Suspend Competitive Bidding and Award a Construction Contract for the City of Sacramento Cannon-Scollan Landfill Closure Program (Y13000200)

BACKGROUND

A. The Cannon-Scollan Landfill, owned by the City of Sacramento, originally consisted of two separate sites used for refuse disposal sites in the late 1950s. Under current regulations, landfills that no longer accept waste must be properly capped and closed. The City is responsible for preparing both the Cannon-Scollan Landfill and the adjacent Dellar Slope property for postclosure maintenance in accordance with an approved plan and construction schedule.

B. On March 18, 2025, the Department of Public Works issued Request For Bid (RFB) No. B25014541001 for the Cannon-Scollan Landfill Closure Project. The engineer’s estimate for this project was $2,500,000. Bids closed on April 23, 2025. No contractors submitted a bid. Republishing the bid would cause delays with the construction schedule. Any delay may impact the City’s ability to complete the project before the June 30, 2026 expiration date of the grant from the California Department of Resources Recycling and Recovery (CalRecycle) that partially funds this project. Suspending competitive bidding allows the City to complete the project on time with grant funding, which is in the best interest of the City.

C. The estimated cost to complete the Cannon-Scollan Landfill Closure Project (Y13000200) is $4,262,101. These funds are designated for administrative and construction costs related to the project.

D. Upon approval of the transfer of $2,900,000 (General Fund, Fund 1001) there will be sufficient funding within the Cannon-Scollan Landfill Closure Project (Y13000200) to cover the total project cost, including the construction contract with Carone and Company, Inc. for $3,326,593, as well as other project expenses such as internal City staff time, project management, and a minor contingency. Any project savings will be returned to the Commercial Waste Compliance Project (I15220000) upon completion.

E. There is sufficient funding within the Commercial Waste Compliance Project (I15220000) to complete the transfer of $2,900,000 (General Fund, Fund 1001) to Cannon-Scollan Landfill Closure Project (Y13000200).

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. In the best interests of the City, competitive bidding is suspended for the Cannon-Scollan Landfill and Dellar Slope Closure project construction contract. This will allow the City to complete the project on time with grant funding, which is in the best interest of the City.

Section 2. The City Manager or designee is authorized to award a construction contract to Carone and Company, Inc. in an amount not to exceed $3,326,593 for the Cannon-Scollan Landfill Closure Project.

Section 3. The City Manager or designee is authorized to transfer $2,900,000 (General Fund, Fund 1001) from the expenditure budget of the Commercial Waste Compliance Project (I15220000) to the Cannon-Scollan Landfill Closure (Y13000200).
