Description/Analysis
Issue Detail: Staff recommends Council approve an agreement with LWA, for CSS monitoring services and regulatory support for FY2025/26, which will include reporting activities through January 2027.
The City of Sacramento (City) owns and operates the CSS, which serves Downtown Sacramento and other older areas of the City. The CSS is regulated under a National Pollutant Discharge Elimination System (NPDES) permit (CSS Permit) (Permit No. CA0079111, Order No. R5-2020-0039) issued by the Central Valley Regional Water Quality Control Board. The goals of the CSS Permit are to protect the water quality of the Sacramento River from CSS discharges, reduce Combined Sewer Overflows into the Sacramento River, and to reduce flooding and outflows within the area of the City served by the CSS. The CSS Permit specifies required maintenance and operational requirements, effluent limits, sampling requirements, record keeping and regulatory reporting.
File ID: 2025-01537 10/21/2025
To meet the requirements of the CSS Permit, services provided by the proposed agreement include sample collection, laboratory analysis, regulatory reporting, evaluation and optimization of CSS performance, and provision of regulatory expertise. Services also include support of the sanitary sewer system for evaluating sanitary sewer overflows or other sanitary sewer field support, including sampling collection and analysis.
Policy Considerations: City Council approval is required for agreements of $250,000 or more per City Code 3.56.090.
Economic Impacts: None.
Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by California Environmental Quality Act (CEQA) [CEQA Guidelines Sections 15378(b) (2 and 5)] and is not subject to CEQA [CEQA Guidelines Section 16060(c)(3)].
Sustainability: The proposed project is consistent with the 2040 General Plan. Implementation of the NPDES permit requirements ensures that the CSS is operated and maintained in a way that protects the designated uses of the Sacramento River. This project is consistent with the City’s 2040 General Plan Policy Goal ERC-1 to responsibly manage water resources that preserve and enhance water quality and availability and ERC-2 to preserve thriving rivers, wildlife, and natural open spaces that contribute to public health, livability, and protection of the environment for future generations.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On April 30th, 2025, a Request for Qualifications (RFQ) (Q25141331010) was advertised and issued on PlanetBids for CSS regulatory compliance support.
On the due date of June 6th, 2025, one (1) Statement of Qualifications (SOQ) was received from the following firm:
1. Larry Walker Associates, Inc. (LWA).
Staff reviewed the proposal and based on their knowledge, expertise, and experience, LWA was selected to provide the requested services.
Financial Considerations: The cost for the agreement’s initial term is not-to-exceed $593,102.
There are sufficient funds available in Multi-Year Operating Project (MYOP) I14120600 (CSS Regulatory Compliance Support) and MYOP I14620100 (Sanitary Sewer Management Plan Engineering/Regulatory Support) to approve the agreement for FY2025/26. Charges for FY2025/26 will be as follows:
