Additional Description/Analysis
Issue Detail: The Department of Utilities (DOU), Environmental and Regulatory Compliance section of the Engineering & Water Resources Division desires to conduct a pilot study to determine which of the State-Certified Trash Full Capture Systems will most efficiently and economically meet the Water Board adopted statewide Trash Provisions to address the impacts of trash on the beneficial uses of surface waters.
Policy Considerations: This agreement exceeds the City Manager’s approval authority and requires approval by City Council.
File ID: 2025-00608 7/22/2025
To conduct the pilot study, DOU intends to test various State-certified trash full capture systems. City Code section 3.56.230 allows the City Council to suspend competitive bidding, on a two-thirds vote, if the Council determines it is in the City’s best interests. Staff believes it is in the best interests of the City to suspend competitive bidding to allow DOU to evaluate the overall cost effectiveness of the products supplied by various manufacturers of the State-certified products under the City’s circumstances. The results of this pilot will help the City comply with the adopted State-mandated trash capture regulations.
Economic Impacts: None.
Environmental Considerations: The activity described in this report has been determined to not be a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b)(2). The activity is a continuing administrative or maintenance activity, such as the purchases of supplies or personnel related actions [CEQA Guidelines section 15378 (b)(2)] and is not subject to CEQA (CEQA Guidelines Section 15060(c)(3)]. Future maintenance activities that may result as from the approval of this agreement are generally exempt from CEQA pursuant to CEQA Guidelines Section 15301.
Sustainability: The proposed contract is consistent with the 2040 General Plan under policy PFS-
3.1 as it is related to public facilities and safety, including providing reliable water, wastewater, and stormwater drainage service to the City of Sacramento.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The Water Board requires only certified devices to meet the regulatory requirements of the Trash Provisions for the installation of trash full capture systems. DOU desires to pilot trash full capture systems to evaluate long-term cost-effectiveness and efficiency of the devices.
Financial Considerations: Purchase orders will only be executed for full trash capture systems shown on the latest version of the State-Certified Trash Full Capture Systems Available to the Public list. The total amount will not exceed $500,000.
Funding for the first year of this agreement of approximately $100,000 has been included in the approved Fiscal Year 2025/26 DOU CIP Budget. Sufficient funds are available in the Trash Capture Systems Pilot Project Storm Drainage Property Fee Fund (W14230100, 6021 Fund). Funding for future fiscal years shall be subject to funding availability in the adopted budgets for the applicable fiscal year in an amount not to exceed $500,000 over the five-year term. Purchase orders encumbering funds under this agreement will not be created until needs and funding are identified in the applicable budget (operating, capital, multi-operating, or grants). There are no impacts to the

General Fund for this project.
Local Business Enterprise (LBE): Waived as the City is suspending competitive bidding and utilizing an alternative procurement method.
Background: The Water Board Trash Provisions require municipalities to prevent trash greater than 5mm from discharging from Municipal Separated Storm Sewer Systems (MS4) into waterbodies during the 1-year, 1-hour storm. For the City of Sacramento, the regulatory deadline for this requirement is 2030.
The Water Board maintains a list of approved systems to capture trash that meets the regulatory requirements, which are referred to as State-certified trash full capture systems. The City’s Trash Implementation Plan (November 2018) includes installation of State-certified trash full capture systems as a component of the larger plan to meet this regulatory deadline.
The State-certified trash full capture systems vary in design, installation location, durability, and maintenance requirements. Due to the large number of products and the variety of possible installation locations, the Trash Full Capture Systems Pilot Project will be used to determine the highest-ranking systems in terms of cost effectiveness and reliability to ensure that the final products installed are in the City’s best interests. Trash full capture systems must be maintained when screens reach 50% blockage. As a result, maintenance is expected at least annually, and as frequently as before each storm event.
An objective of the pilot project is to develop new City standards for full trash capture systems at the various installation locations in the City’s storm drainage system. Manufacturers of the highest ranked products will be asked to enter into contract negotiations with the City. Final contract approval for amounts exceeding the City Manager’s authority will be approved by the City Council at a future Council meeting.
