Description/Analysis
Issue Detail: The California Governor’s Office of Emergency Services (Cal OES) has made available the mitigation funding opportunity for FEMA’s Hazard Mitigation Grant Program (HMGP) through the Presidential Major Disaster Declaration, DR-4856 Grant Program for hazard mitigation activities. A requirement of the DR-4856 Program is an approved Local Hazard Mitigation Plan (LHMP).
The City of Sacramento (City) has an approved LHMP and is seeking approval to apply for this grant opportunity on behalf of the Sacramento Area Flood Control Agency (SAFCA) in an amount not-to- exceed $10,575,000 for levee improvements that will provide 200-year protection to the City and its

residents. SAFCA will be responsible for construction and project delivery, while the City will be responsible for grant administration and reporting.
There is a 25 percent match requirement and SAFCA has pledged a 30 percent match through cash, in-kind and/or labor services through their Development Impact Fee and/or Consolidated Capital Assessment District No. 2 (CCAD2) funds. SAFCA will track the match and submit the information to the City for documentation and reporting.
Policy Considerations: Council Resolution 2025-0162 requires Council approval to establish operating grants of more than $250,000.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): It has been determined that the proposed activity of applying for a grant is not a project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b)(4 and 5) and is not subject to CEQA [CEQA Guidelines Section 15060(c)(3)].
Sustainability: The project is consistent with the City's Sustainability Master Plan goal by enabling the Department of Utilities (DOU) to continue to improve flood protection.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: If the DR-4856 grant is awarded, SAFCA would be able to further provide levee and flood management throughout the City of Sacramento, which will increase flood protection and awareness by public engagement, strategic communication and outreach efforts.
Financial Considerations:
The DR-4856 grant program could award up to $10,575,000 in grant funding to SAFCA. If awarded, staff recommends establishing reimbursable revenue and expense budgets in the DOU Operating Program (G14230100, fund 6211). There is a 25 percent match requirement in which SAFCA will meet with a 30 percent match through cash, in-kind and/or labor services through their Development Impact Fee funds. SAFCA will track the match and submit the information to the City for documentation and reporting.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Not applicable.
