Description/Analysis
Issue Detail: Parking meters were installed in the city of Sacramento in 1944, with an initial list of individual streets designated as parking meter zones the following year. By 1951, traffic districts were created to establish comprehensive zones. California Vehicle Code section 22508 (a) requires that local authorities establish parking meter zones by ordinance.
Pursuant to the City Code, parking meters may only be installed within traffic districts designated as parking meter zones.
From 1951 through 1977, several traffic districts were designated as parking meter zones:
· Sacramento City Ordinance No. 1951-1570: Oak Park traffic district and Central traffic district.
· Sacramento City Council Ordinance No. 1953-1723: Broadway traffic district, Fort Sutter traffic district, and Central traffic district. Oak Park traffic district removed · Sacramento City Ordinance No. 1964-2588: North Sacramento traffic district, Fort Sutter

· Sacramento City Ordinance No. 1964-2588: North Sacramento traffic district, Fort Sutter traffic district, and Central traffic district. Broadway traffic district removed · Sacramento City Ordinance No. 1977-3917: Fort Sutter traffic district and Central traffic districts. North Sacramento traffic district removed.
Changes to traffic districts over the decades were in response to curb management needs.
Defining such specific areas within a city experiencing a rapid increase in events, new venues, and construction of both commercial and residential buildings limits the options available to support businesses, residents, and visitors. There will continue to be a need for more curb management solutions throughout the city, including areas beyond the current traffic districts.
The City of Sacramento manages approximately 6,391 paid on-street parking spaces within the Central City, spread across two designated meter districts. In total, there are over 25,000 parking spaces available in the area. While the installation of parking meters is permitted in many locations, that does not mean they will be installed indiscriminately. Parking meters are strategically placed based on data-driven analysis and operational need, with the goal of managing parking turnover, supporting business access, and ensuring availability-not simply because they are allowed. Spaces that do not benefit from or require demand management will not receive parking meters.
The proposed ordinance to amend section 10.40.010 of the Sacramento City Code intends to establish one comprehensive traffic district by expanding the current boundaries of the Central traffic district to incorporate the area bounded by the present Fort Sutter traffic district and extending the boundary farther east towards Elvas Avenue and 65th Street Expressway at Broadway.
The amended central traffic district boundaries will be set forth by description in the City Code as well as shown by the inclusion of a map providing a boundary outline.
Designation of one traffic district will provide a more efficient and timely response to curb management needs of residents, businesses, and visitors within Sacramento. Amendment of this section will also require amendment to section 10.04.010 to remove the definition of the Fort Sutter traffic district.
Additionally, another definition in section 10.04.010 requires an update to the term, “parking control checker” to “parking enforcement officer”, as the latter is the classification used in the present City of Sacramento job specifications. As this term applies to section 10.36.110, an amendment is required to update the term in both sections of the Sacramento City Code.
Policy Considerations: This action is consistent with the 2040 General Plan Policy M-2.14 Parking Supply. The City shall balance on-street and off-street parking supply with objectives for reducing vehicle miles traveled (VMT), improving air quality, supporting economic vitality, and fostering a high

quality of life throughout the city.
Economic Impacts: Amending the City Code to allow installation of parking meters in formerly restricted areas of the city will provide economic support to Sacramento businesses with turnover of parking spaces. Additionally, utilization of other curb management methods will increase parking availability for residents in areas where parking time limits are no longer effective.
Environmental Considerations: California Environmental Quality Act (CEQA): The current proposal involves restrictions to parking by the installation of parking meters. The proposal is not a “project” in accordance with Section 15378 of the California Environmental Quality Act Guidelines. The proposal does not have a potential for resulting in either direct or indirect physical changes in the environment.
Therefore, as determined by the City’s Environmental Services Planning Manager, no environmental review is necessary.
Sustainability: This action supports the City of Sacramento’ssustainability goals to improve and optimize the transportation infrastructure.
Commission/Committee Action: Reviewed and approved by Law and Legislation Committee on June 24, 2025.
Rationale for Recommendation: Creation of one traffic district will enable city staff to respond to areas with impacted parking issues that are outside the present parking meter zones and reduce confusion about where meters are authorized for installation. Parking meters are installed when all other curb management strategies are ineffective at providing the turnover necessary to support businesses, residents, and visitors. The designation of a traffic district as parking meter zones enables the installation of parking meters when surveys of parking impacts are performed and if findings support the effectiveness of parking meters.
Financial Considerations: Sacramento City Code section 10.40.130 limits the use of parking meter funds to provide for the proper regulation and control of traffic upon public streets; to provide for public off-street parking facilities; to cover the cost of supervision, inspection, installation, maintenance, control, and use of the parking spaces; and regulating parking of vehicles in the parking meter zones. All funds collected at parking meters are deposited into the City General Fund. Sufficient funds are available in the Parking Services Division operating budget (Fund 1001) to support the installation, maintenance, replacement, and purchase of parking meters.
