Description/Analysis
Issue Detail: On March 18th, 2025, the Sacramento City Council approved City Agreement No.2025- 0262 for the purchase, installation, and on-going maintenance of 13 surveillance systems from Mr.

Security Camera Inc. dba MSC Integration. These systems were replacements for the previous QPCS, LLC systems used to monitor illegal dumping throughout the city. The new systems were installed throughout April to May 2025 and are currently fully operational.

To adapt to changing patterns of illegal dumping, Recycling and Solid Waste (RSW) Code Enforcement would like the ability to relocate surveillance systems from current sites experiencing low to no dumping activity to newly identified illegal dumping hot spots. Being able to relocate surveillance systems would maximize RSW Code Enforcement’s ability to capture illegal activities on camera, then cite individuals for violating Sacramento City Code.

Policy Considerations: Supplemental contracts exceeding 10% of the previous not-to-exceed

amount must be approved by the City Council consistent with section 3.04.020 of the City Code when the original contract was more than $250,000, but less than $1,000,000.

Economic Impacts: None.

Environmental Considerations: None.

Sustainability: Actions to address improperly dumped waste and deterrence to reduce illegal dumping can help keep potentially hazardous materials out of public areas and out of stormwater drainage facilities.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The City recognizes that illegal dumping is a behavior that shifts geographically based on a variety of factors. While the current 13 surveillance systems sites experience large amounts of illegal dumping, this may not always be the case. To maximize use of surveillance systems, providing RSW Code Enforcement with the ability to relocate systems to newly identified hotspots allows adaptability in deterring and enforcement of illegal dumping.

Financial Considerations: Sufficient funding in the amount of $40,000 (General Fund, Fund 1001) is available in the Commercial Waste Compliance MYOP (I15220000) to execute this supplemental contract .

Local Business Enterprise (LBE): Mr. Security Inc. dba MSC Integration is a Local Business Enterprise.
