Additional Description/Analysis
Issue Detail: Staff is recommending that the city council authorize the city manager or designee to execute a professional service agreement with Mithun, Inc. (Mithun) in an amount not to exceed $752,003, with a time of performance from the date the agreement is fully executed by the parties to July 31, 2027. Mithun will provide consulting services for the Central City Specific Plan Update.
The Central City Specific Plan (CCSP) area is generally bound by the Sacramento River to the West, the River District and Railyards specific plan areas and the American River to the North, Highway 80 to the East, and the West Broadway Specific Plan and Highway 50 to the South (See Attachment 1 - CCSP Project Location). Spanning approximately 2,900 acres, the Central City incorporates historical landmarks such as the Memorial Auditorium with modern developments like the Golden 1 Center, a major sports and entertainment venue, all while being surrounded by the Sacramento and American River parkways. The Central City also includes a wide variety of State government buildings, including the California State Capitol; corporate offices and businesses; high-rise condominiums; residential neighborhoods; parks and recreational areas; restaurants; shops; galleries; museums;

theaters; schools; hotels; and industrial and manufacturing complexes. Several major developments are currently underway in the Central City, including the R21 Lofts, the Esperanza apartments, and the Diggs mixed-use development project.
The Central City Specific Plan, adopted in 2018, has served to support increased housing development and economic activity in the Central City. Updating the Central City Specific Plan will ensure the plan remains responsive to community needs and supports the continued growth and evolution of the Central City. The full scope of services is included in Attachment 2 - Professional Services Agreement. Key components of this update will include:
· A community engagement plan
· Undertaking an existing conditions assessment
· Updating the Central Core Private Realm Design Guidelines and the Central City Neighborhood Design Guidelines
· Preparing a historic property analysis of properties identified in the City’s Mid Century Historic Context and Survey Report
· Conducting a mobility analysis
· Updating the infrastructure analysis
· Evaluating and updating the Finance Plan
· Preparing an environmental analysis
· Ensuring consistency with the 2040 General Plan
Policy Considerations: City Code section 3.56.090 requires City Council approval for all agreements in the amount of $250,000 or more.
Additionally, the proposed project will be consistent with and guided by the City’s goals and policies as established in the 2040 General Plan and 2021-2029 Housing Element, including the following:
· Goal LUP-4 Walkable, transit-oriented centers and corridors that concentrate new jobs, housing, and entertainment opportunities to support frequent, reliable transit service and foster connected, accessible neighborhoods.
· Policy LUP-4.2 Incentivizing Infill. The City shall consider a range of incentives to attract development to centers, corridors, and sites, including the following:
o Prioritization of capital investment strategies for infrastructure, services, and amenities to support development;
o Economic incentives (e.g., fee reductions, regulatory exemptions, or tools such as enhanced infrastructure financing districts (EIFDs), Opportunity Zones, and Enterprise Zones);
o Streamlined development review, environmental review, and permitting processes; o By-right entitlements for development projects consistent with applicable zoning; o Ministerial approval of infill housing and mixed-use projects consistent with objective development and design standards;
File ID: 2025-01117 7/22/2025
o Public-private partnerships; and
o Proactive solicitation of development.
· Goal LUP-8 A unique and varied sense of place, defined by distinctive natural and urban elements that contribute to local quality of life and hometown pride. · Policy LUP-8.2 River as Signature Feature. The City shall require new development along the Sacramento and American Rivers to use the natural river environment as a key feature to guide the scale, design, and intensity of development, and to maximize visual and physical access to the rivers, subject to the public safety requirements of local, state, and federal agencies and plans, including the American River Parkway Plan, the Local Maintaining Agencies (LMA), and the Central Valley Flood Protection Board (CVFPB). · Goal LUP-9 Arts, culture, and entertainment that enriches neighborhood quality of life, strengthens community identity, and contributes to economic prosperity. · Policy LUP-9.2 Destination City. To leverage the economic potential of Sacramento’s cultural and entertainment assets, the City shall grow, support, promote, and attract marquee arts, culture, and entertainment events that distinguish Sacramento as a destination in the region and the state.
· Goal HCR-2 A comprehensive, citywide preservation program that identifies, protects, and assists in the preservation of Sacramento’s historic and cultural resources. · Policy HCR-2.4 Incorporating Preservation into Comprehensive Planning. The City shall continue to consider historic and cultural resources in its current and long-term comprehensive planning efforts. To this end, the City shall incorporate specific preservation goals, policies, and programs into Community Plan and Specific Plan updates and neighborhood planning efforts, as appropriate.
· Policy H-1.5 Facilitate Development Through Specific Plans and Commercial Corridor Action Plans. The City shall prepare specific plans and action plans in infill areas and along commercial corridors through a process that includes significant community participation and facilitates infill residential development, affordable housing production, and accommodates more “by-right” housing development in these areas with reduced processing time and costs, while protecting existing residents and businesses from displacement. · Policy H-1.6 Support Infrastructure Improvements in Targeted Infill Areas. The City shall identify infrastructure needs in infill areas; seek new sources of funding for planning and financing infrastructure improvements; and prioritize investments to lower construction costs and catalyze new housing development, particularly in disadvantaged and historically underserved communities as described in the 2040 General Plan Update.
Economic Impacts: The Central City Specific Plan Update aims to support increased housing development and economic activity in and around the project area. In addition, any proposed circulation and mobility improvements, such as Sacramento Regional Transit’s proposed streetcar project, would aim to improve access to and from the area, while also increasing local foot traffic, which could support and bolster new local businesses in the area.

Environmental Considerations: This report concerns administrative activities and government fiscal activities-the execution of a professional services agreement to prepare a specific plan and related documents-that do not constitute a “project” as defined by the California Environmental Quality Act (CEQA) Guidelines sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines15060(c)(3)). City Council will consider the environmental effects of the specific plan, in compliance with CEQA, at the time it considers the adoption of the specific plan.
Sustainability: The preparation of a specific plan for the project area will help facilitate transit- oriented development, infill development, reuse, and reinvestment in an existing urbanized area.
Additionally, increased housing and mobility opportunities within the Central City will help decrease dependence on the use of private vehicles, reduce long commutes, reduce the use of fossil fuels and greenhouse gas emissions, and help meet air quality standards.
Commission/Committee Action: Not applicable
Rationale for Recommendation: Consultant services are required to support the preparation of the Central City Specific Plan Update to both augment staff time and expertise. In accordance with the City’s professional services policy, the contract was competitively solicited through RFP NO.
P25211222001. On January 31, 2025, the Community Development Department released a Request for Proposals, inviting interested firms to submit proposals. A selection committee comprised of five City staff across different departments reviewed the proposals and interviewed the three firms that submitted proposals. Mithun was ultimately selected to lead the Central City Specific Plan Update.
Financial Considerations: There is sufficient funding in the Central City Specific Plan Update project budget (I22000008) to award the contract in the amount of $752,003.
Local Business Enterprise (LBE): Mithun is not an LBE, but it satisfies the LBE requirements by subcontracting a minimum of 5% of the contract with local businesses.
