Description/Analysis
Issue Detail: The City of Sacramento Animal Care Services Division put out an RFP on September 8, 2023, for a Shelter Needs Assessment. The City signed an agreement with Indigo - Hammond & Playle Architects on January 22, 2024. The vendor worked with the UC Davis Shelter Koret Medicine Program, who are shelter medicine subject matter experts on facility design that best meets the

needs of animals, staff, volunteers and the public. The vendor also worked with the City’s Animal Wellbeing Commission members, shelter staff, volunteers and some council member’s offices and held two charette style input sessions. The final needs assessment was provided to the Animal Care Services Division on September 18, 2024.

The recent audit of the City of Sacramento’s Animal Care Services Division, presented to the City Council on May 13, 2025, also identified several infrastructure deficiencies that impact the safety, efficiency, and overall functionality of the shelter, which were addressed in the Shelter Needs Assessment. The facility operates at or above capacity, with outdated and worn components that compromise animal care and staff operations. In response to these findings, targeted facility improvements are being implemented to address critical safety and operational concerns.

The scope of the project includes the repair and modification of guillotine doors and kennel door latches throughout the facility to improve functionality and to ensure secure animal containment.

Additionally, the project will remove and replace unsafe concrete curbs and regrade the existing gutter system to improve drainage and reduce standing water issues. To enhance outdoor conditions for both animals and staff, a new shade structure will be constructed at the rear of Building S. These infrastructure upgrades will directly improve daily shelter operations, animal welfare, and staff safety.

Policy Considerations: The recommendation reflects the Council’s direction as it pertains to public safety, homelessness, and supporting essential core services to be funded in the FY2025/26 Approved Budget. Additionally, City Council must establish a CIP over $250,000 per Resolution 2025- 0162 section 10.2.A.

Economic Impacts: None.

Environmental Considerations: Establishing a capital improvement project and transferring funding concerns administrative activities and governmental fiscal activities that do not constitute a “project” as defined by the California Environmental Quality Act (CEQA) Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines Section 15060(c)(3)).

Appropriate CEQA review will take place with project improvements.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Recommendation is consistent with the directions from the Mayor and City Council. The proposed projects further reflect City Council direction and focus on community development, youth, public safety, homelessness, and essential core services.

Financial Considerations: The total estimated funding required for the Animal Care Enhancements and Improvements Project (C15002200) is $399,822. The $399,822 will be comprised of $16,945

(General Fund, Fund 1001) from the Animal Care Safety Improvement Project (C13000850), $25,560 (General Fund, Fund 1001) from the Front Street Animal Care Office Remodel Project (C15100000), $215,600 (Measure U Fund, Fund 2401) from the Front Street Animal Care Office Remodel Project (C15100000), and $141,717 (Measure U Fund, Fund 2401) from the FY2025/26 Community Development Department Approved Operating Budget. Sufficient funding is available in these projects and in the FY2025/26 Community Development Department Approved Operating Budget to support the recommended transfers.

Local Business Enterprise (LBE): Not applicable.
