Issue Detail: Per Sacramento City Charter Section 31, the City Council shall hold regular meetings and provide the time, place, and manner of holding its meetings by annual resolution. All meetings of the council shall be open to the public, except as permitted by state law. The City Council Rules of Procedures require that the City Council shall, annually, and as needed, adopt a meeting schedule for all city legislative bodies.

The 2026 regular meeting calendar for the City Council and its concurrent legislative bodies including the Financing Authority, Housing Authority, Public Financing Authority, and Redevelopment Agency Successor Agency, the City Council Standing Committees and calendars of the City’s Boards, Commissions, and Committees are attached.
Policy Considerations: Approving annual meeting calendars of the City’s legislative bodies is consistent with the City Charter section 31, the Council Rules of Procedure, the Ralph M. Brown Act, and Financing Authority legal counsel.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): This action is not a project that is subject to CEQA because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines §15378(b)(5)).
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: Per Sacramento City Charter Section 31, regular meetings are to be held with provided time and place by annual resolution. Adoption of the 2026 legislative meeting calendars provide city departments, government agency partners, and the public ample notice of planned meeting dates; and reinforces the City’s commitment to transparent governance. Approval of these calendars support efficient city legislative operations and gives both city staff and the public the certainty that they need to plan effectively.

BACKGROUND
A. The Ralph M. Brown Act (California Government Code section 54950 et seq.) requires that legislative bodies provide the time and place for regular meetings by ordinance, resolution, bylaws, or by whatever other rule is required for the conduct of business by that body.
B. Per City Charter section 31, the City Council shall hold regular meetings and provide the time, place, and manner of holding its meetings by annual resolution.
A majority of regular council meetings shall be held after 5:00 p.m. All meetings of the council shall be open to the public, except as permitted by state law.
C. The City of Sacramento observes the following holidays: New Year’s Day, Martin Luther King, Jr. Day, Presidents’ Day, Cesar Chavez Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve (half day), Christmas, and New Year’s Eve (half day). The City of Sacramento shall refrain from holding legislative meetings on the following additional days: Eid al Fitr, Passover, Juneteenth, Rosh Hashanah, Yom Kippur, Native American Day, Indigenous Peoples’ Day, Halloween, and Hanukkah. The City of Sacramento shall refrain from meeting during the nationally observed National Night Out, on statewide and local election days, and during the annual Cap-to-Cap conference.
D. The City Council Summer recess is at least two weeks, typically at the end of June through early July; and Winter recess is at least two weeks, typically at the end of December through early January. The City refrains from holding legislative meetings are held while City Council is on recess.
