Professional Services Agreement with Buckley Government Affairs LLC for Legislative Advocacy Services

Recommendation: Pass a Motion authorizing the Interim City Manager or designee to execute a professional services agreement with Buckley Government Affairs LLC, at a retainer of $12,000 per month for a total of 24 months. The agreement also provides for up to three optional one-year extensions for the same monthly amount. The total amount of the contract for five years is a not-to- exceed amount of $720,000.

Description/Analysis
Issue Detail: The City has a need for state legislative advocacy services. The previous legislative advocacy services contract expired on June 30,2025. After issuing a Request for Proposals, the City has determined to enter into a contract with Buckley Government Affairs LLC.
Policy Considerations: The action requested herein is in compliance with City Code 3.64, requiring City Council to authorize execution of agreements over $250,000.
The City’s legislative advocates facilitate the implementation of the City’s legislative platform adopted annually by the City Council.
Economic Impacts: None.

Environmental Considerations:
California Environmental Quality Act / National Environmental Policy Act: The action requested herein is not subject to the provisions of CEQA under the general rule (Section 15061) in that CEQA applies only to projects that have the potential for causing a significant effect on the environment.
Approval of executing an agreement will have no effect on the environment and is therefore exempt from CEQA.
Sustainability: None.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: A solicitation to provide professional services for Legislative Advocacy Services was advertised on May 15, 2025. Three proposals were received from Buckley Government Affairs LLC, California Public Policy Group, Inc., and Townsend Public Affairs. The City ranked and scored the proposals from interested bidders as follows:
Buckley Government Affairs LLC was determined to be well-qualified to provide legislative advocacy services.

Financial Considerations: The initial term of this contract shall be two years and has a not-to- exceed amount of $288,000, or $12,000, per month. The agreement also provides for up to three optional one-year extensions for the same monthly amount. The fully burdened amount shall not exceed $720,000. There is sufficient funding available in the Fiscal Year 2025/26 adopted budget to fund the first year of the agreement. Funding for succeeding years will be subject to funding availability in the adopted budget for the applicable fiscal year.
