Description/Analysis
Issue Detail: The Department of Utilities (DOU) utilizes the services of Rain for Rent to rent the equipment needed to manage the water in reservoirs, water treatment plant grit chambers, and gain better access for cleaning. The reservoirs and grit chambers are cleaned regularly, but it has been identified that the reservoirs need more frequent cleaning than has been occurring in the previous year of this agreement. To continue the cleaning practices needed, additional funding is needed for future years of the agreement term as well as an increased frequency of cleaning. Cleaning of reservoirs and grit chambers allows DOU staff to more easily maintain water quality in the City’s reservoirs and is required for the Drinking Water Permit issued by the California State Water Resources Control Board Division of Drinking Water (DDW).

Rationale for Recommendation: On June 22, 2023, a Single Source Justification was approved by the Procurement Manager which identified Rain for Rent as the only provider of temporary liquid handling solutions including pumps, tanks, filtration and spill containment in the greater Sacramento market area. This equipment is used to dewater the City’s reservoirs for cleaning.
On November 1, 2023, DOU executed agreement PRC002547 with a not-to-exceed amount of $100,000. Supplement No. 01 was executed on June 24, 2024, increasing the agreement to a total not-to-exceed amount of $245,000. Supplement No. 02 is proposed to increase the agreement by $330,000 bringing the agreement’s total not-to-exceed amount to $575,000.
Financial Considerations: Funding for this agreement in the amount of $110,000 is available in the Fiscal Year 2025/26 DOU Budget. Funding for future fiscal years shall be subject to funding availability in the adopted budgets for the applicable fiscal year in an amount not to exceed $575,000 over the five-year term of the agreement. Purchase orders encumbering funds under this agreement will not be created until needs and funding are identified in the DOU operating budget.
There are no impacts to the General Fund for this Agreement.
Local Business Enterprise (LBE): Western Oilfields Supply Company dba Rain for Rent is not an LBE.
