Department of Youth, Parks, and Community EnrichmentPark Maintenance DivisionIntegrated Pest Management ProgramApproved: Shawn Aylesworth, Park Maintenance ManagerDate08/01/2024Division GoalsThis program is intended to reduce risks to local water resources associated with pesticides, while supporting Division’s core goals, which are to provide safe, clean and accessible parkland facilities. The need for pest control work is necessary to provide essential services. These are the types of pest control that the Division currently engages or may engage in: Childcare Program (Healthy Schools Act)Landscape MaintenanceStructural and IndustrialAquaticRight-of-WayPlant AgricultureForestAnimal AgricultureHealth RelatedWood PreservationAntifouling Paints or CoatingsSewer Line Root ControlField Fumigation Fungal Pest Control Rodent Pest ControlOther Division IPM Plans Page 2 of 4Principles of IPM The City IPM Program development and implementations may define IPM by the University of California Statewide IPM Program (UC-IPM) or the California Structural Pest Control Board definition. The UC-IPM definition is: Integrated pest management (IPM) is an ecosystem-based strategy that focuses on long- term prevention of pests or their damage through a combination of techniques such as biological control, habitat manipulation, modification of cultural practices, and use of resistant varieties. Pesticides are used only after monitoring indicates they are needed according to established guidelines, and treatments are made with the goal of removing only the target organism. Pest control materials are selected and applied in a manner that minimizes risks to human health, beneficial and non-target organisms, and the environment. (UC-IPM Webpage “What is IPM?”, 2024) The CA Structural Pest Board definition is: “Structural integrated pest management (IPM) means a systematic decision-making approach to managing pests, which focuses on long-term prevention or suppression with minimal impact on human health, property, the environment, and non-target organisms. Structural IPM incorporates all reasonable measures to prevent pest problems by properly identifying pests, monitoring population dynamics, and using behavioral, physical, biological or chemical pest population control measures to reduce pests to acceptable levels. If a pesticide application or other intervention is determined to be necessary, the selection and application of the intervention shall be performed in a manner that minimizes risk to people, property, the environment, and non-target organisms, while providing effective pest management. For the purpose of this section, intervention means an action, device, product or practice that is intended for the prevention, control, management, elimination or abatement of a pest.” (Cal. Code Regs. Tit. 16, § 1984) The four basic categories of controls used in IPM are: Habitat and Physical Control: This type of control alters the environment in which a pest lives, traps, and removes pests where they are not wanted, or excludes pests. Cultural and Behavioral Control: Strategies in this method involve manipulating environmental conditions to suppress or eliminate pests. Biological Control: In this control strategy, predators, parasites or disease organisms are used to control pest populations. Chemical Control: Chemical control is the use of pesticides, of which herbicides, rodenticides, fungicides, insecticides are the most well-known, but also includes growth regulators, disinfectants, and swimming pool chemicals. Chemical controls (pesticides) are an integral part of Division IPM Plans Page 3 of 4IPM but relying on this method of control is almost always a temporary measure. Use of non- chemical control shall be prioritized and be practiced alongside other types of control. Responsibilities The Park Superintendent(s) is the primary authority and responsibility forupdating, modifying and implementing the Division IPM Program. This includesidentifying Divisional pest management needs (i.e. vegetation, structural, aquatic). The Park Superintendent(s) is responsible for communicating IPM programexpectations and coordinating with contracted or City pesticide applicators toeducate them on the Division’s operational requirements and standards. Theywill also collect and review submitted IPM Plans for compliance with theDivision’s IPM Program. The Park Superintendent(s) will be responsible for maintaining recordsassociated with the implementation of this program for at least 5 years.Park Superintendent(s) will have the responsibility of responding to andcoordinating with pest management professionals to ensure housekeeping andmaintenance practices are conducted to reduce pest habitat. DOU staffresponsibilities will be specified in the IPM facility and program specific plans. The Division’s pesticide applications will be made only by qualified City PCA’s orcontractors who are Qualified Applicators holding a valid QAL or QAC issued byDPR, by City staff working under the direct supervision of Qualified Applicators.Qualified Applicators are responsible for making on-site determinations regardingthe appropriateness of pesticide applications based on their evaluation of fieldconditions, including weather, safety issues, vegetation status, and proximity ofnon-target organisms to the treatment site.Contracting requirements: The City of Sacramento contracts for pestmanagement services shall include a requirement for vendors to be certifiedIPM practitioners via pre-approved IPM certification programs and toimplement IPM principles and practices, as defined by the CA Division ofPesticide Regulation and/or the CA Structural Pest Control Board.IPM Program Needs Pest control is necessary to deliver essential services, as outlined below Pest control used on landscaping at parkland facilities as required to control weeds, invasive insects, plants, rodents, and fungi to discourage pest habitat, reduce fire risk, and ensure safe recreational access and enjoyment for all visotrs Division IPM Plans Page 4 of 4IPM Plan DevelopmentAll Qualified Applicators are expected to evaluate site conditions and control measure effectiveness, identify conducive conditions, consider the potential for alternative controlmethods, and recommend changes to pest control activities as appropriate. These evaluations and recommendations should be presented to the Division in IPM Plans. Both applicators and City staff shall seek to utilize pest controls that reduce the reliance on chemical controls while avoiding impacting City critical operations and complying with other local, state, and federal regulations and guidance. IPM Plans may be created by City staff to guide staff and contractors or required by City contracts as a deliverable. IPM Plans should include:1.Scope of pest control the plan covers.2.Pest identification of common or likely pests encountered.3.Monitoring and assessing pest impact.4.Guidelines or thresholds for when management action is needed.5.Using a combination of biological, cultural, physical/mechanical, andchemical pest management.6.A process to evaluate control methods and adjusting where necessary.IPM Plan List 1.
