Description/Analysis
Issue Detail: The City of Sacramento has completed preliminary design and environmental clearance for the Franklin Boulevard Complete Street Project, which proposes a lane reduction and active transportation improvements along the entire corridor from Sutterville Road to 38th Avenue.
The segments between Sutterville Road and 32nd Avenue are fully funded as “Phases 1 and 2”, and are currently under construction. The “Phase 3” project, between 32nd Avenue and the city/county limits near 38th Avenue, is the final phase of the larger corridor vision The Phase 3 project has been awarded State funding through the Active Transportation Program for the preparation of plans, specifications and estimates (PSE), and right-of-way services. In addition, the City Council approved $250,000 in funding through the Community Development Block Grant Action Plan. Work began in the larger Franklin Boulevard Complete Street Project, but for project tracking purposes, it will all be included under the Phase 3 CIP.
The establishment of the Franklin Boulevard Complete Streets Phase 3 Project will allow for separate tracking of targeted grant funds for the project.
A solicitation for professional services was advertised to competitively select a consulting firm to provide professional services for the preparation of PSE and right-of-way for the Franklin Boulevard Complete Street Phase 3 Project. The panel was comprised of Public Works staff and included qualified engineering services and economic development staff who reviewed the proposal.
Bennett Engineering Services team was recommended as fully qualified to perform the required services. Staff has completed negotiations and recommends awarding and executing a professional services agreement for final design in an amount not-to-exceed $1,325,822.
Policy Considerations: The actions requested herein are consistent with the City’s 2040 General Plan for improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:
M-1.11 - Increase Bicycling and Walking. The City shall strive to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.
The actions requested are also consistent with City Council’s adopted guidelines for transportation funding, meeting the following criteria: safety; maintaining a state of good repair; promoting reductions in vehicle-miles-traveled and greenhouse gas reductions; mobility solutions for youth; and equity.
The Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10)

days prior to City Council action. This item was published for 10-day review on June 12, 2025, in compliance with the City Code.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): The City Council adopted the Franklin Boulevard Complete Street Mitigated Negative Declaration and Monitoring Plan on February 4, 2020 (Resolution 2020-0039), which covered all three phases of the project.
National Environmental Policy Act (NEPA): The Franklin Boulevard Phase 3 project is state funded.
As part of the development of the broader Franklin Boulevard Complete Street Plan, NEPA clearance was obtained for all three phases of the project. Caltrans issued a Categorical Exclusion for the Franklin Boulevard Complete Street project on March 16, 2020.
Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.
Commission/Committee Action: None.
Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project and approve the budgetary adjustments necessary to deliver the final design phase of work for the Franklin Boulevard Complete Streets Phase 3 Project and to award and execute the professional services agreement.
A Request for Proposals for the Franklin Boulevard Complete Street Phase 3 Project was released on July 21, 2024, with proposals due on September 10, 2024. A pre-proposal meeting was held on September 16, 2024, and seven consultants attended. Several firms reviewed the request for proposals. On the due date, one proposal was received, which was submitted by Bennett Engineering.
A panel of City staff from the Department of Public Works and the Office of Innovation and Economic Development reviewed and evaluated the consultant team’s written proposal based upon experience, qualifications, project understanding, and work plan among other factors, and recommends engaging their services.
Approval by the City Council is required to execute a Professional Services Agreement with Bennett Engineering Services Inc.
File ID: 2025-00955 6/24/2025
Financial Considerations: The estimated cost to complete the PS&E phase of work for the Franklin Boulevard Complete Streets Phase 3 is $1,943,000. Early project establishment activities for the Phase 3 project were included in the larger project, but for better project tracking purposes, staff proposed to transfer the budget and expenses $244,307 (Block Grant, Fund 2700) from the Franklin Boulevard Complete Street Project (T15165500) to the Franklin Boulevard Complete Street Phase 3 Project (T15255600). With that transfer, the establishment of the revenue and expenditure budget of $1,157,000 (Other Capital Grants, Fund 3704), and the transfer of $640,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Project (T15007200), there will be sufficient funding to award and execute a Professional Services Agreement for an amount not to exceed $1,325,822 with Bennett Engineering Services Inc. for the Franklin Boulevard Complete Streets Phase 3 and complete the PS&E phase.
There is sufficient funding in the State and Federal Grant Match Project (T15007200) to support the transfer of funds. No General Fund is currently allocated for this project.
Local Business Enterprise (LBE): The City has established a minimum 5% participation level for LBEs on this contract. Pursuant to City Code Section 3.60.270, no bidder on this contract shall be considered responsive unless its bid meets or exceeds this minimum participation level.
Bennett Engineering Services Inc. has an office within the City of Sacramento and qualifies as an LBE.
Background The Franklin Boulevard Complete Street Phase 3 Project, located on Franklin Boulevard between Sutterville Road/12th Avenue and 32nd Avenue, is the final segment of the Complete Street project which will transform Franklin Boulevard into an active transportation-friendly main street that meets the mobility needs of its underserved residents and supports community economic development and smart growth principles.
This project will provide significant improvements in bicycle and pedestrian facilities and traffic calming to the South City Farms neighborhood and Franklin Boulevard Business District, collectively referred to as the “Franklin District”, an underserved community within a few miles of Downtown Sacramento which has seen little investment over the decades. The Franklin District is home to a low -income, historically-immigrant community which lacks connectivity and mobility options. Although Franklin Boulevard serves as the "main street" for this community, it often operates as a commuter bypass route for State Route 99. Franklin Boulevard currently has four wide travel lanes, no bike lanes, attached sidewalks with no shade, and infrequent pedestrian crossings. This project will improve safety and mobility for users of all ages, incomes, and abilities, and will improve access to schools, community centers, church, shopping, services, and jobs.
The segment between Sutterville Road and 32nd Avenue has completed final design and began construction in Spring 2025. This project has received state funding through a grant from the Active

Transportation Program (Cycle 6) for design and right of way for the Phase 3 segment between 32nd Avenue and the city limits near 38th Avenue, which will complete the full vision of the grassroots-led Franklin Boulevard Complete Street Plan.
The project will include a reduction in travel lanes from four to two with a center turn lane; pavement rehabilitation; Class IV protected bikeways separated from vehicle lanes by vertical curbs and refuge islands; modified traffic signals; and improved pedestrian facilities including crosswalks, pedestrian- scale lighting, buffer planters, shade trees, and accessibility improvements. This project will improve safety and mobility for users of all ages, incomes, and abilities, and will improve access to schools, shopping, services, health care, bus and rail transit, jobs, and many other community resources. The City/County limits are located just south of 38th Avenue, and the limits also run along the centerline of the roadway for a portion of the project limits, with the City of Sacramento to the west and County of Sacramento to the east. The project will conform to the existing four-lane roadway cross-section south of 38th Avenue, within County limits. Preliminary coordination with the County occurred during the preliminary engineering and environmental clearance phase, and prior to the submittal of the grant application for final design. Ongoing coordination with the County will be necessary.

Task 5.0 UƟlity Data CollecƟon
Based upon our review of the project site, significant private and public uƟliƟes exist throughout the project limits. Some can either remain or be protected in place while others will have to be relocated or adjusted to grade as appropriate. We will use the methods outlined below to coordinate and idenƟfy potenƟal conflicts.
5.1 UƟlity Conflict Mapping
The team will be responsible for uƟlity coordinaƟon throughout the project development. UƟlity “A” LeƩers will be sent by the team and responses logged and mapped. Our team will idenƟfy uƟlity impacts and will provide a summary of impacted uƟliƟes with proposed resoluƟons. UƟlity conflict maps will be generated for each impacted uƟlity.
Deliverables

5.4 UƟlity CoordinaƟon
Our team will prepare a Report of InvesƟgaƟon (ROI) document that idenƟfies the City’s liability for relocaƟon costs. During Final Design, we will request relocaƟon plans from uƟlity companies requiring relocaƟon. Once the uƟlity owner provides their claim of liability, our team will closely coordinate with uƟlity companies and the city to finalize relocaƟon plans as appropriate. If monies will exchange hands or the City is liable for any porƟon of the relocaƟons, a UƟlity Agreement (UA) will be prepared and sent to the owner along with the NTO. UƟlity agreements will be needed for water and sewer faciliƟes owned by the DOU.
The claim of liability leƩers, signed relocaƟon plans, draŌ ROI, NTO, and UA will need to be sent to the Caltrans District UƟlity Coordinator for review and approval, prior to sending the documents to the uƟlity owner. Therefore, the team will prepare the necessary uƟlity documents for Caltrans review and approval.
This will follow the “A, B, C” UƟlity Process, including but not limited to:
IdenƟfying uƟlity conflicts
FacilitaƟng relocaƟon designs
Obtaining commitments for relocaƟon schedules
IdenƟfying and coordinaƟng uƟlity easements
Should any relocaƟon of private uƟlity faciliƟes be required, it is assumed that we will coordinate with private uƟlity companies for proposed relocaƟon within exisƟng or new City right-of-way. In addiƟon, it is assumed that no new water or sewer faciliƟes will be constructed as part of the project.

Task 6.0 CEQA/NEPA RevalidaƟon
If it is determined that environmental document revalidaƟon is required, ESA will prepare documentaƟon to support a revalidaƟon of the CEQA and NEPA documents previously approved for the project in 2018 and 2020, respecƟvely.
6.1 Review of DocumentaƟon and RevalidaƟon Scoping:
ESA will work with the City of Sacramento and Caltrans to confirm the appropriate level of invesƟgaƟons and documentaƟon that would be required to revalidate the environmental approvals for the project. ESA will review the previous environmental documents, prepared by ESA, and supporƟng technical studies for the Franklin Boulevard Complete Street project to idenƟfy if any proposed changes to the project could require addiƟonal documentaƟon to maintain the validity of the original CEQA MiƟgated NegaƟve DeclaraƟon (MND) and/or the NEPA Categorical Exclusion (CE) determinaƟon.
ESA will idenƟfy any changes in the project engineering/design, changes to the environmental seƫng/circumstances, changes in the nature and severity of environmental impacts, or changes to environmental commitments that could require addiƟonal invesƟgaƟon and/or supplemental documentaƟon.
A brief memo documenƟng the results of the review and any recommendaƟons for addiƟonal invesƟgaƟons or documentaƟon will be completed and provided to the City and Caltrans for their consideraƟon in confirming what, if any, invesƟgaƟons and documentaƟon would be required, and to support their revalidaƟon of their respecƟve CEQA and NEPA determinaƟons for the project.
ESA will lead one coordinaƟon meeƟng with Caltrans Local Assistance Environmental staff and one coordinaƟon meeƟng with City Environmental staff to discuss the recommendaƟons in the memo and obtain their respecƟve concurrence on any invesƟgaƟons and documentaƟon to be prepared to support their respecƟve revalidaƟons.
Deliverables:

MeeƟng with Caltrans Environmental Staff
MeeƟng with City Environmental Staff
6.2 InvesƟgaƟons and DocumentaƟon
Upon obtaining concurrence from Caltrans and City Environmental staff on what supplemental documentaƟon may be required to support the revalidaƟons, ESA will complete the required invesƟgaƟons and documentaƟon. Based on a preliminary review of the previously prepared CEQA and NEPA documents, it is expected that supplemental invesƟgaƟons and documentaƟon would consist of:
Updated database searches for biological resources, cultural resources and hazardous materials to idenƟfy any newly listed species or new known occurrences of special status species that may be present in or near the project area, new known presence of cultural resources, or new incidences of release of hazardous materials in or near the project area.
For NEPA revalidaƟon, preparaƟon of the NEPA secƟons of a Caltrans NEPA/CEQA RevalidaƟon Form summarizing the results of supplemental invesƟgaƟons and documenƟng the NEPA Conclusion for the project. It is assumed that the NEPA Conclusion will be “The original environmental document or CE remains valid. No further documentaƟon will be prepared.”
For CEQA revalidaƟon, preparaƟon of a brief Addendum to the MND to either address minor technical changes or addiƟons to the approved MND, or to document that no condiƟons have occurred that would require preparaƟon of supplemental CEQA document.

AssumpƟons:
The project descripƟon and design, footprint, purpose, and need will not substanƟally change from what was previously evaluated in the CEQA and NEPA documents previously prepared for the project.
The project would remain included in the conforming Regional TransportaƟon Improvement Program and would conƟnue to not meet the definiƟon of a Project of Air Quality Concern (POAC); as a result, addiƟonal air quality analysis and conformity consultaƟon would not be required.
Task 7.0 Public and Stakeholder Outreach
7.1 Building Awareness
Building on the successful Complete Streets Branding developed during Phase 1 and 2, the BEN|EN team will revise the exisƟng fact sheet with updates on the preferred right-of-way configuraƟon, and construcƟon Ɵmeline. Graphically rich and engaging, the fact sheet will be translated into Spanish and Hmong, at minimum, and will be printed and distributed at all events and placed on the city’s project webpage.
AddiƟonally, web and social media content, graphics, and potenƟally interacƟve quizzes will be developed as part of the Franklin Complete Streets project. The BEN|EN team counts on an in-house graphics and bilingual communicaƟons team that can produce eye-catching graphics and resonant messages for posƟng on official city web and social media accounts and on partner pages including La Familia Counseling Center, and the Franklin Boulevard Business District.
Community Guide – At the end of the engagement process, The BenneƩ Team will develop a graphically rich community guide. Different from a fact sheet, a community guide typically is printed on an 11x17 paper that is then folded into a 4-page booklet. This expanded format serves to highlight the improvements of an enƟre corridor like Franklin.
Deliverables:
Updated Fact Sheet
Updated FAQ Sheet

7.3 ConnecƟng with Businesses
Driveway Access Briefings – Building on the leader interviews, we propose seƫng up Driveway Access Briefings with impacted business and property owners. These briefings again are intended as direct, in-person, on-site opportuniƟes to engage with a set of businesses that share a locaƟon or access point. A potenƟal implementaƟon framework would be to split up the corridor into two segments and treat each side on the east and west as a specific study area. Thus, a total of 4 Driveway Access Briefings would take place at each locaƟon and would include “walkshop” components where parƟcipants and project team members walk the site to discuss concerns or ideas.
Business Forum – The culminaƟon of the outreach is proposed as a business round-table co-hosted by the Franklin Blvd Business district. The BEN|EN team would coordinate content presentaƟon that would synthesize the key ideas heard and the consensus developed for each of the 12 Driveway Access Briefings.
PresentaƟons on the Driveway Access issues, or resoluƟons would be a key feature. Other forum components will include an overview of the general Complete Streets Plan, and preference-seƫng acƟviƟes related to the arts, landscaping, and business corridor idenƟty. Task assumes that one (1) meeƟng will be hosted via MicrosoŌ Teams.

pproved by the City’s Project Manager.
Estimating ODCs
Any ODCs need to be itemized with a not‐to exceed total for each item. If an ODC item is not listed, it will not be reimbursable under the contract. Please consider the total costs for each individual item to determine if it warrants individual tracking and invoicing or whether it should more efficiently be absorbed within overhead costs.
