2-Agreement- Peregrine Technologies, Inc.

Description/Analysis
Issue Detail: The Sacramento Police Department (SPD) is requesting a waiver of competitive bidding requirements to authorize an agreement with Peregrine Technologies, Inc. Peregrine’s software is a proprietary platform and the only company capable of providing the comprehensive suite of services critical to SPD’s operations. The platform is uniquely designed to integrate with SPD’s existing infrastructure-including dispatch, records management, body-worn and in-car camera systems, traffic reporting, payroll, and secure building access-enhancing officers' ability to identify suspects during critical operations. No other vendor offers a solution with equivalent functionality or system compatibility.

Implementing Peregrine’s solution will streamline deployment, avoid the financial and operational risks of custom software development, and preserve the accuracy and integrity, and availability of data. The platform fully complies with all relevant state and federal security standards.

Granting this exemption serves the City’s best interests by allowing SPD to immediately deploy a

proven technology that enhances counterterrorism efforts, strengthens public safety, and supports regional collaboration.

Policy Considerations: City Council approval is required to suspend competitive bidding requirements for agreements equal to or greater than $250,000 per City Code 3.56.090 and

3.56.230.

Economic Impacts: None,
Environmental Considerations: The action described in this report has been determined to not be a project pursuant to the California Environmental Quality Act (CEQA). CEQA Guidelines Section 15378(b). The action is a continuing administrative or maintenance activity, such as purchases for supplies or personnel related actions [CEQA Guidelines section 15378 (b)(2)] and is not subject to CEQA [CEQA Guidelines Section 15060(c)(3)].

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: SPD requests suspension of competitive bidding requirements because Peregrine Technologies, Inc., is the only company that can provide the full set of services the Department needs. Peregrine’s platform is uniquely designed to work with SPD’s existing systems, including dispatch, records management, body-worn and in-car cameras, traffic reporting, payroll, and secure building access. No other vendor offers a solution with this functionality.

Using Peregrine’s software saves time, avoids the costs and risks of creating custom software integrations, and ensures SPD’s data stays accurate and up to date. The platform also meets all state and federal security requirements.

Suspending competitive bidding is in the City’s best interests because it allows SPD to put a proven solution into use quickly, improving counterterrorism readiness, public safety, and regional collaboration. A competitive process would delay implementation, add unnecessary costs, and risk the success of the project.

Financial Considerations: The proposed agreement with Peregrine, Inc. covers an initial 15-month period with two optional 12-month extensions. The cost for the first 15 months is $300,000, which will be fully funded by UASI grant funds (G11016923 and G11016924). After the initial deployment, SPD will evaluate program performance and available funding before deciding whether to exercise the optional extensions. No additional local funding is requested at this time.

Local Business Enterprise (LBE): Current federal requirements prohibit using geographic

preferences in conducting procurement for federal funded projects, even if those preferences are authorized by state, tribal, or local law (2 CFR 200.319).
