Description/Analysis
Issue Detail: On January 17, 2023, the City issued RFP No. P23081111001 for consulting services to provide as-needed examination and testing for the Police and Fire departments. On November 27, 2023, the City entered Contract PRC002410 with CPSHR Consulting to conduct these services, which are required as part of the selection process for Civil Service Classifications.
Promotional Civil Service examinations are open only to internal candidates with experience in lower City classifications within the same progression ladder. To ensure a fair selection process, the Police and Fire departments utilize consulting firms to oversee promotional examinations.
CPSHR Consulting’s contract remains active through November 26, 2026. It was originally approved with a Not-to-Exceed (NTE) amount of $240,000. As of June 2025, only $62,875 remains, most of which will fund the upcoming Fire Engineer examination. With anticipated vacancies and expiring eligibility lists, at least four additional public safety recruitments are needed, requiring an estimated $150,000. This increases the NTE to $390,000, exceeding the $250,000 threshold, and requires City Council approval.
