Description/Analysis
Issue Detail: Uniform shirts, pants, shorts, and coveralls are provided to City staff members in various departments as outlined in various Labor Agreement MOUs when these items are needed to perform job duties. In addition, towels and entrance mats are available for use by various City departments. The current contract for these services from Mission Linen Supply was scheduled to expire on May 31, 2025. Cintas Corporation was the top-ranked proposer on a Request for Proposals issued last year and they were awarded a new contract.

date of the Mission contract. Contract Supplement No. 10 was executed to extend the Mission contract an additional month.
Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code 3.56 regarding the purchase of non-professional services. The Administrative Policy for Non-Professional Services, section IV.11.A.2, states that for contracts more than $250,000, Council approval is required for a term length exceeding 5 years.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): The proposed activity is not a project pursuant to the CEQA. CEQA Guidelines Section 15378(b)(2). The activity is a continuing administrative or maintenance activity, such as the purchases of supplies, personnel- related actions, general policy and procedure making and is not subject to CEQA. CEQA Guidelines Section 15060(c)(3).
Sustainability: The contract includes a requirement to provide current environmentally friendly processing methods. Mission laundering service uses less water, less energy, and fewer chemicals than are used in home laundering. Mission also manages the discharge water in accordance with Environmental Protection Agency standards.
Commission/Committee Action: None.
Rationale for Recommendation: Over 900 hundred City employees have been fitted for uniforms from Cintas. Most staff have received their uniforms, but some staff have transferred to locations other than where they were originally assigned. There were other unforeseen delays that were out of the hands of City staff. Delaying execution of the Mission contract extension would have been highly disruptive to City services as some staff members would not have the necessary number of uniforms required to perform their jobs.
Financial Considerations: Sufficient funding is available in the Fiscal Year (FY) 2024/25 operating budgets for the departments requiring this service. The maximum dollar amount for this contract is not being increased.
Local Business Enterprise (LBE): Mission Linen Supply is an LBE.
