Description/Analysis
Issue Detail: Parking along the proposed sections of Riverside Boulevard (see Exhibit A) and Auburn Boulevard (see Exhibit B) is currently prohibited, as they are not paved surfaces and they are unimproved areas, but vehicles continually violate the parking restrictions. Posting these locations with “No Parking Anytime” signage will make it clear to drivers that they are not allowed to park and help keep the locations clear.
Policy Considerations: The recommendations in the report are in accordance with City Code Section 10.36.020, which prohibits parking when signs are erected giving notice thereof, that no person shall stop, stand or park a vehicle at any time upon any of the streets described in resolutions duly adopted by city council; City Code Section 10.44.010, which prohibits parking on upon any unimproved surface (unimproved surface includes any surface which is not paved or asphalted); and the Central City Parking Master Plan goal to make parking safe, secure, attractive and convenient.
Economic Impacts: None.
File ID: 2025-01054 5/27/2025 Item 8.
Environmental Considerations: The current proposal involves parking restrictions. The proposal is not a “project” in accordance with Section 15378 of the California Environmental Quality Act Guidelines. The implementation of these parking restrictions does not have a potential for resulting in either direct or indirect physical changes in the environment. Therefore, as determined by the City’s Environmental Services Planning Manager, no environmental review is necessary.
Sustainability: This action supports the City of Sacramento’s sustainability goals to improve and optimize the transportation infrastructure.
Commission/Committee Action: None.
Rationale for Recommendation: Parking along the proposed sections of Riverside Blvd. (see Exhibit A) and Auburn Blvd. (see ExhibitB) is currently prohibited, as they are not paved surfaces and they are unimproved areas. Despite these locations being unimproved surfaces vehicles continually violate the parking restrictions. Many of these vehicles create safety concerns as they sometimes extend into the public roadway, posing hazards to motorists, bicyclists, and pedestrians. Posting these locations with “No Parking Anytime” signage will make it clear to drivers that they are not allowed to park and will help keep the locations clear.
Financial Considerations: The cost to implement the recommended parking regulation is estimated to be $13,000. Sufficient funds are available in the Parking Services Division FY2024/25 operating budget (General Fund, Fund 1001).
Local Business Enterprise (LBE): Not applicable.
