1-Description/Analysis
2-Supplemental Agreement for CAMA Director Funding
Description/Analysis
Issue Detail: On October 13, 1998, the City entered into an agreement (Agreement No. 98-171) with Crocker Art Museum Association (CAMA), where the City agreed to fund a portion of the CAMA Director’s salary and benefits. The initial term of the agreement was for three years with annual extensions to be mutually agreed upon between the parties. Since entering into the agreement in 1998, the parties have renewed the agreement nineteen times. The current amendment is set to expire on June 30, 2025.
The parties are familiar with the terms of the agreement and have been able to work together in implementing the provisions and obligations, such as joint appointment of the Director position by the City and CAMA and annual performance review of the Director position by both parties.
Consequently, the City and CAMA desire to continue with the obligations set forth in the agreement.
Policy Considerations: The proposed amendment supports the City’s 2040 General Plan Goal LUP
9.1 to support the equitable development of cultural, art, entertainment, and recreational facilities and

events in the city to attract visitors, support a quality of life for residents, celebrate, and strengthen Sacramento’s unique identity.
This report is in line with the deed dated May 2, 1885 from Margaret E. Crocker and subsequent City Agreement No. 92-168, that the Crocker Art Museum property shall be jointly and equally managed and controlled by the City of Sacramento and CAMA as ‘Co-Trustees’.
Economic Impacts: None.
Environmental Considerations: Under the California Environmental Quality Act (CEQA), continuing administrative activities, such as what is recommended in this report, does not constitute a “project”. [CEQA Guidelines Section 15378 (b)(2).]
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The City of Sacramento and CAMA jointly manage the Crocker Art Museum located at 216 O Street. In 1998, the City and CAMA decided that the Director position at the Crocker Art Museum be transferred to be a CAMA employee. For decades prior, the position had been staffed by a city employee. This Director position is jointly appointed by CAMA and the City Manager. The position is within a specialized field and the City and CAMA needed to ensure they could recruit and retain a person to continue to oversee and manage the museum.
Financial Considerations: The annual cost for the agreement is paid by the Convention & Cultural Services Department and is included in the department’s operating budget. Sufficient funding is available to execute the agreement in the Department’s FY2025/26 Operating Budget, pending Council approval. Funding in future fiscal years is subject to availability in the adopted budgets for the applicable fiscal year.
Local Business Enterprise (LBE): Not applicable.
TWENTIETH AMENDMENT TO CITY AGREEMENT NUMBER 98-171 FUNDING OF THE POSITION OF DIRECTOR OF THE CROCKER ART MUSEUM This amendment (hereafter referred to as Amendment) is effective as of July 1, 2025, between the City of Sacramento, a municipal corporation (City), and Crocker Art Museum Association, a non-profit, mutual benefit California corporation (CAMA). The City and CAMA may be referred to collectively as Parties or in the singular as Party as the context requires. Background A. On October 13, 1998, the City entered into an agreement with Crocker Art Museum Association, wherein the City agreed to fund a portion of the Crocker Directors salary and benefits. The agreement is also referred to as City Agreement Number 98-171. The initial term of the agreement was for three years with annual extensions to be mutually agreed upon between the parties thereafter. B. Since originally entering into the agreement in 1998, the parties have renewed the agreement nineteen times. C. The parties are familiar with the terms of the agreement, as amended, and have been able to work together in implementing the provisions and obligations, such as the joint appointment of the Director position by the City and CAMA and annual performance review of the Director position by both parties. It is the intent of the parties to continue to have the City fund a portion of the Crocker Director position as long as the parties remain co-trustees of the Crocker Art Museum. Consequently, the City and CAMA desire to continue with the obligations set forth in the agreement. Based on the facts in the foregoing background, the City and CAMA agree to the following amendments to City Agreement Number 98-171: 1. Section 1. Salary, shall be amended and replaced in its entirety with the following:

The Citys contribution shall be increased by 2.5% on July 1st of each year thereafter. CAMA may supplement the Citys contribution to the Directors salary and benefits with supplemental salary and allowances, subject to approval by the City Manager, which approval shall not be unreasonably withheld. 3.Section 10. Notices, shall be amended and replaced in its entirety with the following: Any and all notices or demands related to this agreement shall be in writing and served either personally, by mail, or by e-mail.
