Description/Analysis
Issue Detail:

To continue the Department of Community Response’s (“DCR”) efforts to mitigate the impacts of homeless encampments in the City, DCR recommends that City Council approve agreements with Foege Schumann Global Disaster Solutions LLC (“FS Global Solutions”) to provide one year of citywide cleanup and disposal services through June 30, 2026. FS Global Solutions has extensive encampment cleanup experience with other municipalities, service provision experience with the unhoused community, as well as knowledge and practice in prevailing wage compliance and requirements pursuant to state law.

In January 2025, DCR issued a Request for Proposals (RFP) for citywide cleanup and disposal services, with a deadline of March 14, 2025. DCR received fourteen (14) proposals in response to the RFP, and after a thorough review, reference checks, and interviews, the panel selected FS Global

Solutions to provide citywide cleanup and disposal services. The panelists were asked to rank proposals based upon the following criteria categories:
• Background and Experience
• Ability to Provide Coverage
• Cost/Budget Proposal
Of the four companies that were determined by the review panel to have the necessary background and experience, two were determined to have the ability to provide coverage on the timeline needed.

Of those two, FS Global Solutions budget was about 10 percent more cost effective than the alternative. Additionally, FS Global Solutions presented more compelling and robust cost containment strategies, including efficiency improvements and operational refinements that allow for comparable service levels at a reduced cost.

To optimize efficiencies in the scope of work while containing costs, FS Global Solutions will work with DCR’s Office of Community Outreach to implement several strategies to maintain the levels of service the City has come to expect. These include:
• Optimized Incident Management Team (IMT) Coordination - Strengthening integration with IMT planning will ensure cleanup resources are deployed efficiently, aligning efforts with priority areas and urgent response needs. This enhanced coordination will enable the following strategies to be implemented:
o Predictive Analytics for Resource Deployment - Utilizing data-driven models to forecast high-need areas based on historical trends and real-time reports will optimize crew deployment, ensuring resources are used efficiently. o Flexible Scheduling for Crews - Adjusting work assignments based on peak demand times or high-volume cleanup areas to reduce labor inefficiencies and ensure more timely service responses.
• Automated Call Categorization Improvements - Enhancing call categorization using automation implemented in collaboration with IT will improve response times and streamline service requests by ensuring accurate classification of cleanup needs. • Operational Efficiency Strategies for Field Crews - Reducing delays to operations and minimizing downtime in the field by using rotating dumpsters to maximize work time and reduce haul-related delays, ensuring crews remain productive throughout shifts. • Expanded Transfer Station and Disposal Network - Increasing access to a broader network of transfer stations and disposal sites will provide more flexibility in waste management, cutting transport time and lowering overall disposal costs. • Public Works Collaboration for Enforcement Alignment - Enhancing coordination with Public Works to synchronize illegal dumping enforcement efforts with homeless camp cleanup operations will create a more unified approach to environmental hazard mitigation, reducing duplicate efforts and improving citywide cleanliness.

• Automated Route Planning and Mapping for Cleanup Routes - Utilizing mapping technology to pre-plan optimized disposal routes can cut fuel and operational expenses.

Despite these cost containment strategies, the contract still represents an increased cost of about 48 percent over previous years, as it is now subject to prevailing wage requirements. DCR is working with a labor compliance consultant to ensure prevailing wage requirements are met. If approved, FS Global Solutions will provide cleanup and litter abatement coverage through the Citywide Cleanup Services Agreement to mitigate the effects of unsheltered homelessness in the City beginning on July 1, 2025. FS Global Solutions will respond to 311 calls throughout the City, Monday through Friday.

Cleanup services will include five cleanup crews assigned to specific planning zones; 311 calls received in Salesforce will be organized by district, and crews will work with dispatch and DCR to ensure efficient routes and effective cleanup services within the assigned area. All incoming 311 trash -related calls will be responded to by FS Global Solutions within 72 hours of creation, unless special follow-up is required. Additional crews will respond to designated areas of need and assist the Incident Management Team in responding to coordinated, multi-departmental cleanups. All costs for labor will be covered by the Citywide Cleanup Services Agreement.

FS Global Solutions will be responsible for hauling and disposing of collected debris and will be reimbursed for these expenses via the Disposal Services Agreement. To receive reimbursement, FS Global Solution will provide a log with all invoicing that details the number of trips taken to transfer stations, date, weight slip, and corresponding 311 calls. The Disposal Services Agreement will only provide reimbursement for the direct costs of trash disposal.

In 2024, DCR received over 18,400 trash-related 311 calls and closed over 18,700 calls; this resulted in the collection and disposal of approximately 9.1 million pounds of trash. Based on current call volume trends, we forecast a slight reduction in calls for service, with an estimated 17,400 calls expected in 2025. This anticipated decline is attributed to overall effectiveness of the Incident Management Team. This effectiveness is rooted in improvements of cleanup response times, enhanced call categorization strategies, and proactive measures to mitigate concerns before they escalate into larger service requests.

Policy Considerations: Pursuant to Sacramento City Code section 3.56.090, any agreement for non -professional services that is for $250,000 or more requires City Council approval.

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on June 12, 2025, in compliance with City Code.

Economic Impacts: None.

Environmental Considerations: This report concerns administrative activities and government fiscal activities that do not constitute a “project” and are not subject to the provisions of California Environmental Quality Act (CEQA) (CEQA Section 15378(b)(2)). Additionally, pursuant to CEQA Guidelines section 15061(b)(3), these activities are exempt from the California Environmental Quality Act (CEQA) because they do not have the potential for causing a significant effect on the environment.

Sustainability: Homeless encampment cleanup services support the safe collection and disposal of waste to reduce impacts of unsheltered homelessness on public health and natural resources.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Services provided under this agreement address the ongoing mitigation of the impacts of homelessness on the City.

Time is of the essence in addressing these needs as the current Citywide Cleanup and Disposal Agreements expire on June 30, 2025.

Financial Considerations: Sufficient funding is available in the Homeless Housing Initiative MYOP (I02000200) to support the recommended budgetary transfer of $2,786,169 (Measure U, Fund 2401) to the Community Response MYOP (I23000100). After completion of the recommended transfer, sufficient funding will be available in the Community Response MYOP (I23000100, Fund 2401) to execute agreements with FS Global Solutions in an amount not-to-exceed $6,224,588 for citywide cleanup services and $500,000 for disposal services.

Local Business Enterprise (LBE): FS Global Solutions meets LBE requirements.
