Additional Description/Analysis
Issue Detail: In March 2021, the California Energy Commission (CEC) approved the City’s grant application to implement Electric Vehicle (EV) programs, outreach, and program evaluation. This multi-year grant-funded project aims to increase EV accessibility and zero emission options in disadvantaged communities, including installation of at least 34 EV chargers at community centers and libraries that are primarily located in disadvantaged neighborhoods. Other grant-funded project activities include a pilot program for e-bike lending at public libraries, subsidized EV carshare for income-qualified households, EV job training for California Conservation Corps (CCC) members, and analysis of effective methods for EV adoption in disadvantaged neighborhoods.

In June 2021, City Council adopted a resolution that included the authorization to establish a Capital Improvement Project for the EV Blueprint Phase II Project (C15210000). Over subsequent years, there have been multiple budget adjustments:
· Resolution 2023-0006 to cover additional costs that are ineligible for grant reimbursement. · Resolution 2023-0257 to increase project revenue and expense budgets with funds from the Sacramento Metropolitan Air Quality Management District (SMAQMD). · Resolution 2024-0017 to amend project revenue and expense budgets to reflect rebates from the Sacramento Municipal Utilities District (SMUD).
· Resolution 2024-0208 to accept additional funding from SMAQMD.
Due to cost escalation and unaccounted project costs, an additional $280,000 of local funding is necessary to complete the EV charging station installation scope as identified in the City’s grant agreement with the CEC.
Policy Considerations: The EV Blueprint Phase II Project (C15210000) supports the 2040 General Plan (Resolution No. 2024-0066) and Climate Action and Adaptation Plan (Resolution No. 2024- 0067) policies to advance zero-emission vehicle (ZEV) technologies. This project is also consistent with the City’s EV Strategy (Motion No. 2017-0374).
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): Under CEQA guidelines, administrative activities are exempt from review. Applicable environmental review project tasks have taken place as part of construction activities.
Sustainability: This action is consistent with the City’s sustainability goals by promoting ZEV technologies that reduce greenhouse gas emissions and improve local air quality.
Commission/Committee Action: None.
Rationale for Recommendation: This action will provide the funding needed to complete the EV charging station installation scope as identified in the City’s grant agreement with the CEC, with a grant deadline of September 30, 2025. Completing this EV Blueprint Phase II Project will maintain good standing with the grantor and other regional agencies that have contributed project funding.
This project will help the City meet 2040 General Plan and Climate Action and Adaptation Plan goals.
Financial Considerations: The total estimated cost for all activities identified in the EV Blueprint Phase II Project (C15210000) is approximately $5,200,000, with most of the expenses associated with the EV charger installation task, costing an estimated $4,897,077.
File ID: 2025-01366 7/29/2025
State and local agencies have committed funds to the charger installation including $797,641 in CEC grant funding (Other Capital Funding, Fund 3704) and $3,553,050 in grants and rebates from the Sacramento Metropolitan Air Quality Management District and Sacramento Municipal Utilities District (Reimbursable Capital Fund, Fund 3702). To meet grant requirements and to cover all project expenses, the City of Sacramento has committed $266,386 in local funds (Measure U, Fund 2401) to the EV charger installation (C15210000). Due to cost escalation and unaccounted project costs, an additional $280,000 in local funding is needed to complete the EV charging station installation scope as identified in the City’s grant agreement with the CEC.
Transferring $280,000 (Measure U, Fund 2401) from the Public Works Sustainability Program (I15220300) will provide sufficient funding to cover all remaining costs for the installation of the EV charging stations, including staff time, consultants, contractors, inspections, and performance of close out procedures. Sufficient funding is available (Measure U Fund, Fund 2401) in the PW Sustainability Program (I15220300) to support the recommended transfer. The project is aligned with sustainability program funding goals.
Local Business Enterprise (LBE): Not applicable.

Budgetary Adjustments for the Electric Vehicle (EV) Blueprint Phase II Project (C15210000)
BACKGROUND
A. Assembly Bill (AB) 118 (Nùñez, Chapter 750, Statutes of 2007), created the Clean Transportation Program, formerly known as the Alternative and Renewable Fuel and Vehicle Technology Program. The statute authorizes the California Energy Commission (CEC) to develop and deploy alternative and renewable fuels and advanced transportation technologies to help attain the state’s climate change, clean air, and alternative energy policies. AB 8 (Perea, Chapter 401, Statutes of 2013) re-authorized the Clean Transportation Program through January 1, 2024.
B. On September 22, 2020, the City Council adopted Resolution No. 2020-0314 which authorized staff to apply for the grant and authorized the City Manager or City Manager's designee to accept and execute the grant agreement with the CEC.
C. The City submitted a grant application to the CEC on October 22, 2020, and on March 17, 2021, the CEC selected the City’s grant for award.
D. The grant provides funding for the City to implement the transformative electric vehicle (EV) mobility goals. A key focus of the grant proposal is increasing access in underserved areas, and to learn the best methods to address transportation needs.
E. The EV Blueprint Phase II Capital Improvement Project (C15210000) was established by Resolution 2021-0187 on June 15, 2021.
F. The EV Blueprint Phase II Capital Improvement Project (C15210000) is projected to cost approximately $5,200,000, with the EV charge installation costing an estimated $4,897,077. State and local agency have committed funds to the charger installation including $797,641 in CEC grant funding and $3,553,050 in rebates and grants from the Sacramento Metropolitan Air Quality Management District and Sacramento Municipal Utilities District. The City of Sacramento has committed $266,386 in local funds to the EV charger installation.
G. Due to cost escalation and unaccounted project costs, an additional $280,000 of local funding is necessary to complete the EV charging installation component of the EV Blueprint Phase II Capital Improvement Project (C15210000).
H. Sufficient funding is available in the PW Sustainability Program (I15220300) to support the recommended $280,000 transfer, and the project is aligned with sustainability program funding goals.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
