Description/Analysis
Issue Detail: City departments use competitively solicited cooperative purchase agreements by other governmental jurisdictions or public agencies to maximize cost savings and efficiently use staff resources when purchasing goods and services. The State of Minnesota awarded Contract No. 040924-URI as a result of Request for Proposals (RFP) No. 040924 for equipment rental and related services. Equipment rental includes general and industrial equipment, power equipment, HVAC, and other related tools. This contract is available to the City of Sacramento through Sourcewell, a group purchasing organization.

Policy Considerations: The recommendations in this report are in accordance with City Code Section 3.56.240, which authorizes the use of contracts of other governmental agencies without separate competitive bidding by the City.

Economic Impacts: None.

Environmental Considerations: The report concerns the ongoing purchase of supplies which does not constitute a “project” and is therefore exempt from the California Environmental Quality Act (CEQA) [CEQA Guidelines Section15378(b)(2)].

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: To maximize cost savings and staff resources, many governmental jurisdictions or public agencies combine their contracting efforts through cooperative purchase agreements which increase pricing competitiveness and lowers operating costs through significant volume discounts. When comparing the administrative costs required, such as product research, vendor research, advertising, awarding, and creating the contract, it’s often more cost-effective to make purchases through a cooperative purchase agreement. The pricing terms and conditions for this agreement were determined through a competitive solicitation that was conducted by the State of Minnesota.

Cooperative purchasing agreement No. 040924-URI was the result of an RFP solicited by Sourcewell, a State of Minnesota local government agency and service cooperative, for Equipment Rental with Related Services. A contract with United Rentals was awarded on June 11, 2024, with an expiration date of June 11, 2028.

Financial Considerations: Purchases will be executed by the various City departments on an as- needed basis. These purchases will be funded by departmental operating and project budgets, subject to funding availability.

Local Business Enterprise (LBE): Cooperative purchasing agreements are created, evaluated, and awarded by other government agencies that may or may not have similar local business programs.

United Rentals qualifies as an LBE.
