Description/Analysis
Issue Detail: Staff recommends Council approve Change Order No. 5 with Farr Construction Corporation dba. Resource Development Company for the City Agreement No. 2025-0049, to complete protective coating work at the Medical Center Reservoir due to unforeseen conditions of the concrete. The work covered by this change order is to address the unanticipated high absorption of coating due to the porosity of the reservoir concrete.
Policy Considerations: This Change Order exceeds the City Manager’s approval authority and requires Council approval per City Code 3.04.020.
Economic Impacts: This Change Order is expected to create 0.59 total jobs (0.34 direct jobs and
0.25 jobs through indirect and induced activities) and create $91,164.28 in total economic output ($57,461.54 of direct output and another $33,702.74 of output through indirect and induced

activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations: The proposed activity has been determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines governing existing facilities. The activity consists of the operation, repair, maintenance of existing facilities including the restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.
Sustainability: The proposed project is consistent with the 2040 General Plan’s goals and policies related to public facilities and safety, including providing reliable water, wastewater, and stormwater drainage service to the City of Sacramento: (PFS-3.1). The proper maintenance of water, wastewater, and storm drainage infrastructure and treatment plants supports this goal. The project also supports goals PFS-1.7 Water Supply for Fire Suppression and goal PFS-3.4 Water Distribution System Management.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Protection of the aging concrete surface of the Medical Center Reservoir was a primary objective of the Medical Center Reservoir Rehabilitation Project. It is in the best interest of the City to continue funding a quality installation of a protective coating system despite unanticipated difficulties in the surface preparation process and coating application.
Financial Considerations: The original not-to-exceed amount of the contract was $4,609,600. The net change by previous change orders in the amount of $291,550, increased the contract not-to- exceed amount to $4,901,150. Proposed Change Order No. 5 in the amount of $147,650 would increase the contract not-to-exceed amount to $5,048,800. There are sufficient funds in the Reservoir Rehabilitation Program (Z14130500, Fund 6005) to execute this Change Order.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Farr Construction Corporation dba. Resource Development Company is not an LBE but has partnered with nine LBEs for this project to exceed the minimum LBE participation requirement.

Background: The Med Center Reservoir is one of three elevated concrete water reservoirs constructed in the 1930s. Water reservoirs allow the City to store water to meet demands, help move water throughout the City, and help maintain water pressure in the system.
The project scope includes: replacement of the interior access platform, refurbishment and repair of the roof, installation of an industrial protective coating on the exterior of the reservoir, resealing water tight joints and patching of the interior surfaces of the reservoir.
The Contract was put out to bid twice in the fall of 2024. One responsive bidder was received on the second advertisement, and the Contract was awarded to Farr Construction Corporation dba.
Resource Development Company in January 2025.
The exterior concrete of Medical Center Reservoir was formed in 1936, leaving it exposed to the eroding effects of the elements for the last 88 years. There is increasing evidence of aging of the exterior structure. A protective industrial coating can repair and prevent further degradation, sealing and protecting the exposed concrete surfaces to significantly extend the useful life of the reservoir.
Additionally, the coating is required to enable an Office of Arts and Culture mural project to be installed on the Medical Center Reservoir. The painting of the mural is set for Fall 2025.
