walking safety (M-1.19); and supports safe routes to school (M-4.9.)
Economic Impacts: None.

Environmental Considerations: California Environmental Quality Act (CEQA): This action involves finance and budgeting for future proposed activity. Any request for approval of the activity involving physical changes in the environment would be accompanied by review as required by the California Environmental Quality Act (CEQA). The action is not a project as defined by CEQA and is not subject to environmental review at this point. The action involves creation of government funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. CEQA Guidelines section 15378(b)(4); 15060(c)(3).

Sustainability: The proposed action is consistent with the mobility element of the 2040 General Plan and the Climate Action and Adaptation Plan. The Vision Zero School Safety Project - Phase 2 aims to improve safety and mobility options for young people to access school sites, many of whom use active transportation and transit.

Commission/Committee Action: The project will be presented at future Disabilities Advisory Commission and Active Transportation Commission meetings for review, discussion, and input.

Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project and transfer the funds necessary to begin preliminary engineering for the Vision Zero School Safety Project - Phase 2 (T15255500).

Financial Considerations: The estimated cost to begin preliminary engineering for the Vision Zero School Safety Project - Phase 2 (T15255500) is $100,000. With the transfer of $100,000 from the expenditure budget of the Active Transportation Program (T15180400, Safety Streetscape Bicycle

and Pedestrian Fund 2039), there will be sufficient funding to initiate preliminary engineering for the Vision Zero School Safety Project - Phase 2 (T15255500).

There is sufficient funding within the Active Transportation Program (T15180400) to support the transfer of $100,000 (Safety Streetscape Bicycle and Pedestrian, Fund 2039) to the Vision Zero School Safety Project - Phase 2 (T15255500).

No General Funds are currently allocated as part of this recommendation.

Local Business Enterprise (LBE): Not applicable.
