Description/Analysis
Issue Detail: The PBID is a property-based assessment district that was initially established in 2020 for a five-year term under the Property and Business Improvement District Law of 1994 (California Streets and Highways Code section 36600 et seq.). The initial term of 16PBID runs through December 31, 2025. The owners’ association for the PBID is now gathering petitions from property owners for a proposed renewal of the PBID for a ten-year term through December 31, 2035. The renewed PBID would provide improvements, activities, and services such as graffiti and litter removal, streetscape maintenance services, payment for camera monitoring services to promote safety, placemaking activities designed to help designate the area as an arts designation, and advocacy on behalf of 16th Street to promote the area as clean, safe, and welcoming.
The total PBID assessment for the first year of this proposed renewal would be approximately $334,715 and is currently anticipated to be levied on 109 assessed parcels. Of these 109 assessed

parcels, five are currently owned by the City and the City’s assessment for the first year of the renewal term would be $45,608. City-owned parcels have been assessed since the PBID’s formation and have benefitted from the PBID services. During the PBID term ending December 31, 2025, the City was assessed for three parcels. However, the owners’ association is proposing a larger boundary for the renewed PBID. Accordingly, the City would have five properties assessed in the renewed PBID term. Staff is recommending that City parcels continue to be included as assessed parcels in the renewed PBID.
Policy Considerations: The proceedings under which the PBID is proposed to be renewed are set forth in California Streets and Highways Code section 36600 et seq., referred to as the “Property and Business Improvement District Law of 1994.”
Economic Impacts: None.
Environmental Considerations: This report concerns administrative activities and governmental fiscal activities that do not constitute a “project” under the California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(2) and Section 15378(b)(5). The proposed action in this report is therefore not a “project” subject to the provisions of CEQA (CEQA Guidelines Section 15060(c)(3)).
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The recommended action authorizes the Interim City Manager or the Interim City Manager’s designee to sign the property owner’s petition and assessment ballot in the affirmative on behalf of the City property that is located within the PBID.
Financial Considerations: If the PBID is renewed, the City will continue to participate as a property owner, with the City paying a total assessment of $45,608 in the first year of the ten-year renewal period for City properties in the PBID. Future increases in the PBID’s assessment rates are capped at 6% annually. Assessment payments would continue to be funded by the General Fund.
Local Business Enterprise (LBE): Not applicable.
RESOLUTION NO.
Adopted by the Sacramento City Council
DESIGNATING THE CITY MANAGER OR THE CITY MANAGER’S
DESIGNEE AS THE SIGNATURE AUTHORITY FOR CITY-OWNED
PROPERTY IN THE RENEWED 16th STREET (MIDTOWN ZONE C)
PROPERTY AND BUSINESS IMPROVEMENT DISTRICT NO. 2025-03
BACKGROUND:
A. The 16th Street (Midtown Zone C) Property and Business Improvement District (16PBID) is a property-based assessment district that was initially established in 2020 for a five-year term under the Property and Business Improvement District Law of 1994 (California Streets and Highways Code section 36600 et seq.). The initial term of 16PBID runs through December 31, 2025.
B. The owners’ association for the 16PBID is now gathering petitions from property owners for a proposed renewal of 16PBID for a ten-year term from January 1, 2026, through December 31, 2035.
C. City-owned parcels have been assessed under 16PBID since its formation.
During the 16PBID term ending December 31, 2025, the City was assessed for three parcels. However, the owners’ association is proposing a larger boundary for the renewed 16PBID. Accordingly, the City currently owns five parcels within 16PBID. The City-owned parcels will have a total annual assessment of approximately $45,608.45 for the first year of the renewal term. Future assessment rates may be subject to an increase of no more than 6% annually.
D. City staff recommends that the City-owned parcels be included as assessed parcels in the renewed 16PBID because the City properties have thus far benefitted from 16PBID’s services. Staff is thus seeking Council authorization for the City Manager or the City Manager’s designee to sign the property owner’s petition supporting renewal, and if renewal proceedings are initiated, sign the assessment ballot for the City-owned parcels in favor of renewal for 16PBID.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1 The City Manager or the City Manager’s designee is authorized to sign a petition supporting renewal of the 16PBID per Streets and Highways Code section 36621(a), and if renewal proceedings are initiated, vote for the following City-owned properties (listed by Assessor’s Parcel Number) to be included in the renewal of 16PBID in accordance with Streets and Highways Code section 36623(a): 002-0091-001-0000, 002-0166-021- 0000, 002-0172-025-0000, 006-0055-001-0000, and 002-0136-023-0000.
Section 2 Exhibit A is part of this resolution.
