Issue Detail: This action is to approve and update to the mayor’s appointments of members of the city council to serve on council standing committees and various regional authorities, agencies, and committees as shown on the roster that is included as Exhibit A to the resolution included in the report package.
The Mayoral Appointments for 2025 were originally adopted on January 7, 2025 and amendments were adopted on January 14, 2025. The attached roster makes the following modifications:
· Councilmember Pluckebaum and Councilmember Jennings have been added as alternates to the Sacramento Metro Air Quality Management District (SMAQMD) Board. · Councilmember Jennings has been removed from the Sacramento Area Sewer District (SacSewer) Board.

Policy Considerations: This action is consistent with Council Rules of Procedure, Chapter 11, and is done yearly or when circumstances require a new or replacement appointee. The appointments must be approved by a majority vote of the City Council.

Environmental Considerations: California Environmental Quality Act (CEQA): This action is not a project that is subject to CEQA because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines §15378(b)(5)).

Rationale for Recommendation: Each year, or as needed, the Mayor appoints councilmembers to serve on council standing committees, and the various regional authorities, agencies, and commissions for the calendar year. This recommendation is consistent with that practice.

BACKGROUND
A. Chapter 11 of the City Council’s adopted Rules of Procedure calls for the mayor’s appointment, with approval of the council, of councilmembers to serve on various regional authorities, agencies, commissions, and committees.
B. The mayoral appointments for 2025 were originally adopted on January 7, 2025 and amendments were adopted on January 14, 2025. The roster attached as Exhibit A makes the following modifications: Councilmember Pluckebaum and Councilmember Jennings have been added as alternates to the Sacramento Metro Air Quality Management District (SMAQMD) Board; and Councilmember Jennings has been removed from the Sacramento Area Sewer District (SacSewer) Board.
C. Mayoral appointments to regional authorities, agencies, commissions, and committees require approval by a majority vote of the city council.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. The City of Sacramento Mayoral Appointment Roster attached to this resolution as Exhibit A is hereby approved.
Section 2. Exhibit A is a part of this Resolution.
