Description/Analysis
Issue Detail: In March 2020, the City Council approved the Envision Broadway in Oak Park Complete Streets Plan as the City’s design guide for the reconfiguration of the Broadway corridor in Oak Park between Franklin Boulevard and Martin Luther King Jr. Boulevard (Resolution 2020-0069).
Broadway is a major east-west arterial that provides cross-town connection between Interstate 5 and 65th Street. Primary land uses along Broadway include residential neighborhoods, commercial developments, retail, and restaurants. The existing Broadway corridor consists of a four-lane facility with on-street parking and with infrequent segments of class II bike lanes and skewed intersections which restrict sight distance. The average daily traffic is 15,000 vehicles per day, and the posted speed limit is 30 mph. Public transportation on the corridor includes multiple Sacramento Regional Transit (RT) bus stops for Route 51, 67, and 68.
File ID: 2025-01287 7/29/2025
The project was initially identified in 2017 when the Oak Park Neighborhood Association (OPNA) collaborated with Civic Thread on a community-driven Active Travel Study. The primary aim of the study was to address traffic safety and mobility issues in Oak Park. In response to the findings, the City launched the Envision Broadway in Oak Park Complete Street Plan in 2020. As part of this effort, analysis of a road diet was conducted, and recommendations were made based on the findings. The Envision Broadway in Oak Park Plan created a strategy to implement a road diet with buffered Class II bike lanes throughout the corridor, with intersection improvements that included curb extensions, high-visibility cross walks, and painted bike lanes. The plan also emphasized the preservation of historic palm trees found along the corridor, as well as the integration of public art to enhance the area's aesthetic appeal, and the creation of new gateways to define and celebrate the neighborhood’s identity.
The City was awarded federal grant funding for preliminary engineering and environmental clearance.
The proposed project will construct bicycle lanes and pedestrian facilities and reconfigure the existing four-lane roadway to a three-lane facility, which will consist of two travel lanes (one lane in each direction), a two-way left-turn lane or left-turn pockets at intersections, and Class II buffered bicycle lanes.
The proposed project will enhance pedestrian safety by providing mid-block crossings at critical locations and bulb-outs to shorten pedestrian crossings.
The improvements proposed with the Envision Broadway in Oak Park Project are consistent with and will continue the transportation pattern on similar adjacent projects on the Broadway Corridor:
· The Broadway Complete Street project (Interstate 5 to Franklin Boulevard) will reduce travel lanes and install buffered bike lanes and pedestrian crossing enhancements. This project will be constructed in two phases. The first finished construction in 2024, and the remaining segment is planned for construction in 2026.
· The Broadway Vision Zero project (Martin Luther King Jr. Boulevard to Stockton Boulevard) will reduce travel lanes and install buffered bike lanes and pedestrian crossing enhancements.
This project is planned for construction in 2027.
The preliminary plans show the proposed improvements.
Policy Considerations: The recommendations are consistent with the following 2040 General Plan policies:
M-1: An equitable, sustainable multimodal system that provides a range of viable and healthy travel choices for users of all ages, backgrounds, and abilities.
File ID: 2025-01287 7/29/2025
M-1.2 User Prioritization. The City shall prioritize mobility, comfort, health, safety, and convenience for those walking, followed by those bicycling and riding transit, ahead of design and operations for those driving.
M-1.9 Equitable Processes and Outcomes. The City shall ensure that the transportation system is planned and implemented with an equitable process to achieve equitable outcomes and investments so that all neighborhoods one day will have similar levels of transportation infrastructure such as sidewalks, marked low stress crossings, and bikeways.
M-1.11 - Increase Bicycling and Walking. The City shall strive to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.
M-4.1 Application of Safety. The City shall design, plan, and operate streets using complete streets principles to ensure the safety and mobility of all users.
M-4.2 Safer Driving Speeds. The City shall work to maximize the safety of the transportation network by designing streets for lower driving speeds and enforcing speed limits in an unbiased manner as well as promoting safer driving behavior.
M-4.3 Vision Zero. The City shall utilize a data driven, “vision zero” approach to eliminate all traffic fatalities and severe injuries by 2027, while increasing safety, health, and equitable mobility for all.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): The City’s Environmental Planning Services Manager has determined that the Project is exempt from the California Environmental Quality Act (CEQA) under Class 1, Section Number 15301, Existing Facilities. The Project is exempt because it consists of the operation, repair, or minor alteration of public streets, sidewalks, gutters, bicycle lanes, and similar facilities involving no expansion of use [15301(c)].
National Environmental Policy Act (NEPA): This project is funded partially with federal funds. Caltrans is the lead agency for the NEPA determination, the environmental analysis being conducted to satisfy the requirements of NEPA is a categorical exclusion with technical studies.
Sustainability: The proposed project supports City Council’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.
File ID: 2025-01287 7/29/2025
Commission/Committee Action: The Envision Broadway in Oak Park Project was presented as a review and comment item to the Active Transportation Commission on May 16, 2024. The ATC was supportive of the multimodal improvements.
The project was presented to the Disabilities Advisory Commission (DAC) to review and comment on May 1, 2024. The DAC was supportive of the accessibility improvements.
Rationale for Recommendation: The approval of the preliminary plans and the finding the Project to categorically exempt from CEQA are necessary to proceed with the final design and pre- construction bidding documents.
Financial Considerations: Not applicable.
Local Business Enterprise (LBE): Not applicable
RESOLUTION NO.
Adopted by the Sacramento City Council
Approval of Preliminary Plans and Environmental Documentation for the Envision Broadway in Oak Park Project (T15225000)
BACKGROUND
A. In March 2020, the City Council approved the Envision Broadway in Oak Park Complete Streets Plan to guide the redesign of the Broadway corridor between Franklin Boulevard and Martin Luther King Jr. Boulevard. The Plan was developed through robust engagement with the community and stakeholders, and recommended a lane reduction to calm traffic, new buffered bike lanes, pedestrian crossing improvements, and modifications to traffic circulation.
B. In May 2022, the City Council established a Capital Improvement Project for the Envision Broadway in Oak Park Project (T15225000). The project was awarded federal funds through the Sacramento Area Council of Governments to perform preliminary engineering, community engagement, and environmental clearance.
C. The Envision Broadway in Oak Park Project (T15225000) will construct bicycle lanes and pedestrian facilities and reconfigure the existing four-lane roadway along Broadway to a three-lane facility, which will consist of two travel lanes (one lane in each direction), a two-way left-turn lane or left turn pockets at intersections, and Class II buffered bicycle lanes. The proposed project will enhance pedestrian safety by providing mid-block crossings at critical locations and bulb-outs to shorten pedestrian crossings.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. Based on the determination and recommendation of the City’s Environmental Planning Services Manager and the oral and documentary evidence received on the Envision Broadway in Oak Park Project, the City Council finds that the Project is exempt from the California Environmental Quality Act (CEQA) under Class 1, Section Number 15301, Existing Facilities. The Project is exempt because it consists of the operation, repair, or minor alteration of public streets, sidewalks, gutters, bicycle lanes, and similar facilities involving no expansion of use [15301(c)].
Section 2. The preliminary plans are approved for the Envision Broadway in Oak Park Project (T15225000).
