Description/Analysis
Issue Detail:

Various departments within the City of Sacramento, including the Department of Public Works, Fleet Management Division, require a Class A or B license for certain job classifications as mandated by the equipment that is utilized. The Fleet Management Division has historically contracted with vendors for driver training to support its own division as well as other Divisions and Departments.

In February 2024, bid B24153311008 was solicited. After evaluation, the apparent lowest, responsive and responsible bidder was the second lowest bidder, Western Pacific Truck School.

This resulted in the award of City Agreement No. 2024-0843.

The approved funding amount would be sufficient if the contract were used solely by Fleet Management and rates remained the same. However, other departments are also utilizing the contract, for FY2025/26, a total of $123,900 has been encumbered. To ensure sufficient funding for both Fleet Management and other departments utilizing the contract, staff recommend increasing the total not-to-exceed amount based on projected spending. The proposed increase of $281,679 will bring the new not-to-exceed amount to $500,000.

Policy Considerations: The recommendation in this report is in accordance with City Code Chapter

3.56, that requires City Council approval for actions above $250,000.

Economic Impacts: None.

Environmental Considerations: No environmental review is necessary because the recommendations in this report involve the purchase of goods and services and are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: On February 13, 2024, the Department of Public Works, Fleet Management Division, issued a Request for Bid (RFB) for Class A and Class B Unrestricted Driver Training. Western Pacific Truck School was deemed the apparent lowest responsive and responsible bidder. There is a greater need for Class A and B driver training services to support needs throughout the City than previously anticipated as well as a rate increase. To meet expected demand staff recommend increasing the contract amount to a new not-to-exceed amount of $500,000, reflecting the amount forecasted to be expended for the entirety of the five-year contract period.

Financial Considerations: Sufficient funding is available in the Department of Public Works Fiscal Year (FY) 2025/26 Approved Operating Budget (Fleet Fund, Fund 6501) to make purchases through June 30, 2026. Purchases made after June 30, 2026, are subject to funding availability in the adopted budget of the applicable fiscal year.

Local Business Enterprise (LBE): Western Pacific Truck School is an LBE.
