1-Description/Analysis
2-Fehr and Peers Supplemental Agreement No.2
Description/Analysis
Issue Detail: The City’s Vision Zero Action Plan (Plan) was originally adopted in 2018. On October 29, 2024, the City entered into an agreement with Fehr & Peers to update the Plan. Supplemental Agreement No. 2 will provide the support needed to address the Vision Zero Action Plan’s additional scope of work, including: 1) incorporating revisions of the City’s collision data and analysis to include new collision data from 2023 and 2024; and 2) including additional community engagement events to share and vet project recommendations with communities citywide.
This Plan will be the foundation for improving transportation safety in the City of Sacramento. City staff are recommending execution of Supplemental Agreement No. 2 with Fehr and Peers for an amount not to exceed $58,536 bringing the agreement’s total not-to-exceed amount to $554,151.
Policy Considerations: The recommendations in this report are in accordance with the following specific policies from the Sacramento 2040 General Plan:
File ID: 2025-01553 9/9/2025
M-1: An equitable, sustainable multimodal system that provides a range of viable and healthy travel choices for users of all ages, backgrounds, and abilities.
M-1.2 User Prioritization. The City shall prioritize mobility, comfort, health, safety, and convenience for those walking, followed by those bicycling and riding transit, ahead of design and operations for those driving.
M-1.9 Equitable Processes and Outcomes. The City shall ensure that the transportation system is planned and implemented with an equitable process to achieve equitable outcomes and investments so that all neighborhoods one day will have similar levels of transportation infrastructure such as sidewalks, marked low stress crossings, and bikeways.
M-4.1 Application of Safety. The City shall design, plan, and operate streets using complete streets principles to ensure the safety and mobility of all users.
M-4.2 Safer Driving Speeds. The City shall work to maximize the safety of the transportation network by designing streets for lower driving speeds and enforcing speed limits in an unbiased manner as well as promoting safer driving behavior.
M-4.3 Vision Zero. The City shall utilize a data driven, “vision zero” approach to eliminate all traffic fatalities and severe injuries by 2027, while increasing safety, health, and equitable mobility for all.
M-4.4 Collaborative Safety Solutions. The City shall collaborate with educational institutions, senior living facilities, community organizations, and other interested parties when developing and implementing programs and improvements that increase safety and encourage the use of active transportation and transit modes.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): The award of a professional services agreement for the preparation of a transportation planning study is exempt from the requirements of CEQA pursuant to CEQA Guidelines Section 15262, Feasibility and Planning Studies. Section 15262 exempts projects involving only feasibility or planning studies for possible future actions, which have not been approved, adopted, or funded. It is anticipated that future projects identified in this Plan may be subject to environmental evaluation under CEQA guidelines and possibly National Environmental Policy Act (NEPA) requirements.
Sustainability: With the updates, this Plan will ensure the City is eligible for more funding sources, allowing the City to pursue additional funding to plan for multimodal improvements furthers the City’s commitment to sustainability. The Vision Zero Action Plan Update will focus on safety, mobility for all
File ID: 2025-01553 9/9/2025
modes of transportation, and by doing so identify ways to remove barriers to walking, bicycling and transit use.
Commission/Committee Action: None.
Rationale for Recommendation: Transportation safety is a critical issue. Given the limited funding available, it is important to have a plan that includes updated data and to maximize the City’s eligibility for certain federal competitive grant funding.
Financial Considerations: Vision Zero Action Plan Update Supplemental Agreement No.2 with Fehr and Peers will increase the project budget by $58,536 for a new total contract amount of $554,541.
Sufficient funding is available (NMA Traffic Control and Safety Fund, Fund 2038) in Vision Zero Safety Program (S15184100) to execute Supplemental Agreement No.2 with Fehr and Peers.
There are no General Funds planned or allocated for this project.
Local Business Enterprise (LBE): Fehr and Peers is a Local Business Enterprise (LBE).

City of Sacramento Vision Zero Action Plan Update: Amendment #1 Revised Collision Data Analysis and Additional Public Meetings Scope of ServicesThis scope of work includes a revision of the collision data and analysis initially completed in Spring 2025 to include new Crossroads Collision data from 2023 and 2024. As stated in the original scope of work, all updated deliverables in this amendment scope of work will have an Americans with Disabilities Act of 1994 (ADA)- accessible electronic copy prepared. Task 2. Data Collection and Analysis Task 2.3 Revise Data Analysis and Findings Fehr & Peers will use the new 2023 and 2024 collision data from the City’s Crossroads collision database to update the collision analysis. The new ten-year analysis period will be January 1, 2015 – December 31, 2024. All summary statistics and analysis will be revised for an updated 10-year analysis period, including cross-tabulation of the previously considered contextual factors (e.g., land use, presence of transit and bicycle facilities, etc.) in a systemic analysis matrix. The “” memorandum 2025) will be updated to reflect the new summary and comparative crash analyses. This scope of work assumes that re-analysis of the top systemic risk factors will result in the same set of most common and most severe collision patterns and contexts in Sacramento, Revisions to memos will include re-creation of all charts, tables, maps and graphics originally produced. We have assumed up to two iterative rounds of review and collaboration. As requested by City staff, additional research and analysis will also be conducted on such as the relationship between travel speeds and signal head visibility. Up to 24 hours of Fehr & Peers staff time has been allocated to respond to additional research questions.
