Description/Analysis
Issue Detail: The City has a continuing need for Department of Utilities (DOU) Critical Infrastructure Clean-Up Services to remove the build-up of junk and debris and property accumulated by unhoused individuals at DOU critical facilities. An increase in the discarded personal property at DOU Water and Drainage facilities continues to impact the day-to-day maintenance operations, the safety of DOU staff, the level of service provided to citizens, and the overall appearance of the waterways.

These sites accumulate significant amounts of waste including, but not limited to, paper, trash, bikes, grocery carts, etc., and a coordinated effort is necessary for the disposal of this waste. Additionally,

the abundance of human waste and needles found at these sites presents a serious public health risk to DOU staff, as well as the unhoused occupants, and increased public health risks to our waterways.

Policy Considerations: City Council approval is required for agreements of $250,000 or more per City Code 3.56.090. This item was published for 10-day review on August 13, 2025, in compliance with the City Code.

Economic Impacts: None.

Environmental Considerations: The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(2). The activities described in this report including a Nonprofessional Service Agreement for the cleanup of critical DOU infrastructure are continuing administrative or maintenance activities, such as purchases or personnel-related activities. This activity is not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3). The activities that may result from this agreement are exempt generally from CEQA pursuant to CEQA Guidelines Section 15301, Existing Facilities as they involve the operation, repair, maintenance, or minor alteration of existing facilities involving negligible or no expansion of use.

Sustainability: The proposed contract is consistent with the 2040 General Plan under policy PFS3.1 as it is related to public facilities and safety, including providing reliable water, wastewater, and stormwater drainage service to the City of Sacramento.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: On March 17, 2025, Request for Proposal (RFP) P25141431703 was advertised on PlanetBids for DOU Critical Infrastructure Clean-Up Services. Six proposals were received and five were determined to be responsive. A selection committee comprised of City staff from the Department of Utilities scored the proposals utilizing the scoring methodology provided in the solicitation which focused on qualifications, experience, references, project approach, and project work plan. The selection committee determined Forensiclean LLC possesses the required experience and was the top ranked proposal. Based on the review, staff recommend moving forward with Forensiclean LLC to provide the requested services. Scoring for the responsive proposals is as follows:

Proposer Name Score
Forensiclean LLC 93.6
Foege Schumann Global Disaster Solutions LLC 92
Aim to Please Janitorial Services, Inc. 59
Uniblue Corporation 49.2
JJ Janitorial Services, Inc. 41.6

Financial Considerations: Funding of the initial $650,000 for the first year of the agreement has been partially included in the approved Fiscal Year 2025/26 DOU Budget. Staff are recommending a budget transfer from the Water Fund available fund balance (Fund 6005) in the amount of $75,000 and from the Storm Drainage available fund balance (Fund 6011) in the amount of $75,000 for a total amount of $150,000 to the DOU Operating Fund Level Program (14001041, Fund 6005 and Fund 6011). Funding for future fiscal years shall be subject to funding availability in the adopted budgets for the applicable fiscal year in an amount not to exceed $4,000,000 over the five-year term for each agreement including probable cost increases in future years. Purchase orders encumbering funds under this agreement will not be created until needs and funding are identified in the applicable budget (operating, capital, multi-operating, or grants). Prevailing wage is required for this contract and a separate purchase order will be dispatched with an On-Call Labor Compliance Consultant to ensure compliance with labor and training requirements.

There are no impacts to the General Fund for this Agreement.

Local Business Enterprise (LBE): Forensiclean LLC is a LBE.

RESOLUTION NO. 2025-
Adopted by the Sacramento City Council
August 26, 2025
DOU Critical Infrastructure Clean-Up

BACKGROUND
A. Forensiclean, LLC has been selected for removal of debris and hazardous waste cleanup services at Department of Utilities (DOU) critical infrastructure facilities and sites following solicitation P25141431703. Staff submit a recommendation to City Council to authorize the City Manager to execute a non-professional service agreement (PRC003542) for these clean-up services.

B. A resolution is needed as there is currently insufficient funding within the existing operating budget to execute this agreement. The funds for this agreement are budgeted in the fund level Dept ID 14001041 with 50% from Storm Drainage (fund 6011) and 50% from Water (fund 6005). However, a budget augmentation transferring additional operating funds from fund 6005 in the amount of $75,000 and from fund 6011 in the amount of $75,000 (total transfer of $150,000) would allow for sufficient funding.

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:

Section 1. The City Manager or the City Manager’s designee is authorized to execute an agreement with Forensiclean, LLC for DOU Critical Infrastructure Clean-Up Services for an amount not–to-exceed $4,000,000.

Section 2. The City Manager or the City Manager’s designee is authorized to transfer $75,000 from the Water Fund Available Fund Balance (Fund 6005) and $75,000 from the Storm Drainage Available Fund Balance (Fund 6011) to the DOU Operating Fund Level Program (14001041, Fund 6005 and 6011) for a total amount of $150,000.
