2-Contract Amendment No. 3
Description/Analysis
Issue Detail: On October 22, 2024, Council authorized the City Manager or designee to suspend competitive bidding for the sole-source purchase and installation of centrally controlled irrigation controllers and radio communication modules. A Goods and Non-Professional Services Agreement (PRC003210) was executed with SiteOne Landscape Supply, Inc., in an amount not to exceed $689,784 (File ID: 2024-01626). Amendment Contract No. 1 added upgrades to the irrigation system at Waterfront Promenade, increasing the contract by $9,484 for a total not-to-exceed amount of $699,268. Amendment Contract No. 2 extended the contract through December 31, 2025, to allow additional time for completion of the upgrades. YPCE now requests authorization for the Interim City Manager or designee to execute Amendment Contract No. 3 for irrigation upgrades at additional city parks, increasing the agreement by $95,598 to a new not-to-exceed total of $794,866.

Policy Considerations: The recommendations in this report are in accordance with the provisions of

the City Code 3.56 related to the purchase of services and supplies.

Economic Impacts: None.

Environmental Considerations: Under the California Environmental Quality Act (CEQA) Guidelines section 15301(h), maintenance of existing landscaping is exempt from environmental review.

Sustainability: The City’s Park Maintenance Division strives to protect vital natural resources as part of its overall commitment to providing safe and accessible green spaces for all city residents. This project will result in measurable water savings upon implementation.

Commission/Committee Action: None.

Rationale for Recommendation: Authorizing Contract Amendment No. 3 will allow the YPCE Department to extend the centrally controlled irrigation system upgrades to additional city parks, improving water efficiency, system reliability, and operational consistency across multiple sites. This approach leverages the existing sole-source purchase, ensuring continuity of service, and avoiding delays.

Financial Considerations: The original contract, effective October 25, 2024, had a not-to-exceed amount of $689,784. Contract Amendment No. 1 in the amount of $9,484 was executed for an installation upgrade at Waterfront Promenade, bringing the total not-to-exceed to $699,268. The proposed Contract Amendment No. 3 would add $95,598 for upgrades at additional city parks, increasing the total not-to-exceed amount to $794,866.

Sufficient funding is available in the YPCE’s operating budget to execute this contract amendment.

Local Business Enterprise (LBE): SiteOne Landscape Supply, LLC is an LBE.
