Description/Analysis
Issue Detail: The EEI Program has been established by the Sacramento Area Council of Governments (SACOG) to fund projects that support economic and workforce development, planning efforts that address climate change and sustainability, and education and training programs. EEI incorporates community-led planning and design principles to identify communities’ priorities and develop projects that meet their needs. Through this collaborative planning process with member jurisdictions and CBOs, the region will be able to identify and create community-driven and equitable projects ready for federal, state, and local funding opportunities. Staff saw EEI as an opportunity to further implementation of key initiatives and, on July 30, 2024, City Council authorized staff to submit two applications for EEI Funding Program. (File Id. No. 2024-01366) The Office of Innovation and Economic Development (OIED) was the lead on the Forward Together North Sacramento grant application submitted in partnership with CBOs dedicated to the Marysville,

Del Paso, and Northgate commercial corridors. The key partners include CLTRE, Gardenland Northgate Neighbors Association (GNNA), Greater Sacramento Urban League (GSUL), and Mutual Assistance Network (MAN). This partnership aims to enhance community engagement and capacity building to improve transportation access, mobility, infrastructure, environmental sustainability, and overall livability. The goals of this funding opportunity are to:

1. Conduct a transportation access and mobility needs assessment to help transportation- focused agencies attract funding for increased services.

2. Conduct a climate resiliency needs assessment and implementable vision, analyzing existing infrastructure and environmental needs that are critical to achieving housing and commercial development, green space, and workforce development goals.

3. Provide community wealth building education and training programs that deliver tools and resources that build capacity for current residents, businesses and care takers.

The partnership’s core activities will be focused on inclusive and equitable outreach and engagement with underserved communities in North Sacramento, building capacity through training and education to identify critical needs around transportation, environment, and infrastructure.

The City has subsequently been awarded a $500,000 EEI grant (Award Letter, Attachment 2). The applications were made to and awarded by SACOG, however, $480,000 of the grant are Federal funds administered through the California Department of Transportation (CalTrans). The City has entered into an Administering-Agency Agreement for Federal Projects with CalTrans (City Agreement No. 2025-0382) under the authority provided under City Resolution No. 2016-0107 that gives the City Manager or designee the authority to sign agreements for federal-aid projects.

Policy Considerations: The North Sacramento EEI is consistent with the 2040 General Plan, effective March 28, 2024, and is consistent with and supports, the following Environmental Justice Element goals and policies of the 2040 General Plan, and the Forward Together Marysville Del Paso Blvd. Action Plan (FTAP).

EJ-A.4 Community-led Planning. Pilot a community-led planning grant program focused on addressing the needs of people within disadvantaged and/or historically underserved communities.

The planning process would include documenting community vision for a specific neighborhood, concerns keeping the people in that neighborhood from thriving, and potential actions to increase community resiliency, equity, and/or inclusive economic development. These actions could include regulatory fixes to City ordinances, education and training on City programs and opportunities, infrastructure improvements, or others. Pending funding and staff availability, the planning effort should be accompanied by funding and staff time to address some near-term implementation as well as include a final document (or action plan) with a list of short and longer-term actions that can be

used to support grant applications, advocacy to government officials, and guide ongoing community collaborations.

FTAP 1.1 Develop an area-specific housing agenda that protects residents from displacement and gentrification pressures
FTAP 2.2 Develop partnerships with financial institutions to educate community members about financial literacy, access to funds, grants, and wealth-building opportunities FTAP 2.4 Facilitate educational programs that connect long-term residents and homeowners who may need support with housing services through ADUs, roommate matching or other programs FTAP 6.3 Explore the potential of any new transit-oriented development (TOD) to attract a larger employer or anchor-institution
FTAP 12.1 Create a community ambassador group to educate and empower residents to advocate and create pathways for safer and cleaner streets. Issues of concern may include pedestrian safety, illegal dumping, animal control, insufficient lighting, etc.

FTAP 12.2 Promote safe street crossings through signage, educational materials, and tactical, low- cost traffic calming interventions
FTAP 14.1.1 Create a communication plan for opportunities for community involvement and planning/infrastructure updates
Economic Impacts: None.

Environmental Considerations: The proposed action is not a project under CEQA because it relates to government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment. (Cal. Code Regs., tit. 14, §§ 15060(c)(3), 15378(b)(4)).

Sustainability: Two key tenets of the EEI Program are Active Transportation and Mobility; and Climate Resiliency, Sustainability, and Emergency Management. The partnership’s work under the EEI grant will seek to level the playing field in understanding the active transportation and transit use disciplines, identify barriers that currently exist, and crowdsource ways to increase mobility choices.

The work will also support the city’s sustainability goals by deepening community members knowledge of localized climate risks and opportunities to connect to ongoing City efforts, community capacity building to ensure residents are prepared for climate related disasters and emergencies, and facilitating community input into the planning process for two private real estate development projects on the commercial corridor to ensure the design incorporates considerations for

environmental sustainability and climate risk/resilience.

Commission/Committee Action: None.

Rationale for Recommendation: Establishing the Grant Project will allow the City to accept the grant funds and track the grant expenditures.

Financial Considerations: The total grant award is $500,000, however, SACOG will retain $20,000 as part of their locally matched funds for direct distribution to the City’s community-based partners.

The remaining $480,000 will be granted to the City.

In April 5, 2016, Council adopted the Master Agreement for the administration of Federal-Aid Projects (Resolution No. 2016-0107) that gives the City Manager or the City Manager’s designee to sign agreements for federal aid projects. To properly track grant funds, staff recommends establishing a North Sacramento EEI Grant Project (G02180380) along with revenue and expenditures budgets in the amount of $480,000 in the Operating Grant Fund (2702). Approximately $97,000 of the grant will go towards city staff time, in OIED and Public Works, to administer and implement the grant, and the balance of the grant will fund the following project partners: CLTRE, Gardenland Northgate Neighbors Association (GNNA), Greater Sacramento Urban League (GSUL), and Mutual Assistance Network (MAN).

Local Business Enterprise (LBE): Not applicable.

RESOLUTION NO. 2025-

Adopted by the Sacramento City Council

June 10, 2025

Establish Grant Project Budget for the North Sacramento Forward Together Engage Empower Implement (EEI) Project

BACKGROUND

A. On April 30, 2024, City Council approved the Marysville Del Paso Forward Together Action Plan (Action Plan), a community-engaged initiative that outlines priorities aimed at enhancing the quality of life and fostering economic growth opportunities for residents and businesses along the Marysville-Del Paso Boulevard corridor.

B. On May 24, 2024, the Sacramento Area Council of Governments (SACOG) issued grant application guidelines for the Engage, Empower, Implement (EEI) funding program allocated $3.8 million to support place-based planning and pre-construction project development activities in the region. This investment has a specific focus on community engagement around the issues of race, equity, and inclusion. EEI is funded through SACOG managed funds ($300,000), Congressional Earmark funds ($500,000), and $3 million in Regional Surface Transportation Program (RSTP) funds.

C. EEI incorporates community-led planning and design principles to identify communities’ priorities and develop projects that meet their needs. Through this collaborative planning process with member jurisdictions and CBOs, the region will be able to identify and create community-driven and equitable projects ready for federal, state, and local funding opportunities.

D. Staff saw the EEI grant as an opportunity to jumpstart implementation of the Action Plan. On July 30, 2024, City Council authorized the City Manager to apply for $500,000 for the North Sacramento Forward Together a partnership with the following Community-based Organizations: CLTRE, Gardenland Northgate Neighbors Association (GNNA), Greater Sacramento Urban League (GSUL), and Mutual Assistance Network (MAN).

E. This partnership aims to enhance community engagement and capacity building to improve transportation access, mobility, infrastructure, environmental sustainability, and overall livability in North Sacramento.

F. On November 14, 2024, the SACOG Board of Directors awarded $500,000 for the North Sacramento Forward Together EEI initiative. SACOG will retain $20,000 of funding as part of their locally matched funds for direct distribution to the City’s community-based partners. The remaining funds will be distributed to the city for city staff time and subgrants to the four community partners to implement that North Sacramento Forward Together EEI grant.

G. The City has entered into an Administering-Agency Agreement for Federal Projects with the California Department of Transportation (CalTrans) in the amount of $480,000. (City Agreement No. 2025-0382)

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. The City Manager or the City Manager’s designee is authorized to establish the North Sacramento EEI Grant Project (G02180380).

Section 2. The City Manager or the City Manager’s designee is authorized to establish the revenue and expenditure budgets for G02180380 in the amount of $480,000 in the Operating Grant Fund (Fund 2702).
