Description/Analysis
Issue Detail: Staff recommends Council approve Contract Change Order No. 2 with Green Energy Products for the City Agreement No. 2025-0186, to retrofit and install upgraded LED lamps and fixtures at the EA Fairbairn Water Treatment Plant due to unforeseen conditions and expanded scope determined to be of substantial benefit to City staff and operations that was not included in the original project scope.

As part of this change order, the scope of the Sump 2, Florin Reservoir, and Pioneer Reservoir LED Retrofit Project was expanded to include the Fairbairn Water Treatment Plant (WTP), allowing for consistent lighting upgrades across additional critical infrastructure.

Several of the additional fixtures are located at heights of 20 to 30 feet above ground level, necessitating the use of scaffolding and boom lifts for safe access. These access requirements were not fully known until on-site work began. Additionally, during installation, it was determined that some

retrofit components were incompatible with existing fixtures. In those cases, full fixture replacements were required in place of the originally planned lamp retrofits.

Policy Considerations: This Change Order exceeds the City Manager’s approval authority and requires Council approval according to City Code 3.04.020.

Economic Impacts: None.

Environmental Considerations: The action is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301. The action involves the operation, repair, maintenance, or minor alteration of existing public structures, facilities, or mechanical equipment, involving negligible or no expansion of existing or former use. The exemption covers interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances; and similar facilities; restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.

Sustainability: The proposed project is consistent with the 2040 General Plan under policy ERC-5.4, as it improves energy efficiency while delivering services to ratepayers. It improves infrastructure reliability and safety with a longer asset lifespan and potentially reduces operational burden for maintenance and replacement.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The Department of Utilities (DOU) operates an energy management program that seeks to improve energy efficiency in DOU operations by implementing energy efficiency and energy conservation measures that are cost effective and of substantial benefit to DOU operations and ratepayers. The subject project was partially supported by a Sacramento Municipal Utilities District Complete Energy Solutions incentive program that substantially reduced the final costs to install energy efficient LED lighting at DOU facilities.

Financial Considerations: The proposed Contract Change Order No. 2, in the amount of $29,453.18, will increase the agreement not-to-exceed amount to $279,107.94. Sufficient funding exists in the Utility Energy Efficiency parent project (Z14001900, Fund 6005) to execute this Change Order.

There are no General Funds allocated or planned for this project.

Local Business Enterprise (LBE): Green Energy Products is an LBE.
