Description/Analysis
Issue Detail: Staff recommends Council award a construction contract to Soracco, Inc., to remove and upsize approximately 3,980 linear feet of separated sewer pipe, remove and replace manholes, replace and reconnect sewer services, and perform point repairs at the locations listed below. · Edgewater Road
o Traction Avenue to Santiago Avenue/Bay Drive Alley
o El Monte Avenue/Del Paso Boulevard Alley to Globe Avenue · Arden Way/El Monte Avenue Alley
o Acoma Street/Barstow Street Alley to Barstow Street
· Del Paso Boulevard/El Monte Avenue Alley
o Acoma Street to Colfax Street
File ID: 2025-01301 7/22/2025
o Grove Avenue to Hawthorne Street
In a DOU study of Basin G304/G305, these locations were found to be deficient when assessed with their ability to convey peak wet weather flows for a 10-year storm under existing and buildout conditions. Separated sewer systems must be able to handle peak wet weather flows because rainwater and groundwater can enter the system through cracks or aging pipes, increasing the risk of overflows and backups. This project will improve these conditions by increasing the capacity to convey peak wet weather flows and mitigate surcharge to help promote residential and commercial development in the Del Paso Boulevard area.
Policy Considerations: City Council approval is required to award construction contracts of $250,000 or more per City Code 3.04.010. The action requested conforms with City Code 3.56.020 for the award of competitively bid contracts to the lowest responsible bidder.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was posted for 10-day review on July 9, 2025, as required.
Economic Impacts: This project is expected to create 13.23 total jobs (7.61 direct jobs and 5.62 jobs through indirect and induced activities) and create $2,042,624.40 in total economic output ($1,287,481.77 of direct output and another $755,142.63 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations: This project was reviewed and determined to be categorically exempt from the California Environmental Quality Act (CEQA) under Section 15302. This project includes removing and replacing existing separated sewer mains (utility systems) involving negligible expansion of capacity (CEQA Guidelines Section 15302 (c)).
Sustainability: The proposed project is consistent with the 2040 General Plan goal PFS-3.3, “Development Impacts”, as it improves infrastructure reliability and address capacity needs within the existing separated sewer system to best support new development. The area within Sewer Basin G304 and G305 has been identified by the Planning Department as a primary redevelopment area and will benefit from this project’s sewer capacity improvements.

Commission/Committee Action: Not applicable.
Rationale for Recommendation: The project was advertised, and three bids were received and opened on May 14, 2025. Soracco, Inc. was the lowest responsible bidder.
The bid results are as follows:
Contractor Amount
Soracco, Inc. $3,308,242.00
Ranger Pipelines Incorporated $5,099,193.00
McGuire and Hester $5,508,230.00
The Engineer’s construction cost estimate was $3,534,000.
Financial Considerations: Sufficient funds exist in the Del Paso Boulevard Infrastructure Needs project (X14160500, Funds 6002 and 6206) to award a construction contract to Soracco, Inc. for an amount not-to-exceed $3,308,242.00.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Soracco, Inc. is not an LBE but has partnered with Pace Supply Corp, Anrak Corp, and APS Environmental for this project to exceed the minimum LBE participation requirement. Pace Supply Corp will provide sewer pipe material. Anrak Corp will provide asphalt grinding services. APS Environmental will provide closed-circuit television (CCTV) services.
Background: Sewer Basins G304 and G305 are generally located east of the Natomas East Main Drainage Canal (NEMDC) within the Del Paso Boulevard Area of Sacramento Council District 2. A long range plan for these basins, called Sacramento Basins G304/G305 Sewer Master Plan, was completed in June 2018 by Woodard & Curran. This plan identified capacity and condition-related deficiencies and proposed several capital improvement project (CIP) alternatives to address them.
One of these alternatives was the Del Paso Boulevard Infrastructure Needs project.
On September 26, 2023, this project was awarded $3,916,000 from the Green Means Go Grant managed by the Sacramento Area Council of Governments (SACOG) to support infill development that improves housing affordability through non-transportation infrastructure within locally adopted Green Zones. The Del Paso Boulevard area is a Green Zone and incorporates residential, commercial, and industrial applications. This area has many vacant parcels for development and is closely connected to jobs and services in the nearby Sacramento Areas.
This project was identified as a critical improvement to the Del Paso Boulevard area, as it increases

capacity to the critical trunk main in the area to allow for the anticipated residential, commercial, and industrial development. After the award, the State’s Housing and Community Development Department (HCD) reduced the SACOG’s REAP 2 allocation by 6%, which therefore was passed down to the Awardee. As a result, the City’s grant amount was reduced by $234,960, however, the City made up for the reduced amount by adding Development Impact Funds.
