3-West Stockton Boulevard Relinquishment Agreement
Description/Analysis
Issue Detail: The Sheldon Road/State Route 99 Interchange project was completed by the City of Elk Grove in December 2010. The project improved traffic operations, safety, and provided more efficient access to State Route 99. The City of Elk Grove, as the lead agency for the project, is currently working in conjunction with Caltrans on final right-of-way conveyances.

A section of West Stockton Boulevard just north of Sheldon Road is currently owned by Caltrans.

That section no longer needs to be included in Caltrans’ state highway system. As set forth under California Streets and Highway Code section 73, subject to final approval by the California Transportation Commission (CTC), Caltrans shall relinquish to a city or county any portion of a state highway that has been removed from the state highway system.

The City of Sacramento has agreed to take ownership of the portion of West Stockton Boulevard, which is no longer a part of the Sheldon Road/State Route 99 Interchange. The execution of the Relinquishment Agreement by the City is necessary for the CTC to consider approval of the

relinquishment at the October 2025 meeting.

Policy Considerations: The action recommended in this report is consistent with the Sacramento 2040 General Plan and in compliance with the California Streets and Highways Code, Section 73.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): Approval of the agreement with Caltrans provides for the relinquishment of West Stockton Boulevard north of Sheldon Road is not subject to the provisions of CEQA. The roadway would be relinquished in its current condition.

The City has reviewed the information provided regarding hazardous materials and has determined that no such hazards are present. There would be no physical changes as a result of the relinquishment. Any future projects within the relinquishment would be subject to environmental review in compliance with CEQA.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: Relinquishment of West Stockton Boulevard will enable the City to maintain the roadway in a manner consistent with the City’s priorities, assist with the development of adjacent parcels and assist in the City of Elk Grove’s project right-of-way conveyances.

Pursuant to California Streets and Highway Code section 73, subject to final approval by the CTC, Caltrans shall relinquish to a city or county any portion of a state highway that has been removed from the state highway system. The legislative body where the portion of state highway being relinquished is located must adopt a resolution consenting to the relinquishment and transfer.

Financial Considerations: The City’s costs associated with processing the relinquishment are minimal and will be absorbed in the Department of Public Works’ operating budget. The relinquishment will result in a negligible increase in the City’s roadway network, but will support development of adjacent properties with potential future economic benefits.

Local Business Enterprise (LBE): Not applicable

Subject: ENVIRONMENTAL DISCLOSURE MEMO: RELINQUISHMENT REL #038423-X
This memo presents an assessment of known or likely hazardous materials and waste related concerns pertaining to relinquishment REL - #038423-X, located on West Stockton Boulevard in the City of Sacramento.

Site Description
REL- #038423-X consists of a 1.91-acre parcel as identified on the attached drawing (Attachment A).

See Attachment A for a site location map.

Current Site Use
The site was formerly used as a highway 99 off-ramp. It is currently excess lands due to the construction of a new off-ramp south of Sheldon Road. The current site contains sidewalks, metal fencing, and a local roadway.

Utility Easements and Pipelines
A review of Caltrans records indicates that no known easements and pipelines exist on the segment.

Geotracker/Envirostor Data (turn all fields on in Geotracker) The regulatory databases Geotracker and Envirostor maintained by the California State Water Resources Control Board and the California Department of Toxic Substances Control (DTSC), respectively. Caltrans reviewed these regulatory databases on March March 7, 2025

“Provide a safe and reliable transportation network that serves all people and respects the environment” 7, 2025 and two regulated properties within 1,000 feet of the relinquishment area were identified.

Two No Further Action notices have been issued, identified as:

1. E & J Market (Former SS), 8706 Stockton Blvd, Elk Grove, CA 95624

2. Kalwani Property, 8151 Sheldon Rd, Elk Grove, CA 95758 There are no active investigation/mitigation sites within 1,000 feet of the relinquishment area identified.

No permitted underground storage tanks properties are located within 1,000 feet to the relinquishment area identified.

Attachment B provides screenshots from Geotracker and Envirostor taken on March 7, 2025. Layers have been turned on to show any open or closed cases of former environmental hazards.

Aerially Deposited Lead
Tetraethyl lead was first added to gasoline, as an anti-knock additive, in the early 1920s. California ended the use of leaded fuel for any on-road motor vehicles in 1994, with the remainder of the United States banning use in 1996. Lead is still an additive to aviation fuels. Particulate lead was discharged in vehicle exhaust settling on and along California’s highways. The lead discharged from motor vehicles that accumulated in roadside soil is referred to as aerially-deposited lead (ADL). Elevated concentrations of ADL are present in roadside soils throughout California.

Due the use history of the relinquishment area and surrounding area, ADL may be present within the area to be relinquished. Caltrans did not sample for ADL in the relinquishment area. Soil with elevated ADL must be appropriately managed.

Striping/Pavement Markings
Lead chromate was a constituent of striping paint and pavement marking materials but has been phased out by Caltrans. However, older striping and pavement marking materials having elevated concentration of lead may still be present. Caltrans did not test these materials to determine if they contain lead chromate. These materials must be appropriately managed if they contain elevated lead chromate.

California Geologic Survey Mineral Hazard Database Review The California Geologic Survey (CGS) has compiled maps identifying mineral hazards within California, including petroleum, lithologic units and structures containing naturally occurring asbestos, mercury, asbestos and other mineral hazards.

These maps indicate that the relinquishment area is not located within a geologic unit known to contain naturally-occurring asbestos or other hazardous minerals.

March 7, 2025

Page 3 of 5 ends

“Provide a safe and reliable transportation network that serves all people and respects the environment” There are no faults mapped on the CGS maps within the relinquishment areas where naturally-occurring asbestos may be present on the slip faces.

There are no known gas wells, oil wells, or seeps identified on the Division of Conservation Geologic Energy Management Division (CalGEM) maps within or adjacent to the relinquishment area.

Chemically-Treated Wood
Wood products, such as sign posts, are commonly treated with chemical preservatives to protect the wood from insects, microorganisms, fungi, and other environmental conditions that can cause wood decay. Treated wood contains elevated concentrations of hazardous chemicals, once these wood products are removed from service they must be managed under Health & Safety Code §25230 et seq. Based upon visual survey of the relinquishment area by Google Earth Street View, chemically-treated wood including wooden sign post has been identified within the area to be relinquished.

Spills and Accidental Releases
The Caltrans Maintenance program has no records of spills or accidental releases of hazardous materials within the area of relinquishment.

Visual Observations
Caltrans conducted a visual survey of the relinquishment area by Google Earth Street- View imagery and did not identify hazardous materials.
