Additional Description/Analysis
Issue Detail: Broadway between Martin Luther King Jr. Boulevard and Stockton Boulevard was identified in the City’s Vision Zero Action Plan as one of the top five corridors in Sacramento with the highest numbers of fatal and serious crashes involving pedestrians, bicyclists, and motorists. The Broadway Vision Zero Project proposes to add traffic safety improvements, provide new bicycle facilities, and enhance pedestrian crossings.

Within the project limits, the existing Broadway Corridor consists of a four-lane facility with intermittent segments of Class II bike lanes and poor pavement condition. The intersection with Martin Luther King Jr. Boulevard has a history of crashes that prompted an evaluation of alternatives to determine the appropriate treatment. The concept for the ultimate configuration has been

developed with the Broadway Vision Zero Project and will be designed and constructed with the adjacent Envision Broadway in Oak Park Project (T15225000). Broadway is also a busy transit corridor serving several Sacramento Regional Transit bus routes.

The Broadway Vision Zero Project was established under the Transportation Corridor Program (R15210000). It will bring pavement conditions to a state of good repair and will also include a reduction in travel lanes from four lanes to three, continuous buffered bike lanes, enhanced pedestrian crossings, traffic signal modifications, and ADA improvements to curb ramps and bus stops. Additionally, interim improvements at the intersection with Martin Luther King Jr. Boulevard will be installed and be in place until the ultimate improvements are constructed with the Envision Broadway in Oak Park Project.

The improvements proposed with the Broadway Vision Zero Project are consistent with similar adjacent projects on the Broadway Corridor:
· The Envision Broadway in Oak Park Project, between Martin Luther King Jr. Boulevard and Franklin Boulevard, will reduce travel lanes and install buffered bike lanes and pedestrian crossing enhancements.
· The Broadway Complete Street Project (T15175300/T15245000), between Franklin Boulevard and Interstate 5, will reduce travel lanes and install buffered bike lanes and pedestrian crossing enhancements. This project will be constructed in two phases. The first finished construction in 2024, and the remaining segment is planned for construction in 2026.

The proposed improvements are shown on the preliminary plans.

Policy Considerations: The Broadway Vision Zero Project is consistent with the City 2040 General Plan goals and key policies of improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:

M-1.11 - Increase Bicycling and Walking. The City shall strive to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.

M-4.3 - Vision Zero. The City shall utilize a data-driven, “vision zero” approach to eliminate all traffic fatalities and severe injuries by 2027, while increasing safety, health, and equitable mobility for all.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The City’s Environmental Planning Services Manager has reviewed the project and determined that it is exempt from the provisions of

CEQA under Class 1, Section Number 15301, Existing Facilities. The project is exempt because it consists of the operation, repair, or minor alteration of public streets, sidewalks, gutters, bicycle lanes, and similar facilities involving no expansion of use [15301(c)].

Sustainability: The recommended action supports City sustainability goals. The transportation sector accounts for 57% of community-wide greenhouse gas emissions. The City’s Climate Action and Adaptation Plan includes several implementation measures to reduce vehicle trips and increase transit and active modes.

Commission/Committee Action: City staff presented the project to the Disabilities Advisory Commission (DAC) on May 1, 2024, to review and discuss. The DAC had suggestions on higher visibility of improvements, public outreach in the disability community, and regular maintenance of audible signals.

City staff also presented the project to the Active Transportation Commission (ATC) on May 16, 2024, to review and comment. The ATC was in support of the project and had discussion on spacing between bus stop locations and improvements to the pedestrian crossing at San Diego Way.

Rationale for Recommendation: The approval of the preliminary plans and the finding that the project is categorically exempt from CEQA are necessary to proceed with the project.

Financial Considerations: The total estimated cost to complete preliminary engineering, environmental documentation, and final design for the Broadway Vision Zero Project is $1,325,000.

There is sufficient funding within the Transportation Corridor Program (R15210000) to complete this phase of work.

There are currently no general funds planned or allocated for this project.

Local Business Enterprise (LBE): Not applicable.

Adopted by the Sacramento City Council

Approval of Preliminary Plans and Environmental Documentation for the Broadway Vision Zero Project (R15210000)

BACKGROUND

A. Broadway between Martin Luther King Jr. Boulevard and Stockton Boulevard was identified in the City’s Vision Zero Action Plan as one of the top five corridors in Sacramento with the highest numbers of fatal and serious crashes involving pedestrians, bicyclists, and motorists. The Broadway Vision Zero Project (R15210000) proposes to add traffic safety improvements, provide new bicycle facilities, and enhance pedestrian crossings.

B. The Broadway Vision Zero Project was established under the Transportation Corridor Program (R15210000) to design and construct improvements to enhance safety for all modes of travel.

C. The Broadway Vision Zero Project (R15210000) will bring pavement conditions to a state of good repair and will also include a reduction in travel lanes from four lanes to three, continuous buffered bike lanes, enhanced pedestrian crossings, traffic signal modifications, and ADA improvements to curb ramps and bus stops.

Additionally, interim improvements at the intersection with Martin Luther King Jr.

Boulevard will be installed and be in place until the ultimate improvements are constructed.

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. Based on the determination and recommendation of the City’s Environmental Planning Services Manager and the oral and documentary evidence received on the Broadway Vision Zero Project, the City Council finds that the Project is exempt from the California Environmental Quality Act (CEQA) under Class 1, Section Number 15301, Existing Facilities. The Project is exempt because it consists of the operation, repair, or minor alteration of public streets, sidewalks, gutters, bicycle lanes, and similar facilities involving no expansion of use [15301(c)].

Section 2. The preliminary plans are approved for the Broadway Vision Zero Project (R15210000).
