Description/Analysis
Issue Detail: In 1978, the City of Sacramento and the County of Sacramento executed a Joint Exercise of Powers Agreement (JPA) establishing the Sacramento Employment and Training Agency (SETA). Under Paragraph 21 of the JPA, the City and County must review and approve SETA’s annual operating budget before it is considered final and authorized. SETA’s proposed operating budget for fiscal year (FY) 2025/26 totals $136,900,573. This reflects a net budget decrease of $4,961,071 from the prior fiscal year.
Each year, the SETA Governing Board is required to approve a recommended budget by June 30th and a final operating budget by October 2nd that meets its funding priorities and then send the final operating budget to the City and County for approval.
The recommended budget for Fiscal Year 2025/26 was presented before the SETA Board on June 5,
File ID: 2025-01563 9/16/2025
2025. Pursuant to Governing Board directive, official notice of the meeting was published and a public hearing on the budget was opened on June 5, 2025. At the August 7, 2025 meeting, the Governing Board closed the public hearing and adopted its final budget.
Policy Considerations: SETA has been a key partner on workforce initiatives with the City and in delivering workforce development programs, providing employer services, community services, and childcare through the Head Start program.
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA); National Environmental Policy Act (NEPA): The proposed action is not a project under CEQA because it relates to government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment. (Cal. Code Regs., tit. 14, §§ 15060(c)(3), 15378(b)(4)). The proposed action involves activities that are exempt from NEPA under title 24, section 58.34, of the Code of Federal Regulations.
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The City Council must review and approve SETA’s annual operating budget before it is considered final and authorized.
Financial Considerations: SETA’s FY2025/26 operating budget of $136,900,573 will be financed by federal grants ($118,695,232), state grants ($16,406,489), food nutrition grants ($1,870,000) and miscellaneous revenues ($1,798,852).
SETA’s budget for Fiscal Year 2025-2026 totals $136,900,573. This reflects a net decrease in Agency funding of $4,961,071 from the Fiscal Year 2024-2025 budget. The changes from the prior year include a net increase in funding for the Children and Family Services department of $110,718. The year-to-year increase is accounted for by additional funds received from the California Department of Education, and Child and Adult Food Program funds. Head Start and Early Head Start received no additional funding this year. The additional Early Head Start funds are the projected carry over into the 2025-2026 program year. Additional funding in the amount of $547,929 was received from the California Department of Education (CDE) to provide increased state funded preschool services throughout the County.
The year-to-year reductions in the amount of $982,792 for American Rescue Plan and Coronavirus Response and Relief Supplemental Appropriations are due to those sources being one-time funding that has either expired or will be expiring during the 2025-2026 fiscal year. The Workforce

Development Department budget reflects a net $5,071,789 decrease from the prior year. The Workforce Innovation and Opportunity Act (WIOA) funding increased by an additional $2,200,474.
New funding of $333,333 from Valley Vision, $291,667 from the James Irvine Foundation, and $287,147 from Sacramento County’s Next Gen program accounts for the funding increases.
Additional, nominal increase of $117,024 from SMUD and GAP funding sources account for the remaining increases in funding. Federal Refugee Support Services (RSS) funding reflects a decrease of $6,243,769 due to the expiration of the Housing for Ukrainian Refugees funding, and no new funds being allocated for the coming fiscal year. Federal Community Services Block Grant (CSBG) funding remains stable with a nominal increase of $96,574.
A cumulative decrease in funding of $2,154,239 is due to a variety of one-time funding sources, most of which are due to expire within the upcoming fiscal year or have expired already. These programs include the federal funds from U.S. Department of Labor CAREER National Dislocated Worker Grant, state funding from the Regional Equity and Recovery Partnership (RERP) program, Employment Training Panel (ETP) Multiple Employer training program, High Road Training Partnership, Department of Rehabilitation (DOR), and other funding from the Prison to Employment program, and Los Rios Strong Workforce. Funding remained unchanged for state funded CalWORKS One-Stop Share of cost, and independently funded Ticket to Work program.
SETA’s personnel budget has decreased by 14 positions from the Fiscal Year 2024-2025 budget to a total of 592 regular positions for the Fiscal Year 2025-2026, brought on by programmatic personnel adjustments. Despite the lower staffing levels, SETA’s personnel budget has increased by $193,982 year over year due to automatic annual step increases in staff salaries.
Approval of SETA’s final budget will have no fiscal impact on the City’s General Fund.
Local Business Enterprise (LBE): Not applicable.
Background: SETA provides: health and education services to young children; job training and employment opportunities for adults, youth and other special populations; and delivers services by funding community-based organizations that provide programs and services to low-income communities to help combat poverty, including employment, acculturation, and social services for refugees and other immigrant populations.
Approximately 86.7% of SETA’s funding is from Federal grants, 12% from State grants, and 1.3% from other local grant sources. The Federal Head Start, Federal Early Head Start, California Department of Education, and California Department of Social Services grants represent approximately 73.1% of SETA’s budget. Workforce development funds provided under the Federal Workforce Innovation and Opportunity Act (WIOA) represent another 11.8% of the agency budget.
Other workforce development services are funded from the Federal Refugee Support Services (RSS), Federal Community Services Block Grant (CSBG), State CalWORKs, State High Road
File ID: 2025-01563 9/16/2025
Training Partnership, and Federal Ticket-to-Work programs which account for 13.6% of SETA’s budget. The remaining 1.5% of the agency budget is from additional funding sources including Valley Vision, James Irvine Foundation, Sacramento County Next Gen funds, the California Workforce Development Board, U.S. Department of Labor, Los Rios Community College, Sacramento Municipal Utility District (SMUD), California Department of Rehabilitation (DOR), and Gap, Inc.
Head Start serves 4,136 children from zero to five years old countywide in a family focused early learning program. Funding is provided through the Head Start, Early Head Start and the California Department of Education and California Department of Social Services programs. Health, nutrition, and mental health screenings and follow-up are also provided to children.
The Workforce Development Department operates 13 America’s Job Centers, known as Sacramento Works throughout the county. These centers integrate employment, education, and training resources to over 30,000 customers per year. This is accomplished through grants provided by the Workforce Innovation and Opportunity Act (WIOA) in collaboration with the Employment Development Department, the County Department of Human Assistance and various nonprofit service organizations.
SETA is the designated Community Action Agency for the provision of Community Services Block Grant (CSBG) funding in Sacramento County. Programs funded through CSBG provide case management, emergency shelter, transportation, emergency food, and counseling services for at-risk youth, frail elderly, disabled persons, low-income families, and the homeless. In addition to providing resources and services through neighborhood-based organizations to the community, a portion of CSBG funds are utilized to partner with the County of Sacramento Department of Human Assistance to fund the Sacramento Call 2-1-1 information system, which provides the Sacramento region with a database of services and resources for the community, and is available twenty-four hours a day, seven days a week. Only Sacramento County residents that meet federal poverty income guidelines are eligible for CSBG services.
SETA also administers Refugee Support Services (RSS) grant funding. The Refugee Program includes vocational, employment, and social adjustment and cultural orientation services for refugees and certain immigrant populations that have been in the U.S. less than five years.
